Discussion on the City’s Policy on Naming
Parks and Facilities
192
ITEM NO: 5-1
CITY COUNCIL STAFF REPORT
MEETING DATE: October 6, 2026
SUBJECT: Discussion on the City’s Policy on Naming Parks and Facilities SUBMITTED: Liz M. Fletcher, Community Services Director APPROVED: Jason Rogers, City Manager
RECOMMENDATION:
Staff is seeking direction on the current Policy on Naming Parks and Facilities and whether amendments are necessary to consider the proposed renaming of existing City facilities.
DISCUSSION:
On September 1, 2026, with Council consensus, Councilmember Avalos requested that staff revisit the City’s Policy on Naming Parks and Facilities. Councilmember Avalos proposed renaming Ringo Park to Dennis Lujan Park and renaming the Selma Arts Center as the Mike Derr Arts Center.
Staff reviewed the City’s Naming of City Parks and Facilities Policy, which was adopted on May 1, 2006. The policy generally provides that existing parks, facilities, and facilities are not to be renamed unless approved by the City Council for further consideration. The policy states that the primary reason for limiting renaming is to avoid diminishing the original justification for an existing name or discounting the value of prior contributions.
The policy also establishes criteria for naming facilities in honor or memory of individuals or organizations and provides a process for considering naming requests. It further allows consideration of naming a subsection of an existing park or facility in honor or memory of an individual or organization.
Given the proposed requests, staff is seeking direction from the City Council on whether the existing policy remains appropriate, whether amendments should be brought back for consideration, or whether Council would like staff to proceed with the proposed naming requests under the existing policy.
FISCAL IMPACT:
There is no fiscal impact associated with providing direction on the policy.
