4 - PUBLIC HEARING (continued from 6/17/25)
4-1 Consideration of Resolution 2025-45R Adopting the 2025/2026 Moreno City of Selma Fiscal Year Budget and Consideration of a Resolution 2025-46R adopting the City's Annual
Appropriations Limit for Fiscal Year 2025/2026, Pursuant to Article XIII B of the California Constitution.

Presentation of Item 4-1: The Council considered Resolution 2025-45R (adopting the 2025- 2026 city budget) and Resolution 2025-46R (adopting the annual appropriations limit). This item was continued from the public hearing held on June 17, 2025. Director Moreno presented a revised budget that incorporated the following changes requested by the Council:
• Economic Development Director: Position frozen.
• Animal Services Director: position removed
• Public Information Officer (PIO): Position added.

Director Moreno declared the revisions resulted in a surplus of $44,000.

Mayor Robertson requests Public Comment. No public comment is made. Mayor Robertson closes the Public Hearing.

Public Hearing Closed at 5:07 p.m.

Further Discussion Items:
• Staffing: It was confirmed that the city has two Code Enforcement Officers.

Administrative Services currently has three positions filled, one vacancy (office assistant).
• Animal Services: Chief Alcaraz discussed the removal of the Animal Services Director position, noting it was unfilled, and its removal saves substantial funds. The department is looking to reorganize to include an Office Manager for data entry and adoption coordination. Mayor Robertson and Council Member Oceguera will meet with Chief Alcaraz to discuss future reorganization and job descriptions. • Art Center: Council members discussed the poor physical condition of the Art Center (e.g., torn carpets, scratched walls) and the need for better marketing to generate revenue. Council Member Avalos plans to present evidence of necessary improvements at the next meeting.
• TOT Allocation: The City Attorney clarified that the Transient Occupancy Tax (TOT) allocations (50% Parks, 30% Recreation, 20% Arts) are set by a voter- approved measure and cannot be changed by the Council without a new ballot measure.
• Police Department Lockers: There was brief discussion regarding the need for new lockers for the police department. It was decided to seek freestanding options to avoid burdening the Public Works Department.
