CONSENT CALENDAR:
All items on the consent calendar are considered routine and non-controversial by staff and will be approved by one motion if no member of the Council or public wishes to comment or ask questions. If comment or discussion is desired by anyone, the item will be removed from the consent calendar and will be considered in the listed sequence with an opportunity for any member of the public to address the Council concerning the item before action is taken.

4. Council find action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; and adopt Resolution 3039, a Resolution of the City Council of the City of Shafter, Approving Amendments to the Joint Powers Agreement (JPA) of the Central San Joaquin Valley Risk Management Authority (CSJVRMA).
MANAGEMENT REPORT:
1. FIRST READING - ORDINANCE AMENDING ARTICLE II OF CHAPTER 13.04 OF TITLE 13 OF THE MUNICIPAL CODE PERTAINING TO CROSSCONNECTION CONTROL: Council find the action is exempt from the requirements of CEQA pursuant to Sections 15358 and 15061(b)(3) of the CEQA Guidelines; and waive further reading, read by title only and introduce Ordinance 771, an Ordinance of the City Council of the City of Shafter, California, Amending Article II of Chapter 13.04 of Title 13 of the Municipal Code Pertaining to CrossConnection Control.

2. AUTHORIZE GENERAL FUND APPROPRIATION FOR REIMBURSEMENT OF SEWER MAIN CONSTRUCTION COSTS, WAIVE THE CITY’S BIDDING
REQUIREMENTS, AND AUTHORIZE A REIMBURSEMENT AGREEMENT WITH SHAFTER RECREATION & PARKS DISTRICT: Council find that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15282(k) of the CEQA Guidelines (installation of pipeline less than one mile in length); approve a General Fund appropriation of $100,000 for the reimbursement of off-site sewer main construction costs; waive the City’s bidding requirements and authorize the City Manager and Public Works Director to draft and execute the reimbursement agreement with the Shafter Recreation and Parks District, subject to approval by the City Attorney.
