MANAGEMENT REPORT
CITY OF SHAFTER
CITY COUNCIL REPORT
MEETING DATE: March 5, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Alex Gonzalez, Deputy Public Works Director SUBJECT: AWARD EXISTING AQUATICS CENTER BUILDING DEMOLITION TO KROEKER, INC. IN AN AMOUNT OF UP TO $50,000.
RECOMMENDATION
Council find the requested action is exempt from the California Environmental Quality Act; accept proposals received for the Aquatics Center Building Demolition; and authorize the Deputy Public Works Director to issue a Notice of Award and Notice to Proceed to Kroeker, Inc. for said project for a contract amount up to $50,000.
BACKGROUND
At a special meeting held on December 19, 2023, the City Council directed staff to proceed with steps to design and construct a new main building for the Aquatics Center rather than rehabilitating and retrofitting the existing structure. Subject to separate approval of another Council meeting agenda item, Ordiz-Melby Architects, Inc. will soon prepare plans to bid for and construct a new building.
To prepare for the new building construction and ensure the existing utility locations can be identified during the design phase, Public Works obtains cost proposals for the demolition of the existing building. Demolition of the existing building will also allow the existing pool decking to be reconstructed without the need to tie into any existing facilities that will be removed.
ANALYSIS
Staff received a total of four (4) demolition proposals, summarized as follows:
Company Total Price
Kroeker, Inc. $42,536.00
C.J. Miranda, Inc. $68,700.00
MD Concrete Cutting & Demolition $84,998.00
Brown's Construction Service, Inc. $85,170.00
Kroeker, Inc. submitted the lowest responsive proposal. As a subcontractor, they recently completed demolition work for the Central Valley Hwy Lift Station project. An appropriate budget to cover their proposal plus contingencies is $50,000.
AWARD EXISTING AQUATICS CENTER BUILDING DEMOLITION TO KROEKER, INC. IN AN AMOUNT OF UP TO $50,000.
- 2 -
The building demolition can be completed concurrently or immediately after the pool deck and resurfacing improvements, currently underway, are completed this summer. The current completion forecast for the construction of the new building is Spring 2025. This means there will be a period when the pools are operational without a building. Therefore, Public Works is currently working on a potential operations plan and permit without a building. This scenario would include temporary restrooms, showers, and changing stations available to accommodate the site's use.
FISCAL IMPACT
The Council previously dedicated $715,387 of the City’s Federal American Rescue Plan Act allocation towards improvements at the Aquatic Centers (Capital Improvement Project No. PF00002). There is a sufficient project balance to complete the recommended demolition work. No budget action is required.
CEQA ANALYSIS
Per Section 15302 (Replacement or Reconstruction) of the CEQA Guidelines, the project is exempt from CEQA because it consists of replacing or reconstructing existing structures on the same site having substantially the same purpose and capacity.
APPROVED BY THE CITY ATTORNEY
Not Applicable
ALTERNATIVES
Staff could reject all the proposals and include the demolition of the building as part of the construction contract for the new building. Delaying demolition of the building would make it more challenging to identify tie-in locations to the existing utilities during the design phase and leave a dilapidated building on the existing site until the new building is ready to be constructed. The existing building would need significant repairs to be utilized for restrooms and showers. Staff does not recommend alternative action.
NEXT STEPS
Staff will issue a notice of award and notice to proceed to Kroeker, Inc., and begin demolition work.
