CONSENT CALENDAR:
All items on the consent calendar are considered routine and non-controversial by staff and will be approved by one motion if no member of the Council or public wishes to comment or ask questions. If comment or discussion is desired by anyone, the item will be removed from the consent calendar and will be considered in the listed sequence with an opportunity for any member of the public to address the Council concerning the item before action is taken.

2. Approve Payroll: November 1, 2023, November 3, 2023, November 9, 2023, November 10, 2023.
3. Approval of Minutes: November 7, 2023.
4. Approve Special Event Permit: Shafter Lions Club, Christmas Parade, Mannel Park, December 1, 2023.
5. Approve Special Event Permit: City of Shafter, Christmas Tree Lighting & Sing, Downtown Square, December 4, 2023.
6. Council introduce for second reading, by title only, and waive reading of Ordinance No. 750, an Ordinance of the City Council of the City of Shafter, California approving and adopting execution of a first amendment to Development Agreement No. 21-20 for Tentative Tract No. 6490.
7. Council find the action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines; adopt Resolution 2947, a Resolution of the City Council of the City of Shafter regarding Disadvantaged Business Enterprise (DBE) Implementation Agreement for the City of Shafter; and authorize the City Manager to sign said Agreement.
8. Council find the action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines; and accept the dedication of easement for street and public utility purposes from Lerdo Land Company of California; and authorize the City Engineer to record said documents.
9. Council find the action is not defined as a “project” per Section 15378(b)(5) of the CEQA Guidelines; accept dedications of slope easement from Lerdo Land Company of California; and authorize the City Engineer to record said documents.
10. Council find the action is exempt from CEQA; approve a License Agreement with Shafter Recreation and Parks District for the purpose of storing equipment at the City Corporation Yard; and authorize the City Manager to execute said agreement.
11. Council find the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; approve two professional services agreements awarded to JAS Pacific for plan review services not to exceed $100,000 and CSG Consultants for plan review services not to exceed $50,000; and authorize the City Manager to execute said agreements.

12. Council find the action is not defined as a "project" per Section 15378(b)(4) of the CEQA Guidelines; and ratify a proposal from R.L. Banks & Associates Inc. to Conduct Rail Market Research Services in an amount not to exceed $25,000 MANAGEMENT REPORT:
1. AWARD STRINGHAM PARK AMENITIES PROJECT (CIP PROJECT #PK00007) TO PROFFITT CONSTRUCTION INC. DBA SUPERIOR CONSTRUCTION:
Council find the project is exempt from CEQA; accept the bids received for Capital Improvement Program (CIP) Project PK00007 - Stringham Park Amenities; authorize the Deputy Public Works Director to issue a Notice of Award and Notice to Proceed for said project to Proffitt Construction Inc., dba Superior Construction for a contract amount of $964,235.48 to include the base bid plus additive alternates for 48" box trees; and authorize a budget amendment appropriation of $300,000 from General Fund to increase the CIP project budget to $1,050,000.
