CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: March 19, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Rogelio Sanchez, Finance Director
SUBJECT: FISCAL YEAR 2024-2025 REVENUE PROJECTIONS &
EXPENSES OVERVIEW (WORKSHOP #1)

RECOMMENDATION
Council find the action is not defined as a "project" per Section 15378(b)(4) of the CEQA Guidelines; and receive the staff report related to Fiscal Year 2024-2025 operating revenue projections.

BACKGROUND
The City Council adopts an annual operating budget based on projected revenues and expenditures anticipated during the fiscal year (FY), defined as July 1 through June 30 of the following year. The adopted budget sets the parameters for expenditures by staff during the fiscal year based on the initial revenue projections.

Revenue projections are the basis to determine if an organization can cover its operating expenses, capital projects, and future obligations. The City expects increases compared to previous years as the City continues to grow.

The Sales Tax Consultants are optimistic in their FY 24/25 forecast. Operating revenues are expected to cover operating expenses within the general fund, but a few enterprise funds continue to struggle and are unable to keep up with cost increases. A rate study is underway for Water and Wastewater funds which are expected to go into effect during the next 2024/2025 operating budget.

A citywide overview will be provided on revenues, labor, energy, and other M&O expenses. The analysis will include a historical perspective along with a five-year Compound Annual Growth Rate (CAGR). The analysis will focus on operating revenues and expenses, which will exclude the following areas: grants, internal transfers, internal charges, CIP, and other capital-related requests. The noted excluded items will be on the final budget and will undergo further Council review in subsequent budget workshops. The presented operating expenses are intended to maintain current city services. There are no cost increases other than proportions to inflation. Furthermore, all labor cost increases related to COLA or equity adjustments were previously approved by the City Council and City Manager.

ANALYSIS

Page 4 of 266 ends

FISCAL YEAR 2024-2025 REVENUE PROJECTIONS & EXPENSES OVERVIEW (WORKSHOP #1) - 2 -
The financial outcomes for Fiscal Year (FY) 2022/2023 underscore the city's robust financial health and strategic growth. Notably, the citywide net position saw a commendable increase of $8.76 million, marking a 4.21% uplift from the preceding year, culminating in an ending net position of $216.71 million. This achievement signifies that the city's assets are now at a healthy 92% of its net position.

In particular, the General Fund reported a substantial boost, with its balance surging by $8.14 million, or 13.74%, from the prior year. This upswing is part of a consistent trend, as operating revenues have outpaced expenditures for five consecutive years.

Contributing to this financial health are general fund taxes, which experienced a $2.91 million increase, up 9.55% from the previous year. A significant driver of this success is the establishment of a new fulfillment center, which has notably enhanced sales tax revenue. Additionally, property taxes have notably increased by $1.21 million, or

21.73%, reflecting the city's growth in residential and industrial sectors. This growth has contributed to a six-year Compound Annual Growth Rate (CAGR) of 8.8% for taxes.

Other revenue streams such as fees for services and licenses and permits have also seen significant increases, further solidifying the city's financial position.

Looking ahead, General Fund operating revenues are projected to rise from $38.4 million in FY 22/23 to $41.3 million in the current FY 23/24, with an anticipation of reaching $41.7 million by FY 24/25. Meanwhile, citywide labor costs have maintained a five-year CAGR of 5.4%, with operations and maintenance (O&M) costs experiencing a

14.7% CAGR, leading to an aggregate growth rate of 9.1% over the same period.

Operational expenses are expected to sustain current service levels, albeit with adjustments such as the addition of four police officers to staff the new police substation, reflecting the city council's commitment to safety and responsiveness. This expansion also includes the approval of a new full-time dispatcher, one part-time dispatcher, and 25 license plate readers, ensuring that the city remains equipped to meet its growing needs. The forthcoming budget workshop on April 16, 2024, will address any additional resource requests and considerations.

It's important to acknowledge the anticipated increase in labor costs, influenced by the recent expansion of city personnel and pay adjustments, notably within the police department. These financial decisions are reflective of the city's ongoing commitment to ensuring public safety and service quality, within the framework of sustainable financial management.

The following chart illustrates the historical general fund revenues vs related expenditures:

Page 5 of 266 ends

FISCAL YEAR 2024-2025 REVENUE PROJECTIONS & EXPENSES OVERVIEW (WORKSHOP #1) - 3 -
The financial performance of the enterprise funds has not mirrored the robust financial health exhibited by the General Fund. Specifically, the Water Fund experienced an operating loss, leading to a decrease in its unrestricted net position by $1.10 million or

30.89% from the previous year. Similarly, the Wastewater Fund saw its net position diminish by $0.27 million or 8.51% in the same period. These challenges highlight the need for strategic adjustments.

In response to these financial setbacks, both the Water and Wastewater Funds are currently undergoing a comprehensive rate study. This initiative is aimed at rectifying the operating losses and strategically planning for critical future capital projects. The objective is to ensure that these enterprise funds can achieve a sustainable financial trajectory while continuing to provide essential services to the community.

The internal service funds operate on a principle of cost recovery. In the realm of facilities maintenance, there have been moderate operational and maintenance (O&M) cost increases over recent years. These escalations are attributable to factors such as inflation, the maintenance demands of the correctional facility (MCCF), and the aging of air conditioning units, alongside repairs at multiple sites. Conversely, there has been a marginal reduction in shop charges. In the context of information technology, there have been notable O&M cost increments, primarily driven by the expanded utilization of software subscriptions and IT services. This surge in demand and complexity is especially evident within the Police Department and across various city functions, reflecting the evolving technological needs and challenges faced by the city.

The enterprise funds require focused attention; however, it's important to note that the city's overall financial health is considerably stronger when compared to regional counterparts and neighboring cities. This robust financial position is underpinned by continuing revenue growth, ensuring that the City Council is well-equipped with the necessary resources to implement corrective measures. The strength of the city's financial standing is further illustrated by the accompanying chart, which details the

historical growth of General Fund operating revenues, reflecting the city's capacity for strategic financial management and resilience.

MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: March 19, 2024
FROM: Gabriel A. Gonzalez, City Manager
PREPARED BY: Michael James, Public Works Director
SUBJECT: 2024 – 2029 CAPITAL IMPROVEMENT PROGRAM (CIP)

RECOMMENDATION
Council find the action is not defined as a "project" per Section 15378(b)(4) of the CEQA Guidelines; and receive the five-year Capital Improvement Program (CIP) for Fiscal Years 2024 – 2029.

BACKGROUND
The CIP is a strategic planning tool that focuses on needs and funding for City infrastructure and assets. It is summarized in one document and used in the annual operating budget preparation and update process. As a planning tool, the CIP document outlines the process and activities required to improve and maintain the City roadways, parks, facilities, and other infrastructure.

The preservation, maintenance, and improvement of capital infrastructure are essential functions. The City cannot plan for the future or sustain its current operation without sustainable infrastructure. The condition of its streets, sidewalks, water, sewer, storm drains, recreation facilities, parks, and other public facilities reflects how well our community is doing and its ability to sustain economic growth. The quality of life, health, safety, and financial well-being are all tied to the cornerstone of its infrastructure.

Generally, CIP improvements are major expenditures that result in maintaining and expanding City assets planned over a multi-year life span, which allows the City Council to forecast better and anticipate upcoming infrastructure needs and improvements. This particular CIP reflects and identifies the most critical infrastructure priorities over the next five years.

The capital improvements presented in this document cover the most significant and critical projects, which generally exceed $10,000 in cost and have long‐term life spans.

The elements of these projects include cost for funding studies, design, land acquisition, bidding, construction, and ongoing operational and maintenance upon project completion. Also included are the funding sources secured or planned to complete the projects. There are various funding sources for CIP projects, some steady and predictable, while others depend on grants, partnerships, loans, and other resources.

Page 24 of 266 ends

2024 – 2029 CAPITAL IMPROVEMENT PROGRAM (CIP)
- 2 -
CIP Project Priorities
The upcoming projects identified in this CIP update are those in critical need to keep pace with rapid City growth and meet regulatory mandates. They are also in place to meet needs prioritized by the Council and the public to improve and expand services.

Such funding priorities include:
▪ Water supplies and quality
▪ Supporting public safety
▪ Improving traffic circulation and safety for motorists and pedestrians ▪ Sanitary sewer collection and treatment systems
▪ Emergency response facilities
▪ Information technology
▪ Recreational facilities
Milestones planned for the first year of this CIP update (Fiscal Year 2024-2025) include:
▪ Construction Completion
o A new community park and pedestrian street improvements to serve the North Shafter communities.
o Equipment upgrades and enhancements at an existing community skatepark
o Lighting at the Veteran Park soccer fields
o A new City groundwater well to serve the Wonderful Industrial Park o Recreational and transit improvements at Stringham Park o Restoration of the pools as the Shafter Aquatics Center ▪ Design Completion
o Gossamer Grove Polic Sub-Station
o New building at the Shafter Aquatics Center
CIP Challenges
Some of the challenges the City is facing in its attempt to fund and implement the CIP are as follows:
▪ Aging Infrastructure: The City has roads, storm drains, utilities, and buildings with limited service lives.
▪ Competing Costs: The growth of the City has required increases in City services, especially in the area of public safety and expansion of public infrastructure.

These costs compete with each other for dollars in City budgets. ▪ Deferred Maintenance and Replacement: Past budgets have yet to keep pace with the required maintenance and replacement of the City's physical assets.

Repairs and replacement of buildings, vehicles, and equipment are being addressed on a reactive basis as problems arise.

Page 25 of 266 ends

2024 – 2029 CAPITAL IMPROVEMENT PROGRAM (CIP)
- 3 -
▪ Unassessed Capital Deficiencies: An inventory of the condition of the City's physical assets is needed to identify all capital needs. Many of these assets have surpassed their useful lives but are still in service. The inventory identifies the asset's physical condition, maintenance needs, or replacement of the asset. ▪ Lack of Dedicated Funding: Capital improvements are funded using cash, borrowing, or grants. Plans and strategies for financing capital projects are needed and past due. Future budgets must address the need for capital and maintenance funds to preserve the City's assets and extend their useful service lives.

Among the efforts currently underway to better detail the City's funding commitments and strategies are:
▪ Utility rate studies.
▪ Development impact fee studies.
▪ A General Plan update.
▪ The deployment of asset management technologies.

ANALYSIS
The total five-year CIP is valued at $111.60 million between FY 24/25 and FY 28/29.

The management team is expected to spend $14.30 million for the current FY 23/24, which would create a combined CIP five-year projection of $125.90 million.

Introduction

OFFICE OF THE CITY MANAGER
Introduction
Staff is pleased to present the Five-Year Capital Improvement Program (CIP) of the City of Shafter, updated for FY 2024-2025. This CIP book was prepared by the Public Works Department, Finance Department, and City Manager office in conjunction with multiple other departments.

Background
The CIP is a strategic planning tool that focuses on needs and funding for City infrastructure and assets, summarized in one document and used in the annual operating budget preparation and update process.

Detail and Content of CIP
The capital improvements presented in this document cover the most significant and critical projects, which generally exceed $10,000 in cost and have long‐term life spans. The elements of these projects include cost for funding studies, design, land acquisition, bidding, construction, and ongoing operational and maintenance upon project completion. Also included are the funding sources secured or planned to complete the projects. There are various funding sources for CIP projects, some steady and predictable, while others depend on grants, partnerships, loans, and other resources.

CIP Project Priorities
The upcoming projects identified in this CIP update are those in critical need to keep pace with rapid City growth and meet regulatory mandates. They are also in place to meet needs prioritized by the Council and the public to improve and expand services. Such funding priorities include:

Water supplies and quality
Supporting public safety
Improving traffic circulation and safety for motorists and pedestrians Sanitary sewer collection and treatment systems
Emergency response facilities
Information technology
Recreational facilities
Milestones planned for the first year of this CIP update (Fiscal Year 2024-2025) include:

Construction Completion
A new community park and pedestrian street improvements to serve the North Shafter communities.

Equipment upgrades and enhancements at an existing community skatepark Lighting at the Veteran Park soccer fields
A new City groundwater well to serve the Wonderful Industrial Park City of Shafter | FY2024-2029 Shafter CIP Page 4

Page 33 of 266 ends

Recreational and transit improvements at Stringham Park Restoration of the pools as the Shafter Aquatics Center Design Completion
Gossamer Grove Polic Sub-Station
New building at the Shafter Aquatics Center
CIP Challenges
Some of the challenges the City is facing in its attempt to fund and implement the CIP are as follows:

Aging Infrastructure: The City has roads, storm drains, utilities, and buildings with limited service lives.

Competing Costs: The growth of the City has required increases in City services, especially in the area of public safety and expansion of public infrastructure. These costs compete with each other for dollars in City budgets.

Deferred Maintenance and Replacement: Past budgets have yet to keep pace with the required maintenance and replacement of the City's physical assets. Repairs and replacement of buildings, vehicles, and equipment are being addressed on a reactive basis as problems arise.

Unassessed Capital Deficiencies: An inventory of the condition of the City's physical assets is needed to identify all capital needs. Many of these assets have surpassed their useful lives but are still in service.

The inventory identifies the asset's physical condition, maintenance needs, or replacement of the asset.

Lack of Dedicated Funding: Capital improvements are funded using cash, borrowing, or grants. Plans and strategies for financing capital projects are needed and past due. Future budgets must address the need for capital and maintenance funds to preserve the City's assets and extend their useful service lives.

Among the efforts currently underway to better detail the City's funding commitments and strategies are:

Utility rate studies.

Development impact fee studies.

A General Plan update.

The deployment of asset management technologies.

Conclusion
Developing the CIP for Fiscal Years 2024-2025 through 2025-26 was a total team effort of City staff.

Implementing the CIP will continue to set Shafter on a better path to meeting its infrastructure goals and challenges. As a result, public services and safety will be enhanced to benefit all residents and businesses.

 LATA Award Information (CPUC Grant $499,954)(/resource/cleargov-prod/projects/documents/dc074ebabef5fe74a8e2.pdf) Justification
The City has an immediate need to work alongside a qualified ISP in order to stabilize the costs associated with maintaining our existing fiber optic infrastructure as well as expanding the network to additional homes and businesses in Shafter. At current staffing levels, the City is unable to manage the entire fiber optic network currently in place and plan for future growth, primarily because of the lack of revenues received from our existing connections. As such, the City would benefit from developing a Municipal Fiber Network, guided by formal policies, and contracting with a P3 partner that can use their financial and personnel resources, along with the City's grant funding sources, to enhance and maintain our network. The investment that the City has made over 10+ years has led to a robust, multi-ringed network that is stable and attractive to outside ISPs. The partnership being pursued by Staff is the natural evolution of our network and will help the City regain revenues at a faster pace than managing the system internally for the next decade.

Southeast Shafter Sewer Improvements
Overview
Request Owner Marcos Torres, Deputy Public Works Director - Operations Est. Start Date 07/01/2019
Est. Completion Date 06/30/2020
Department Expenditures
Type Capital Improvement
Project Number WW00002
Description
The project consists of designing and constructing irrigation and landscape improvements at 7th Standard Road fronting the Target warehouse and distribution center, located at the Wonderful Industrial Park. The funding sources for these improvements are wastewater connection fees and a State grant targeting urban greening improvements.

Details
Type of Project CIP
Justification
The City previously obtained an easement from Target to install, operate, and maintain a sewer outfall pipeline that was required to extend sewer service to Gossamer Grove and other development planned off Seventh Standard Road. In lieu of payment for the grant of easement, the City agreed to design and construct landscape improvements between Seventh Standard Road and the easement location. Upon completion of the improvements, the Cit would also assume responsibility for ongoing operations and maintenance costs. Target previously granted a separate easement to the City for the landscape construction, operations, and maintenance.

Glossary
Abatement: A reduction or elimination of a real or personal property tax, motor vehicle excise, a fee, charge, or special assessment imposed by a governmental unit. Granted only on application of the person seeking the abatement and only by the committing governmental unit.

Accounting System: The total structure of records and procedures that identify record, classify, and report information on the financial position and operations of a governmental unit or any of its funds, account groups, and organizational components.

Accrued Interest: The amount of interest that has accumulated on the debt since the date of the last interest payment, and on the sale of a bond, the amount accrued up to but not including the date of delivery (settlement date). (See Interest) Amortization: The gradual repayment of an obligation over time and in accordance with a predetermined payment schedule.

Appropriation: A legal authorization from the community's legislative body to expend money and incur obligations for specific public purposes. An appropriation is usually limited in amount and as to the time period within which it may be expended.

Arbitrage: As applied to municipal debt, the investment of tax-exempt bonds or note proceeds in higher yielding, taxable securities. Section 103 of the Internal Revenue Service (IRS) Code restricts this practice and requires (beyond certain limits) that earnings be rebated (paid) to the IRS.

Assessed Valuation: A value assigned to real estate or other property by a government as the basis for levying taxes.

Audit: An examination of a community's financial systems, procedures, and data by a certified public accountant (independent auditor), and a report on the fairness of financial statements and on local compliance with statutes and regulations. The audit serves as a valuable management tool in evaluating the fiscal performance of a community.

Audit Report: Prepared by an independent auditor, an audit report includes: (a) a statement of the scope of the audit; (b) explanatory comments as to application of auditing procedures; (c) findings and opinions. It is almost always accompanied by a management letter which contains supplementary comments and recommendations.

Available Funds: Balances in the various fund types that represent non-recurring revenue sources. As a matter of sound practice, they are frequently appropriated to meet unforeseen expenses, for capital expenditures or other one-time costs.

Balance Sheet: A statement that discloses the assets, liabilities, reserves and equities of a fund or governmental unit at a specified date.

Betterments (Special Assessments): Whenever a specific area of a community receives benefit from a public improvement (e.g., water, sewer, sidewalk, etc.), special property taxes may be assessed to reimburse the governmental entity for all or part of the costs it incurred. Each parcel receiving benefit from the improvement is assessed for its proportionate share of the cost of such improvements. The proportionate share may be paid in full or the property owner may request that the assessors apportion the betterment over 20 years. Over the life of the betterment, one year’s apportionment along with one year’s committed interest computed from October 1 to October 1 is added to the tax bill until the betterment has been paid.

Bond: A means to raise money through the issuance of debt. A bond issuer/borrower promises in writing to repay a specified sum of money, alternately referred to as face value, par value or bond principal, to the buyer of the bond on a specified future date (maturity date), together with periodic interest at a specified rate. The term of a bond is always greater than one year. (See Note)
Bond and Interest Record: (Bond Register) – The permanent and complete record maintained by a treasurer for each bond issue. It shows the amount of interest and principal coming due each date and all other pertinent information concerning the bond issue.

Bonds Authorized and Unissued: Balance of a bond authorization not yet sold. Upon completion or abandonment of a project, any remaining balance of authorized and unissued bonds may not be used for other purposes, but must be rescinded by the community's legislative body to be removed from community's books.

Bond Issue: Generally, the sale of a certain number of bonds at one time by a governmental unit.
