CONSENT CALENDAR:
All items on the consent calendar are considered routine and non-controversial by staff and will be approved by one motion if no member of the Council or public wishes to comment or ask questions. If comment or discussion is desired by anyone, the item will be removed from the consent calendar and will be considered in the listed sequence with an opportunity for any member of the public to address the Council concerning the item before action is taken.

2. Approve Payroll: February 9, 2024, February 12, 2024.
3. Approve Special Event Permit: Colour Fun Run, Colours Celebration of the Arts, Sequoia Elementary School, February 24, 2024.
4. Council find the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; and accept the Treasurer’s Report for December 2023.

6. Council authorize the Finance Director or City Manager to sign a software agreement between the City of Shafter and ClearGov Inc. for an annual software subscription for the city's Capital Improvement Program (CIP) in the amount of $14,320.
7. Council approve agreement (attached) with the County of Kern to secure Community Development Block Grant funds for the construction of the Shafter Library & Learning Center Chess Garden Project.
