CALL TO ORDER at 11:00 a.m.
ROLL CALL Council Members Avalos, Oceguera, Mayor Pro Tem Guerra, and Mayor Robertson

AGENDA CHANGES OR DELETIONS None.
ORAL COMMUNICATIONS Mike Cosenza, Administrator for California League of City Employees Association, requests postponement of closed session, stating special meetings are designed for emergency situations that cannot wait until the regularly scheduled meeting; he states this agenda was improperly noticed based on special session requirements. Cosenza states the government code cited, Government Code § 54957 Title: All Departments and Positions does not properly identify the matter being discussed; he cites the code with items allowed for discussion, reiterating limited scope. Cosenza warns he will take further action should the meeting not be postponed and properly noticed.
City Attorney Costanzo responds to Cosenza's request to postpone, stating the ability to discuss employment matters in closed session is not nearly as limited as professed by Cosenza.
