CITY COUNCIL STAFF REPORT
Meeting Date: October 10, 2025
SUBJECT: Consideration of Resolution 2025-100R awarding contract to Tosted Asphalt, Inc. for the Selma Downtown High Street Landscaping Curbs Project and Resolution 2025-101R approving associated budget amendment in the amount of $52,997.60 to fund the project from reserves.
SUBMITTED: David Horn, City Engineer
APPROVED: Jerome Keene, Deputy City Manager
RECOMMENDATION:
It is recommended that the City Council:
1. Approve Resolution 25-100 awarding construction contract to Tosted Asphalt, Inc. for the Selma Downtown High Street Landscaping Curbs Project in the amount of $40,897.60; approving a 10% construction contingency for potential change orders in the amount of $4,100 for this project; and authorize the City Manager to sign contract documents on behalf of the City.
2. Approve Resolution 2025-101 amending the Fiscal Year 2025/26 adopted budget in the amount of $52,997.60 to fund the project from reserves.
BACKGROUND:
On October 2, 2025, the City held a public bid opening for the Selma Downtown High Street Landscaping Curbs Project (“Project”). The Project included the installation of concrete curb planters for street trees, and the asphalt plug between the curbs and the existing street asphalt surface. The Engineers' Estimate for the Project Base Bid was $50,000. The City received and opened bids from six contractors. The amount of the bid was as follows:
Contractor Bid Amount
Tosted Asphalt, Inc. $40,897.60
Ares Eng LLC $42,622.00
Don Berry Construction, Inc. $42,886.00
Geometric Construction, Inc. $49,605.66
JT2 Inc dba Todd Companies $62,700.00
Arrow Construction $72,500.00
Engineers Estimate $50,000.00
The bids were analyzed, and it was determined that Tosted Asphalt, Inc. submitted the lowest responsive and responsible base bid and as such, Staff recommends that they be awarded the contract.
4 FISCAL IMPACT:
The estimated cost for the construction phase of the project is $52,997.60, as detailed below:
Construction $40,897.60
Construction Contingency (10%) $4,100.00
Construction Management/Inspection/Testing/Admin $8,000.00 Total $52,997.60
The Adopted Budget for the fiscal year 2025/26 anticipated downtown improvements that included tree installation and associated structures, such as tree wells, to be paid out of reserve funds. These items were not budgeted because the costs were only projected.
The award of the bid provides the cost that would be added to the budget through the attached amendment. Any unused funds for this Project will remain in the reserves.
