No formal action by the Council will be taken unless an item is identified on the Agenda.
CONSENT CALENDAR:
All items on the consent calendar are considered routine and non-controversial by staff and will be approved by one motion if no member of the Council or public wishes to comment or ask questions. If comment or discussion is desired by anyone, the item will be removed from the consent calendar and will be considered in the listed sequence with an opportunity for any member of the public to address the Council concerning the item before action is taken.
1. Approve General Checks: June 29, 2023, October 5, 2023, October 12, 2023.
2. Approve Payroll: October 2, 2023.
3. Approve Special Event Permit: Wings N Wheels Show, Minter Field Air Museum, Minter Field/Shafter Airport, November 4, 2023.
4. Approve Special Event Permit: Trunk or Treat, Lions Club, Veterans Hall Parking Lot, 309 California Avenue, October 26, 2023.
5. Council find the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; approve a proposal submitted by Baker Tilly US, LLP. in the amount of $41,500 covering the design and development of a long-term financial model; and authorize the City Manager to execute a professional services agreement for said professional consulting services, subject to review and approval by the City Attorney.
6. Council find action is not defined as a "project" per Section 15378(b)(5) of the CEQA Guidelines; and adopt the City of Shafter Employee Bi-Weekly Pay Schedule effective September 16, 2023.
7. Council find the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; ratify the execution by the City Manager on behalf of the City of Shafter (Lessor) of a new Lease Agreement with Amazon.com Services LLC (Lessee) for use of the 4.02-acre Container Yard owned by the City of Shafter and located at 3501 So. Driver Road, Shafter, CA 93263.
MANAGEMENT REPORT:
1. REMOVAL OF SECURITY FENCE AT THE MODIFIED COMMUNITY
CORRECTIONAL FACILITY (MCCF): Council find the request action is exempt from the California Environmental Quality Act; accept two (2) cost proposals for the removal of an existing security fence from the former City Modified Community Correctional Facility; approve one (1) of said proposals submitted by Lamont Fence Company for an amount of $48,265; authorize the Public Works Director to issue any award of said proposal with a construction contract to Lamont Fence Company; and authorize a General Fund appropriation of $55,000 and new Capital Improvement Program project for Modified Community Correctional Facility Improvements.
