Prepared By: Rogelio Sanchez, Administrative Services Director SUBJECT: FISCAL YEAR 2022/2023 MAINTENANCE & OPERATIONS REVIEW (BUDGET WORKSHOP #2)
RECOMMENDATION
Council receive the staff report and Preliminary Review related to Labor and Maintenance & Operations (M&O) and provide necessary feedback as necessary.
EXECUTIVE SUMMARY
The City Council adopts an annual operating budget based on projected revenues and expenditures anticipated during the fiscal year, defined as July 1 through June 30 of the following year. The adopted budget sets the parameters for expenditures by staff during the fiscal year based on the initial revenue projections.
The management team provided the initial Revenue projections on April 04th, 2022 Council Meeting. The focus of current report will be on Labor and M&O excluding Correctional Facility (MCCF) which is currently closed.
Inflation was previously discussed during revenue projections as it could have a long-term impact to the revenues. The February 2022 inflation rate was around 7.8%, however the latest estimate is 8.5% which has an immediate impact on current and projected operating costs and capital projects.
A citywide overview will be provided on labor, energy, fuel, and other M&O expenses.
The analysis will include a historical perspective along with a four-year Compound Annual Growth Rate (CAGR). Furthermore, an overview will be provided on each department.
The adopted budget is broken down by major fund groups. The fund groups include:
▪ General Fund (retail sales & property taxes)
▪ Enterprise Funds (sewer, water, drainage)
▪ Special Revenue Funds (gas tax, traffic, transportation, landscaping funds, etc.) ▪ Capital Improvement Projects (CIP; pedestrian improvements, water wells, etc.) Fiscal Year 2022/2023 Maintenance & Operations Review (Budget Workshop #2) - 2 -

This chart provides historical overview on citywide Labor and M&O operating costs.
Total operating costs reflect a 6.5% three-year Compound Annual Growth Rate (CAGR) which relates to actual expenses or 8.7% once we consider the estimated FY 22/23. The following table provides the CAGR summary. The growth rate is of significance for management control; therefore, the development agreement account is excluded on the following table.

Labor Cost
Public Works will experience significant changes on labor cost allocation; therefore, information at a summary level will be the most beneficial. The first change will be on the fact that Refuse will be outsourced due to recent changes related SB-1383. This has significant implications on multiple funds within the Public Works department. The first question is what to do with current employees. The Public Works director recommends changing two equipment operators and assign them into streets and maintenance. The extra maintenance employees are needed at Shafter which continues to grow in population. $14.8M $11.8M $13.4M $13.9M $16.0M $15.0M

Multiple manager’s time was partially allocated to the Refuse Fund. The time allocation needs to be reallocated to various other funds and divisions including Sewer, Water, Streets, Engineering, and Parks. The Finance team continues to work with Public Works to fine tune the labor cost allocations.

Energy & Fuel Costs
Energy and fuel are a large component of operating costs and will need to be monitored.
Fuel prices has increased in the past couple of years during the pandemic, but the usage was reduced due to low activity which caused the overall fuel cost to remain constant. We are recommending a modest increase in fuel costs for FY 22/23 due to increased activity and record fuel prices.
Electric costs continue to increase, but the city has invested in Solar projects within the water operations. The following chart provides citywide electric costs. $1.0M $1.0M $1.1M $1.3M $1.3M $1.3M
