Construction-related impacts and long-term impacts
to water quality will be qualitatively evaluated, and
both direct and cumulative impacts related to the
project will be described. The memorandum will also
address regulatory compliance, includ ing
conformance with the National Pollutant Discharge
Elimination System permit requirements and identify
applicable best management practices included in
the project design. lt is assumed that no water quality mitigation will be required for the project. The
memorandum will be submitted electronically and
subject to one round of review from NCM, the City,
and Caltrans.
Task Deliverables: Water Quality Memorandum
(Electronic Gopy)
Task 5.6 - Environmental Document
(cEoA)
Task 5.6.1 - Administrative Draft lnitial Study
The City will be the CEQA lead agency for the
Widening Project. Following completion of the
appropriate database research and technical studies,
GPA will prepare an Administrative Draft lnitial Study
(lS) in MS Word for NCM and the City to review
pursuant to state and local CEQA guidelines. lt is
assumed Caltrans will not review the lS prior to
public circulation. Assembly Bill (AB) 52 consultation
information will be provided in a confidential
appendix.
Following the submittal of the Administrative Draft lS, a virtual meeting will be scheduled with City staff
representatives to review the findings of the
Administrative Draft lS, which willconfirm proceeding
with a Mitigated Negative Declaration (MND). The
meeting will also provide an opportunity to review the
parameters of the study to date, as well as the
environmental review schedule.
With a conclusion that no significant environmental
impacts will occur as a result of implementing the
project, a MND will be prepared. GPA will then
respond to NCM and the City's comments on the
Administrative Draft lS and prepare a Check-Copy
Draft IS/MND in MS Word showing track changes
and a PDF for the City to review prior to circulating
the Draft lS/MND (Task 5.6.2).
Task Deliverables - Draft lS and Gheck Copy lS /
MND
Task 5.6.2 - Draft lnitial Study
GPA will prepare and maintain a comprehensive,
project-specific environ mental agency/organization,
community, and elected official distribution list using ndard Road Widening Project Phase 2
information provided by the County and Caltrans
from other projects in the area. The community
portion of the database could include local
representative voices from neighborhood groups,
community organizations, civic organizations, the
surrounding business community, schools,
emergency services, religious organizations, and
low-income/minority populations that could be
affected by project activities. The distribution list will also include mailing addresses for all businesses and
property owners within 300 feet of the environmental
study limits, which will be identified through
Parcelquest.
Upon approval to circulate the Draft IS/MND, GPA
will prepare and circulate up to 50 electronic copies
(on CD or DVD) and up to 15 hard copies of the Draft
IS/MND. GPA will also prepare the Notice of lntent
(NOl) to Adopt the MND, a Notice of Completion
(NOC), SCH Summary Form, and Transmittal
Memos for the Draft IS/MND. lt is assumed that the
City will prepare and place ads in local newspaper,
send email notices, and post the NOI and Draft
lS/MND online.
Task Deliverables - Master Distribution List
(Electronic Gopy), One electronic version of the
NOl, NOC, SCH Summary Form, and County
Transmittal Memo. Print and mail up to 50 hard
copies of the NOI to the public (radial mailing)
sent via regular mail. Print and mail up to 50 hard
copies of the NOI with electronic copies of the
Draft IS/MND on CD or DVD to agencies, elected
officials, and other stakeholders sent via certified
mail. Print and ship up to five (5) hard copies of
the Draft IS/MND with technicalstudies and
appendices to the Gity. Print and deliver up to
two (2) hard copies to Kern County Clerk and one
(l) hard copy to one local library of the Draft

Task 5.6.3 - Final lnitial Study
GPA will maintain a file of any comments received
during the circulation period of the Draft lS/MND. The
number and extent of comments is unknown at this
time. GPA assumes only up to five comment letters
or emails will be received during the public comment
period. Formal responses to comments are not
required for an IS/MND but can be prepared for
additional scope and budget.
Following the completion of the public circulation
period and receipt of all comments to be considered,
GPA will prepare a Final IS/MND for NCM and the
City to review, showing track changes from the Draft
IS/MND. lt is assumed that any changes to the
IS/MND will be minor, there would be no changes to
of Shafter Division

the project description or project limits, and technical studies will not need to be updated, modified, or
revised.
With a conclusion in the Final IS/MND that no
significant environmental effects will occur as a result of implementing the project, the MND will be signed
and GPA will prepare a Notice of Determination
(NOD) for the project. The NOD must be filed within
five days of project approval for a 30-day statute of
limitations to apply. Upon request, GPA will
coordinate payment of the County Filing Fee
($50.00) and CDFWfiling fees ($2,548.00), which
are set by statute. GPA may require additional
budget for changes to filing fees.
It is assumed that others will prepare any additional
documentation for project approval (e.9., staff
reports, resolutions, etc.). Should GPA's attendance
be needed at any City Council or public hearing or
public meeting, this can be provided on a time and
material basis under a separate scope and budget.
Spanish versions of any deliverable can also be
provided for additional scope and budget.
Task Deliverables - One electronic copy of the
NOl, NOD, SCH Summary Form, and Gounty
Transmittal Memo. Print and mail up to ten (10)
hard copies of the NOI with electronic copies of

City. Print and deliver up to two (2) hard copies
of the Final IS/MND without technical studies to
Kern County. Print and ship up to one (1) hard
copy of the Final IS/MND without technical
studies to one local library.
Task 5.7 - Environmental Document
(NEPA)
Task 5.7.1 - Agency Scoping
Caltrans will be the lead agency under NEPA. lt is
assumed that the NEPA document will be a Routine
EnvironmentalAssessment (EA) and a new or
revised Preliminary Environmental Study will not be
needed for the Widening Project. There is no formal
public scoping requirement under NEPA or its
implementing regulations for a Routine EA. To help
identify issues or concerns that may be raised during
the NEPA process, GPA will prepare and mail up to
50 letters to interested agencies on Caltrans
letterhead. GPA can attend public or agency scoping
meetings or hearings on a time and material basis
under a separate scope and cost, if needed. Radial
letters to adjacent landowners and newspaper
Standard Road Wdening Project Phase 2
notices can also be provided for additional scope and
budget, if needed.
Task Deliverables - Up to 50 agency and
interested party letters.
Task 5.7.2 - Administrative Draft Environmental
Assessment
Following completion of the appropriate database
research and technical studies, GPA will prepare the
First Administrative Draft EA pursuant to state and
local CEQA guidelines as well as Caltrans' Standard
Environmental Reference and Caltrans' EA
Annotated Outline (dated March 25, 2020). lt is
assumed that the First Administrative Draft EA will be
submitted electronically and will undergo one round
of reviews with NCM Engineering Corp (NCM) and
the City. GPA will respond to NCM and the City's
comments and prepare a Second Administrative
Draft EA, which will undergo one round of reviews
from NCM, the City, and Caltrans. GPA will then
respond to Caltrans' comments and prepare a
Check-Copy (i.e., Screen-Check) Draft EA for the
City and Caltrans to review prior to circulation of the Draft EA. It is assumed that the EA will not require
Caltrans Headq uarter District Environmental
Coordinator review. Any changes to technical
studies, templates, or annotated outlines following
submittal of the First Administrative Draft EA may
require additional scope and budget.
Task Deliverables - One electronic copy of the
First Administrative Draft EA. One electronic
copy of the Second Administrative Draft EA. One
electronic copy of the Gheck-Copy Draft EA
Task 5.7.3 - Draft EnvironmentalAssessment
Upon approval to circulate the Draft EA, GPA will
prepare a Notice of Availability (NOA). GPA will then
print up to 15 hard copies and prepare up to 100
electronic copies of the Draft EA (on CD or DVD).
GPA will circulate the Draft EA for a 30-day review
period as directed by Caltrans. lt is assumed that
Caltrans will be responsible for posting the NOA
online and filing the NOA with the State
Clearinghouse. Newspaper notices and Spanish
versions of deliverables can be provided for
additional scope and budget, if needed.
Task Deliverables - One electronic copy of the
NOA. Print and mail up to 50 hard copies of the
NOA to the public (radial mailing) sent via regular

two (2) hard copies of the Draft EA without
technical studies to Kern County Clerk. Print and
ship up to one (1) hard copy of the Draft EA
without technicalstudies to one local library.
Task 5.7.4 - Public Meeting
Caltrans has stated that they would like a public
meeting for the Draft EA. GPA will prepare a Notice
of Public Hearing (NPH) announcing the availability
of the Draft EA, where it may be obtained or
reviewed, as well as information on how and where
to submit comments for Caltrans. lt is assumed that
the NPH will be combined and circulated with the
NOA (Task 5.7.3) for purposes of our fee estimates.
The Draft EA must be available at the public hearing
and for a minimum of l5 days in advance of the
public hearing.
GPA Principal and/or Project Manager will attend up
to two strategy meetings and one public hearing
during the public comment period. For purposes of
our fee estimate, it is assumed that these meeting
will all be virtual and subject matter experts and
specialists will not need to attend. lt is also assumed that others will be responsible for organizing the
meetings, identifying meeting locations and websites,
posting notices of the meetings online, creating any
necessary presentation materials or slides, as well
as providing court reporters and Spanish
interpreters. GPA can provide a scope and cost
estimate should additional meeting support or inperson attendance be needed^ Task Deliverables - One electronic copy of the
NPH. Attend two one-hour virtual strategy
meetings (up to one hour each) and one virtual
public hearing (up to 4 hours).
Task 5.7.5 - Final EnvironmentalAssessment
At the conclusion of the public availability period,
GPA will revise the EA and prepare a First Draft
Final EA and Finding of No Significant lmpact
(FONSI) for NCM and the City to review. The revised
EA will reflect changes in the proposed action or
mitigation measures resulting from comments
received or from the public hearing, if one was held,
and include any necessary findings, agreements, or
determinations required for the proposal. A copy of
the comments and responses will also be attached to
the revised EA. The FONS|will be prepared in
accordance with Caltrans Sample FONSI, dated May
Standard Road \Mdening Project Phase 2
2020. Changes to technical analyses, including
technical studies will require a contract amendment.
GPA will respond to NCM and the City's comments
and prepare the Second Draft Final EA/FONSI for
Caltrans review. lt is assumed that the Second Draft
Final EA/FONSI will undergo one round of reviews
from NCM, the City, and Caltrans. GPA will then
respond to Caltrans'comments and prepare a
Check-Copy (i.e., Screen-Check) Final EA/FONSI for
the City and Caltrans review prior to circulation of the FONSI. The circulation requirements for a FONTI are
typically very limited, GPA will send the NOA and a
copy of the Final EA/FONSI to cooperating and
participating agencies and agencies that commented
on the Draft EA or requested to be informed of the
project decision as requested by Caltrans.
Task Deliverables - ¡ Deliverables: Print
and mail up to ten (10) hard copies of the NOA
with electronic copies of the Final EA/FONSI on
CD or DVD. Print and ship up to five (5) hard
copies of the Final EA/FONSIwith technical

NOTES:
1. This is not the only way to estimate salary increases. Other methods will be accepted if they clearly indicate the %o increasen the # ofyears ofthe contract, and a breakdorvn ofthe labor to be performed each year.
2. An estimation that is based on direct labor multiplied by salary increase % multiplied by the # of years is not acceptable.
(i.e. $250,000 x2o/ox 5 yrs: $25,000 is not an acceptable methodology)
3. This assumes that one year will be wroked at the rate on the cost proposal before salary increases are granted.

S}IAFIER COUNCIL AGENDA REPORT
Meeting Date:
FROM:
March I,2022
Gabriel A. Gonzalez, City Manager
Prepared By: Michael James, Public Works Director
SUBJECT: STRINGHAM PARK BUS STOP PROJECT FOR FORMAL BIDDING
RECOMMENDATION
Council find the requested action is not a "project" under the California Environmental Quality Act; approve the construction plans and contract documents for the Stringham Park Bus Stop-Bus Bay Project; and authorize the release of said project for formal bid purposes.
BACKGROUND
Construction plans and contract documents for bidding have been prepared for a project to construct a new transit bus stop at Stringham Park. Before preparing the bid package, City staff mutually agreed with Kern County staff to collaboratively work towards relocating the County regional transit stop from the City Hall parking lot to improve bus access and safety for the passengers.
As designed, the new bay for a bus stop consists of widening a portion of James Street to allow buses to pull off the southbound travel lanes to drop off and pick up passengers. Constructing the bay requires of relocation of an existing ADA-rated ramp. All work items combined are estimated to cost $72,000, requiring the Council to approve plans and contract documents for bid pu{poses.
Combined, $191,260 in State of Good Repair (SGR) Program funds have been allocated to the project.
This project is the first phase of transit-related improvements at Stringham Park. The next phase will be purchasing and installing a bus shelter for passengers. In addition, a parking lot has been designed for development at the south end of the park to facilitate park-and-ride transit passengers and potential electric vehicle charging stations for the public. Last month, the shelter and parking lot phases were proposed for grant funding through the Clean California Grant Program.
FISCAL IMPACT
No budget action is required at this time. The City's Engineering operational budgets can fund costs related to project bidding. Once project bids are opened, staff will likely present budget outlooks and amendments to cover the construction costs at a future meeting.
MANAGEMENT REPORT nb
Stringham Park Bus Stop Project for Formal Bidding
CEQA ANALYSIS
The proposed activity is not subject to the California Environmental Quality Act (CEQA) because it is not defined as a "Project" pursuant to Section 15378(bX5) of the CEQA Guidelines. The action is organization or administrative activities of governments that does not result in direct or indirect physical changes to the environment.
ALTERNATIVES
Reasons to reject the staff recommendations could include retaining the County regional bus stop at City Hall or focusing on recreational improvement at Stringham Park rather than transit-related improvements. However, the current City Hall stop has minimal seating and street access, plus it is immediately next to a State Highway. As recently as 2018, a vehicular accident resulted in the bus shelter being damaged from an oncoming car. Secondly, the design of future improvements at Stringham Park preserves and enhances visual appeal and recreational opportunities pursued if properly funded. Therefore, alternative action is not recommended.
