SUBJECT: FISCAL YEAR 2022-2023 BUDGET WORKSHOP #1 _ STRATEGIC GOAL REVIEW
RECOMMENDATION
Council provide direction to staff of draft proposed strategic goals
BACKGROUND
On March 17,2021, the City Council held a strategic planning workshop in which staff presented to the Council a list of various policy objectives identified by the City's executive leadership team, comprised of department directors and key management staff. The purpose of this information was to provide Council with staff s perspective of the organization's status along with near-term and future policy objectives staff will need Council direction. The Council used this information to discuss and consider strategic goals for the next one-to-three-year term as some of the policy objectives will evolve over time. Council did prioritize goals, and a draft Strategic Plan was presented to Council; however, the Strategic Plan was not formally adopted (refer to attached draft Strategic Plan).
At this workshop, staff will review the draft Strategic Goals and provide an update of the key Council initiatives. The desired outcome of the workshop is to one, provide an update; two, receive Council direction if these goals are still consistent with Council policy direction; and three, direct staff to present Strategic Plan at a future council meeting for adoption.

The City Council desires to maintain and enhance
Shafter's desirable living environment for all its
people by preserving the community's diverse
social and historic fabric, residential character, and
small home town atmosphere while ensuring that
new development reinforces the quality and
economic strength of the community.
The City Cou ncil believes that private a nd
corporate citizens as well as public agencies have
the responsibility to build our future. The Council
specifically selected the word shape as it depicts a
greater responsibility than simply building a
future. Shaping the future anticipates that the
community will practice continuous improvement
and each new generation will inherit more than
the one before. There is an individual ownership to
take responsibility for that which is built or not
built.
The Cíty Council desires to be a leader to ensure
that public services are provided efficiently at
reasonable rates. As an organization, we will seek
to identify issues and challenges before they
become problems. We will deal with these issues
and any problems which arise in a forthright and
open manner, insuring that all with interest can be
involved.

SFIAFTER COUNCIL AGENDA REPORT
Meeting Date: April 5,2022
FROM Gabriel A. Gonzalez, City Manager
Prepared By: Rogelio Sanchez, Administrative Services Director SUBJECT: FISCAL YEAR 202212023 MID-YEAR REVENUE PROJECTIONS (BUDGET WORKSHOP #1)
RECOMMENDATION
Council receive the staffreport and revenue projections and provide necessary feedback as necessary.
EXECUTIVE SUMMARY
The City Council adopts an annual operating budget based on projected revenues and expenditures anticipated during the fiscal year, defined as July 1 through June 30 of the following year. The adopted budget sets the parameters for expenditures by staff during the fiscal year based on the initial revenue proj ections.
Revenue projections is the base to determine if an organization can cover its operating expenses, capital projects, and future obligations. The City of Shafter expects increases compared to previous years as the city continues to grow; however, the entire nation faces unique circumstances which might disrupt to some level the largest revenue source which is Sales Taxes. The Sales Tax Consultants are optimistic on their FY 22123 forecast, but it is worth pointing out that the nation has experienced high inflation rates over the past six months. Current inflation rates are at a 40- year record high which have triggered the Federal Reserve to increase current rates. FurtheÍTnore, the Federal Reserve has committed to multiple interest hikes during the upcoming months. The hikes are necessary to control inflation but could trigger a recession which would affect Sales Taxes in the short-term, Construction in the mid-term, and property taxes in the long term.
Fortunately, the City has sufficient reserves to take corrective action should there be an unforeseen economic downturn.

FY 21122 budget was probably considering the COVID impact, but we expect the final revenues to be like FY 20121. We may have further adjustments on Refuse as the City plans to outsource most of the services due to SB 1383.
We may also have finetuning on revenue projections related to Water and Wastewater because of continued population growth.
