CITY COUNCIL STAFF REPORT
MEETING
DATE:
August 26, 2025
SUBJECT: Business Travel Accident Program
SUBMITTED: Margee Fallert, Interim Administrative Services Director APPROVED:
RECOMMENDATION:
Provide directive to staff regarding the Business Travel Accident Program by opting for one of four options as indicated below.
DISCUSSION:
The city currently participates in the Business Travel Accident Program through the RMA.
The cost is $15.00 per participant, per year. Therefore, the City of Selma spent $180.00 on the program in the last fiscal year and budgeted for the same amount in the current fiscal year.
Coverage is $100,000 and currently the city has elected the City of Selma as designated beneficiary on all participant policies. This designation allows the City of Selma to collect all funds, should an applicable event occur to the participant. The Business Travel Accident Program is separate from and in addition to the standard term insurance provided to council and employees, whereas their chosen beneficiaries have been designated.
Council should review and choose one of the four options below:
1. Benefit monies received would be designated to the city.
2. Half of the benefit monies are designated to the city and half to the council/employee designated beneficiary.
3. All of the monies to the council/employee designated beneficiary(ies).
4. Notify RMA that beginning in fiscal year 2026/2027 the City of Selma will no longer participate in the program.
As discussed, if the benefit is designated to the City of Selma, the funds could be used to offset the costs of a special election or the director recruitment process. At inception of the program more than thirty-five years ago, the City of Selma elected Option 1, as stated above; the City of Selma has never requested an amendment to the policy. Currently, the City of Selma is the only city that participates in Option 1, with a handful of cities electing Option 2 and the remainder opting for Option 3.
FISCAL IMPACT:
Item is budgeted at $180.00 per year.
