I. Introduction and Background
The project area is located in the North Shafter and North Park neighborhoods in the City of Shafter, California and is generally bounded by Mayer Lane to the north, State Route 43 to the east, and Voth Lane to the south. The surrounding land use is predominantly single-family residential, with typical lot sizes ranging from approximately one-quarter to one-third of an acre.

For purposes of this study, the project limits are confined to the established, historic neighborhoods and do not include the newer subdivisions developed in recent decades along West Tulare Avenue.

The proposed improvements within the study area include, where feasible and subject to existing right-of-way constraints, the construction of curb and gutter, sidewalk, street lighting, drainage facilities, and roadway surface improvements. Currently, stormwater runoff within the project area is conveyed primarily by surface flow and is captured by two existing retention basins that generally serve portions of Prince Lane, McCrumb Lane, Gibson Lane, Venable Lane, Hicks Lane, and Voth Lane.

The purpose of this report is to:

1. Determine the required stormwater retention volume for the project area, in accordance with the City of Shafter Engineering Design Manual.

2. Evaluate the storage capacity of the existing retention basins.

3. Identify deficiencies and provide recommendations for improving or supplementing the existing stormwater infrastructure, where necessary.

II. Storm Water Retention Volume Analysis

METHODOLOGY
Retention volume calculations were developed in accordance with the City of Shafter Subdivision Engineering and Design Manual, Section 1.7.2 and Section 1.7.2.2, which establishes the governing standard for stormwater retention basin sizing within the City.

Section 1.7.2.2 defines the required methodology as:
(ܣ)(௜ܽ)(଴ଵܦ)0.12 = ܸ
Where: • V = Required retention volume (acre-feet) • D₁₀ = 10-year, 24-hour rainfall depth (inches), identified by the City of Shafter as 1.4 inches • aᵢ = Average impervious area coefficient (decimal) • A = Contributing drainage area (acres) Section 1.7.2.2 references external rainfall and impervious guidance sources; however, the governing methodology and required calculation format are established by the City of Shafter Engineering Design Manual.

In addition to the City-required method, the retention calculations were also compared to the methodology outlined in Kern County Engineering Bulletin 11-02, which utilizes a 10-year, 5-day storm event derived from NOAA (National Oceanic and Atmospheric Administration) Atlas 14 Proposed Project Site

W Tulare Ave

Page 377 of 437 ends

North Shafter Drainage Study Page | 5
rainfall data. The Bulletin 11-02 approach is commonly used in the region and was applied as a comparative check to ensure a conservative and resilient design basis. The formula prescribed in Bulletin 11-02 is as follows:
௬௔ହௗି௥௬଴ଵܦ൤ = ( .ݐ݂ .ݑܿ) ݉݁ݑ݈݋ܸ ݂݂݋݊ݑܴ
12 ൨ (ܽ௜)(ݎܣ݁ܽ • (Dଵ଴୷୰ିହୢୟ୷ = 10 yr 5 day depth of rainfall (in. ) obtained from NOAA Atlas 14, Vol 6, Ver. 2.0 • a୧ = average percentage of impervious area
• Area = Drainage area of total development (sq. ft. )
Using NOAA Atlas 14 data, the 10-year, 4-day and 10-year, 7-day rain depths were interpolated to determine a 10-year, 5-day rainfall depth of 2.75 inches.

Drainage area boundaries were established using topographic data provided by the City of Shafter, evaluated in AutoCAD Civil 3D, and verified through aerial imagery and field observations.

Impervious coefficients were assigned as follows in accordance with the City of Shafter Manual requirements: • Drainage Area 1: 0.40 • Drainage Area 2: 0.40 • Drainage Area 3: 0.49 (weighted average based on sub-area characteristics) Drainage Area 3 includes: • 24.6 acres of residential and tract area (ai = 0.40) • 4.7 acres of State Route 43 roadway (ai
= 0.95)
This results in a total contributing area of 1,280,000 square feet and a weighted impervious coefficient of 0.49.

EXISTING BASIN VOLUME DETERMINATION
Existing basin volumes were calculated using three-dimensional (3D) surface modeling in AutoCAD Civil 3D and the topographic data provided by the City of Shafter.

For each basin, the maximum water surface elevation was established using the nearest contributing inlet as the controlling elevation. A minimum 1-foot freeboard was then subtracted to determine the design high-water surface for volume calculations. • Basin 2: Water surface controlled by inlet along Prince Lane • Basin 3: Water surface controlled by inlet tied to Tract 5837, as shown on the recorded tract map and estimated from available data
This method provides a conservative determination of available storage volume based on actual hydraulic control points rather than theoretical basin depth.

North Shafter Drainage Study Page | 6
III. Drainage Area Analysis and Design Basis
The project area was subdivided into three (3) distinct drainage areas based on surface flow patterns, contributing inlet locations, and points of discharge to existing or proposed retention facilities. The delineation of the drainage areas is shown on Figure 3 – Site Drainage Areas. For each drainage area, stormwater retention requirements were evaluated using both the governing City of Shafter Engineering Design Manual, Section 1.7.2.2, and the comparative methodology outlined in Kern County Engineering Bulletin 11-02. The results of this dual analysis are summarized in Table 3.1 – Calculations and Comparison.

Figure 3. Site Drainage Areas
For each drainage area, the same contributing area limits and impervious coefficients were applied under both methods, with the primary difference being the rainfall depth used in the calculation. The City of Shafter method utilizes a 10-year, 24-hour rainfall depth of 1.4 inches, while the Bulletin 11-02 method utilizes a 10-year, 5-day rainfall depth of 2.75 inches, interpolated from NOAA Atlas 14 data. This allowed for a direct side-by-side comparison and provided a means of verifying that the recommended improvements would meet or exceed both the City’s minimum requirements and also a more conservative regional planning standard.

(ft3): 60,623 Drainage Area 1, which encompasses approximately 676,660 square feet, was assigned an impervious coefficient of 0.40, consistent with the surrounding residential development. There is no existing retention basin facility within this drainage area. As shown in Table 3.1, the City of Shafter method indicates a required storage volume of 45,470 cubic feet, while the Bulletin 11- 02 method indicates a required volume of 62,030 cubic feet. With no available existing capacity, this area represents a complete storage deficit under both methods. For design and planning purposes, the more conservative value of 62,030 cubic feet has been carried forward as the recommended minimum storage requirement for Drainage Area 1.

Drainage Area 2 consists of approximately 1,261,606 square feet and was also assigned an impervious coefficient of 0.40. This area drains to an existing basin (Basin 2) located at the west end of Prince Lane through four contributing inlets located on Prince Lane, Mettler Avenue, Gibson Lane, and Klassen Drive. Using topographic data provided and inlet-controlled water surface elevations, the existing storage capacity of this basin was calculated to be 71,782 cubic feet. As shown in Table 3.1, the City of Shafter method results in a required volume of 84,780 cubic feet, indicating a deficit of 12,998 cubic feet, while the Bulletin 11-02 method results in a required volume of 115,650 cubic feet, indicating a larger deficit of 43,868 cubic feet.

Drainage Area 3 receives runoff from a combination of residential and transportation land uses, including approximately 24.6 acres of Tract 5837 and surrounding historic neighborhood and approximately 4.7 acres of the State Route 43 corridor between Fresno Avenue and West Tulare Avenue. Based on this land use distribution, a weighted impervious coefficient of 0.49 was applied. The total contributing area is approximately 1,280,000 square feet. Stormwater is conveyed to the existing basin (Basin 3) through sheet flow at Hicks Lane and Voth Lane, as well

Page 380 of 437 ends

North Shafter Drainage Study Page | 8
as through inlet structures along State Route 43 and Tract 5837. Using a water surface elevation of approximately 344.00 feet for the Tract 5837 inlet on Santa Maria Way, the existing basin storage capacity was calculated to be 204,353 cubic feet. As shown in Table 3.1, the City of Shafter method indicates a required volume of 105,370 cubic feet, leaving approximately 98,983 cubic feet of excess capacity. The Bulletin 11-02 method indicates a required volume of 143,730 cubic feet, leaving approximately 60,623 cubic feet of excess capacity. Under both methods, the existing basin provides more than sufficient storage for current conditions.

Although the City of Shafter methodology governs compliance, the more conservative values derived from Kern County Engineering Bulletin 11-02 were used as the planning and design benchmark for this report. This approach ensures that recommended improvements not only meet the City’s minimum requirements but also provide added capacity against larger or prolonged storm events and potential future increases in impervious surface area within the watershed.

Accordingly, the recommended design storage targets for this project are: • Drainage Area 1: 62,030 cubic feet • Drainage Area 2: 43,868 cubic feet (additional volume required) • Drainage Area 3: No additional storage required (minimum surplus of 60,623 cubic feet) These values form the basis for the improvement recommendations described in the following section.

IV. Recommendations
Drainage Area 1: Construct a new retention basin with a minimum storage capacity of 62,030 cubic feet. The proposed location is the undeveloped parcel at the northeast corner of Park Lane and Fresno Avenue. Preliminary analysis indicates this site can accommodate a basin approximately 5 feet deep (excluding freeboard), with appropriate side slopes, maintenance access, and perimeter fencing.

An alternate option is to convey drainage from this area to the proposed North Shafter Community Park Basin via a storm drain crossing at Fresno Avenue, with that basin increased in size accordingly.

Drainage Area 2: Excavate the existing Basin 2 approximately 2 to 3 feet below the current bottom elevation to increase storage by approximately 43,868 cubic feet, while maintaining the required one-foot freeboard. If an additional drainage easement is acquired on the West boundary area, the English Lane and Sunny Street runoff could be conveyed to the basin at Prince Lane by drainage channel or with additional inlets and storm drain piping.

Drainage Area 3: No expansion of Basin 3 footprint is required. Recommended improvements include:

Page 381 of 437 ends

North Shafter Drainage Study Page | 9
• Clearing and grubbing • Removal of accumulated sediment as needed • Erosion control improvements as required These actions will help preserve system performance and maintain available excess capacity.

I. Introduction and Background
The project area for North Shafter Objective #2 is located within the historic residential neighborhoods of North Shafter and North Park in the City of Shafter, and is generally bounded by Mayer Lane to the north, State Route 43 to the east, and Voth Lane to the south. The area is developed primarily with single-family residences on existing rural and semi-urban streets, with lot sizes generally ranging from one-quarter to one-third of an acre. The project limits exclude newer residential subdivisions constructed along West Tulare Avenue.

As part of the City’s long-term infrastructure planning efforts, Objective #2 is intended to identify conceptual improvements that could enhance safety, accessibility, and quality of life in the North Shafter neighborhood through the development of the North Shafter Transportation Improvement Sustainability Plan and supporting technical studies and reports. One of these components is the evaluation of potential street lighting improvements to address existing dark areas, improve nighttime visibility, and reduce potential public safety concerns.

The purpose of this report is to:

1. Identify potential street light locations based on City of Shafter standards.

2. Establish a planning-level framework to support future grant applications.

3. Assist the City in developing future capital improvement programs.

Figure 2. Proposed Project Site
Figure 2 identifies the proposed project limits evaluated under this report.

II. Street Lighting Standards and Methodology
Street lighting recommendations for the study are governed by Section 4.3.15 of the City of Shafter Subdivision Engineering & Design Manual. In accordance with that section, street lights are recommended to be installed in strict conformance with the City’s standard drawings and details, including Standard Detail S-20.

Per Section 4.3.15.9(a)(1), street lights for residential developments are required to be located at: • Intersections • Mid-block locations on street segments exceeding 600 feet in length • Ends of cul-de-sacs exceeding 150 feet in length • Curved streets, where determined necessary by the City Engineer Additionally, where a local street intersects a major street, a higher lumen output is required.

Pursuant to Section 4.3.15.9(a)(3): • Street lights at major streets or at intersections with a major street shall be 9,500 lumens • Street lights on local streets shall be 5,800 lumens These criteria were used solely as guidance for identifying conceptual candidate locations within the project area. Final design, spacing, pole type, photometric analysis, service source, and ownership and maintenance responsibilities would be determined during a future design phase, subject to further coordination with the City of Shafter and Pacific Gas & Electric Company.

Proposed Project Areas

W Tulare Ave

Page 387 of 437 ends

North Shafter Street Lighting Study Page | 5
Street light spacing and exact placement may be modified at the discretion of the City Engineer, based on field conditions, photometric analysis, and coordination with utility providers.

III. Existing Street Lighting Conditions
A field review of the project area determined that several streets already contain existing street lights that provide coverage equal to, and in many cases exceeding, what is typically required under the City of Shafter’s current spacing and placement standards. As a result, additional street lights were not identified on those streets for this planning effort. In several locations, existing lights are positioned in a manner that does not strictly follow standard intersection or mid-block criteria, but nonetheless provides effective illumination coverage based on observed conditions.

For example, Klassen Street currently contains three (3) existing street lights distributed along the corridor, rather than a single mid-block installation as typically required by standard spacing guidance. In this and similar cases, the presence of multiple existing lights provides illumination in excess of typical minimum standards and has therefore been considered adequate for planning purposes. Streets not identified for additional lighting in this report were evaluated and determined to have sufficient existing lighting coverage under current conditions.

Figure 3. Existing Street Light Locations

Page 388 of 437 ends

North Shafter Street Lighting Study Page | 6
IV. Street Lighting Analysis
Based on the criteria contained in Section 4.3.15.9(a) and a review of existing site conditions, a total of seventeen (17) proposed new street light locations were identified within the project areas. The delineation of these locations is shown on Figure 4.

These locations fall into two general categories: intersections and cul-de-sacs.

Figure 4. Existing and Proposed Street Light Locations

INTERSECTION LOCATIONS
Thirteen (13) candidate street light locations were identified at roadway intersections within the project area. These locations were selected due to increased vehicular and pedestrian conflict potential and in direct accordance with Section 4.3.15.9(a)(1). The following intersections were identified: • Mayer Lane & State Route 43 (Major / Local – 9,500 lumen) • Fresno Avenue & State Route 43 (Major / Local – 9,500 lumen)

Page 389 of 437 ends

North Shafter Street Lighting Study Page | 7
• English Lane & State Route 43 (Major / Local – 9,500 lumen) • Sunny Street & State Route 43 (Major / Local – 9,500 lumen) • Klassen Drive & State Route 43 (Major / Local – 9,500 lumen) • Venable Lane & State Route 43 (Major / Local – 9,500 lumen) • Fresno Avenue & Park Lane (Local – 5,800 lumen) • Fresno Avenue & Alamo Road (Local – 5,800 lumen) • Gibson Lane & Mettler Avenue (Local – 5,800 lumen) • Gibson Lane & McCrumb Lane (Local – 5,800 lumen) • McCrumb Lane & Venable Lane (Local – 5,800 lumen) • Voth Lane & State Route 43 (Major – 9,500 lumen) • Venable Lane & McCrumb Lane (Local – 5,800 lumen) Intersections involving State Route 43 are considered major intersection locations and therefore are recommended to utilize 9,500-lumen luminaires in accordance with City standards.

CUL-DE-SAC LOCATIONS
Four (4) cul-de-sac terminations were identified as exceeding the minimum length threshold of 150 feet and therefore requiring street lighting per City standards: • McCrumb Lane • Hicks Lane • Sunny Street • Klassen Drive Each of these cul-de-sac locations are recommended to be served by a minimum 5,800-lumen luminaire, unless otherwise directed by the City Engineer.

V. Planning and Implementation Considerations
The information contained in this report is intended solely to support: • Preliminary planning • Grant funding applications • Future capital improvement programming • Community safety enhancement goals No construction is proposed under Objective #2.

If funding is secured in the future for street lighting improvements, the City of Shafter would then proceed with: • Detailed engineering design • Photometric analysis • Utility coordination with Pacific Gas & Electric Company • Environmental review (if required) • Right-of-way and easement verification

Page 390 of 437 ends

North Shafter Street Lighting Study Page | 8
• Final City approval prior to construction
All future installations are recommended to conform to City Standard Detail S-20 and the remaining provisions of Section 4.3.15, including ownership, power supply, labeling, and activation requirements. VI. Conclusion
This report identifies seventeen (17) conceptual street light locations that would benefit the North Shafter and North Park neighborhoods based on applicable City of Shafter standards. The locations were selected to bring the area into compliance with current City lighting requirements.

Although increased street lighting generally improves safety, final design decisions should consider all site conditions and applicable factors to address overall safety considerations.

The information in this report is intended to assist the City of Shafter in identifying potential street lighting needs within the project area and to support future planning efforts and grant applications. No construction is proposed as part of Objective #2. Any installation of street lighting should occur under a separate, future project and would be subject to additional funding, design, review, and approval.

Appendix F: Project Prioritization and Cost Estimates

Page 392 of 437 ends

Project Prioritization and Cost Estimates
The following pages provide the recommended prioritization for street improvements within the North Shafter and North Park study area. Where possible, two improvement options have been provided to allow flexibility in cases of limited right of way availability and built environment obstructions. While only one option is shown on the prioritization, both options have been provided in the cost estimates and plans.

While some existing streets have sufficient right of way available to construct all proposed improvements, other streets have less flexibility due to structures that have been built within the existing right of way. In these scenarios, right of way acquisition from the opposite side of the road may be required in order to achieve enough space to construct proposed improvements.

The following list prioritizes proposed improvement projects by street based on road type, traffic levels, feasibility of improvements, right of way acquisition, and community feedback. Based on the results of the studies and feedback, Priority 1 projects are considered ready to apply for grant funding following the adoption of the Plan.

Priority 2 and 3 projects are recommended to undergo further focused study prior to implementation and funding in order to further refine the project scopes and gather sufficient right of way acquisition support, if necessary.

MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: March 17, 2026
DEPARTMENT: Marcos Torres, Deputy Public Works Director SUBJECT: WELL 22/23 DRILLING PROJECT AWARD TO BAKERSFIELD

WELL & PUMP

RECOMMENDATION
Council find the action is exempt from the California Environmental Quality Act; accept bids received for the Well 22/23 Drilling Project; determine S.A. Camp Pump & Drilling Company to be non-responsible for failure to meet the minimum qualification requirements set forth in section 1.1.1. of the contract documents; authorize the Public Works Director to issue a Notice of Award and Notice to Proceed to Bakersfield Well & Pump for the Well No. 22 (Base Bid) and Well No. 23 Drilling Project (Additive Alternate Items), as the lowest responsive and responsible bidder, in an amount not to exceed $2,200,000.

BACKGROUND
The City Council previously authorized staff to solicit bids for the drilling and construction of Well No. 22 (Base Bid) and Well No. 23 (Bid Alternate). The project includes drilling reverse rotary large-capacity municipal wells to a depth of approximately 1,200 feet, installation of casing, gravel packing, cement grouting, well development, and production testing.

Bids were publicly opened and read on February 6, 2026. A total of three bids were received for the project. The bids were as follows:

Contractor Base Bid Price
(Well 22)
Additive Alternate
(Well 23)
Total Bid Price
(Base + Add
Alternate)
S.A. Camp Pump &
Drilling
$991,287.00 $991,287.00 $1,982,574.00
Bakersfield Well &
Pump
$998,918.00 $998,918.00 $1,997,836.00
South Valley Co. $1,082,075.00 $1,082,075.00 $2,164,150.00 S.A. Camp Pump & Drilling Company submitted the lowest apparent bid in the amount of $991,287.00. However, staff reviewed the contractor’s submitted qualifications and determined that the firm did not meet the minimum experience requirements specified

Page 434 of 437 ends

WELL 22/23 DRILLING PROJECT AWARD TO BAKERSFIELD WELL & PUMP - 2 -
in the contract documents. The contractor was given notice and an opportunity to be heard as to whether it was responsible despite the foregoing, yet even after such notice and opportunity the contractor failed to demonstrate to staff’s satisfaction that it was responsible because it lacked the experience staff concluded was reasonably necessary to complete the project.

Section 1.1.1 of the Contract Documents requires that the contractor:
"...have constructed at least four reverse rotary large-capacity municipal wells to a minimum depth of 1,200 feet and conducted zone testing for those wells." The project references submitted by S.A. Camp Pump & Drilling did not demonstrate the construction of wells meeting or exceeding the required 1,200-foot depth. Because this requirement constitutes a mandatory minimum qualification standard, it cannot be waived without compromising the integrity of the competitive bidding process.

Accordingly, staff determined that S.A. Camp Pump & Drilling Company is nonresponsible for this project.

Staff reviewed the bid submitted by Bakersfield Well & Pump and determined that the bid is responsive and that the contractor meets the qualification requirements.

Bakersfield Well & Pump submitted a Base Bid of $998,918 and an Additive Alternate of $998,918, for a total contract amount of $1,997,836.

Due to the favorable bid results, staff recommends awarding both the base bid and all the additive alternate items for the drilling of Well No. 22 and Well No. 23. Staff recommends a total project budget of $2,200,000.00 for construction and contingencies.

FISCAL IMPACT
The total contract amount for the construction of Well No. 22 and Well No. 23 is $2,200,000.00, which includes the Base Bid and Additive Alternates submitted by Bakersfield Well & Pump. Funding for this project is included in the City’s adopted Capital Improvement Program under Project No. WA00016 and WA00020. Sufficient funding is available within these project budgets; therefore, no additional budget appropriation is required.

CEQA ANALYSIS
This project was previously categorically exempted from the California Environmental Quality Act (CEQA) under Section 15303 (Class 3 – New Construction or Conversion of Small Structures) of the CEQA Guidelines because the project is the construction and location of a limited number of new, small structures, namely two new wells, that are similar in scale and intensity as the example projects described in Section 15303.
