42 Project Understanding & Technical Approach
Project Understanding
4Creeks understands that Phase 1 of the Modified
Community Correctional Facility (MCCF)
Repurposing project is intended to provide the City
of Shafter with a clear, data-driven foundation for
decision-making regarding the future use of the
facility. This includes validating existing building
conditions, defining a detailed and functional space
program for the Police and Information Technology
Departments, and developing conceptual design
alternatives supported by cost and feasibility
analysis.

Based on our site walk and preliminary assessment,
we recognize that the MCCF facility presents a
strong adaptive reuse opportunity, supported by its
durable structural system, expansive floor plate, and
existing infrastructure capacity. At the same time,
key improvements will be required to modernize the
facility and align it with current municipal standards, including upgrades to site circulation and paving,
replacement of aging roofing systems, and full
modernization of interior finishes and building
systems. We also understand that the building’s
original design for high-density occupancy provides
a unique advantage for reuse, offering robust
mechanical, electrical, plumbing, and fire protection
systems that can support essential services such as
police and IT operations with greater efficiency and
resilience.

These characteristics position the facility well for
conversion into a secure, high-performing municipal
complex. The project will require thoughtful
integration of Police departmentoperations,
balancing public access, secure circulation,
evidence handling, and protected parking, with
the technical requirements of the IT Department,
including data infrastructure, climate-controlled
environments, and system reliability. In addition,
the City’s goal of accommodating future multidepartment use introduces opportunities to create flexible, adaptable spaces that can evolve over time.

Programming & Operational Alignment
Our process begins with direct engagement with
City leadership, police departmentpersonnel, and IT
staff to define operational workflows, space needs,
and adjacencies. Through facilitated workshops
and structured interviews, we will document
functional requirements, security considerations,
and anticipated growth needs, translating these into
a clear and validated space program.

This effort includes careful evaluation of secure and
public circulation, departmental adjacencies, and
site planning needs such as parking and access
control. Our civil engineering team brings relevant
experience supporting police facilities through
parking lot reconstruction and expansion projects,
addressing drainage, durability, and security
considerations that directly inform site planning for
this project.

Existing Conditions & Facility Assessment
Building on our site observations, 4Creeks will
perform a comprehensive evaluation of the
facility to validate existing conditions and identify
both constraints and opportunities. We recognize
that the City does not guarantee the accuracy
or completeness of existing record documents.

Consequently, our approach includes a full suite of
field investigation services, including topographic
surveys, utility investigations, and building
verification to support a data-driven design.

This assessment will specifically investigate:
• Structural & Seismic Integrity: Validating the
original 1990 construction to support the new
occupancy classifications.
• System Modernization: Evaluating aging MEP,
building envelope, and roofing systems.
• Hazardous Materials: Coordinating necessary
assessments and SJVAPCD notifications, as no
formal survey of the 1990 facility currently exists.

Concept Development & Space Planning
Using the validated program and assessment
findings, our team will develop a minimum of two
conceptual design alternatives illustrating the
reconfiguration of the 78,000-square-foot facility
to support Police staff, IT, and future City uses. The
building’s large, open floor plate and clear heights
create significant flexibility for tenant improvements
and efficient space planning. Our concepts will
explore how to organize departments, define
secure and public zones, and optimize circulation
while maintaining operational efficiency and
safety. During this phase, our team will develop

Page 546 of 655 ends

43 preliminary plans, adjacency diagrams, and design
narratives that allow the City to evaluate options
and refine project direction. Early coordination
with structural, mechanical, electrical, civil, and
low-voltage systems, including specialized IT and
communications infrastructure, will ensure that each
concept is grounded in technical feasibility and
aligned with operational requirements. Conceptual
renderings will convey the reimagined spaces and
incorporate the City’s established branding and
identity into a cohesive wayfinding and signage
system.

Because our design disciplines and Build team
collaborate closely throughout the process,
potential coordination challenges can be identified
and resolved early. Shared digital platforms and
BIM-based coordination tools allow our team and
subconsultants to work from fully integrated models,
improving accuracy and reducing conflicts as
the design advances. Order-of-magnitude cost
estimates and constructability input are developed
alongside each concept, allowing design decisions
to be evaluated in real time against budget and
implementation considerations. If needed, our team
works collaboratively to adjust scope, refine layouts,
or identify efficiencies to maintain alignment with
project goals while preserving functionality and
performance. Design solutions will incorporate
security-focused planning principles, efficient
adjacencies, and opportunities to enhance the
building’s functionality and user experience.

Sustainability & Technical Infrastructure
A core component of our technical evaluation is
the development of an integrated energy resilience
strategy. This includes the mandatory Solar
Photovoltaic (PV) feasibility assessment and the
identification of space and cooling requirements for
a Battery Energy Storage System (BESS) to support
continuous Police and IT operations.

To further future-proof the site, 4Creeks will:
• Analyze EV Infrastructure: Evaluating the site for
both City fleet and public-facing electric vehicle
charging stations in compliance with current
building codes.
• Prioritize IT Continuity: Developing a strategy
to ensure all existing network hardware and
critical fiber ring nodes remain fully operational
throughout any future construction activity.
• Address Public Safety Needs: Designing for a
100-person EOC-ready conference room and a
new 90-foot communications tower to support
regional law enforcement connectivity.

Stakeholder Coordination & Design
Development
4Creeks prioritizes clear, structured communication
throughout Phase 1 to ensure alignment between
City leadership, departmental stakeholders, and the
project team. We will facilitate regular coordination
meetings, programming workshops, and milestone
review sessions that allow stakeholders to actively
participate in shaping the project direction. To
support efficient decision-making, we recommend
establishing a core stakeholder group representing
Police staff, IT, and City leadership to guide key
project decisions while maintaining input from
broader user groups.

This approach streamlines communication
while ensuring that operational needs are fully
represented. Internally, our team conducts
interdisciplinary coordination meetings across
architectural, civil, structural, MEP, and technology
disciplines to ensure that all systems and design
elements remain aligned as concepts develop.

These coordination efforts allow us to identify
potential conflicts early, maintain consistency
across disciplines, and present the City with clear,
well-coordinated solutions at each milestone. This
structured and transparent process ensures that
decisions are informed, timely, and aligned with
project goals, reducing uncertainty and maintaining
momentum throughout Phase 1.

Cost Awareness & Budget Alignment
Preliminary cost modeling will be developed
alongside conceptual design alternatives to provide
clear visibility into project costs. These evaluations
identify major cost drivers, including building
system upgrades, site improvements, and interior
renovations, and allow the City to compare options
based on both performance and budget. With
input from our in-house Build team, cost estimating
becomes an active design tool rather than a static
deliverable. Design decisions are continuously
evaluated against real-world construction
considerations, allowing our team to proactively
adjust scope, refine layouts, or identify efficiencies

Page 547 of 655 ends

44 to maintain alignment with project goals. This
approach supports informed decision-making while
minimizing the risk of cost escalation in later phases.

Implementation & Phasing Strategy
Our team will develop a preliminary phasing
strategy that considers how the facility can be
renovated and occupied efficiently. This includes
evaluating sequencing options, identifying
constraints, and planning for potential relocation
or transition of operations. Early consideration of
phasing ensures that conceptual designs remain
grounded in real-world implementation and
supports a smoother transition into future project
phases.

Delivering a Clear Path Forward
Through a structured, collaborative, and technically
grounded approach, 4Creeks will provide the City
with a comprehensive Phase 1 deliverable that
clearly defines program requirements, validates
existing conditions, and presents feasible design
solutions supported by cost and implementation
strategies.

Our goal is not only to complete the Phase 1
scope, but to equip the City with clear, actionable
information that supports confident decisionmaking and reduces uncertainty as the project advances. By aligning programming, technical
evaluation, and conceptual design with realtime cost and constructability input, our team ensures that each recommendation is practical,
implementable, and grounded in real-world
conditions.

A key strength of 4Creeks is the seamless
integration of our Design and Build teams, which
work collaboratively throughout Phase 1 to inform
design decisions with constructability insight,
cost validation, and phasing considerations. This
integrated approach allows us to identify potential
challenges early, streamline coordination across
disciplines, and develop solutions that remain
aligned with the City’s budget, schedule, and longterm operational goals.

Should the City elect to proceed into Phase 2,
this same team structure provides a natural and
efficient transition into final design and construction, maintaining continuity in project knowledge,
communication, and accountability. By carrying
forward the insights and decisions established
during Phase 1, 4Creeks is positioned to support a
streamlined delivery process that minimizes risk and
enhances overall project success.

Through this approach, 4Creeks will serve as a
trusted partner to the City of Shafter, providing the
technical expertise, coordination, and leadership
necessary to transform the MCCF into a functional,
efficient, and future-ready municipal facility.

Task 3 – Conceptual & Schematic Design
Development
Schedule: October – November 2026
Based on programming and site analysis, we will
develop a minimum of two conceptual design
alternatives that explore different approaches
to space planning, circulation, and phased
occupancy. These concepts will prioritize secure
zoning, operational efficiency, and flexibility for
future expansion. This phase will address not only
the space needs of the Police and IT Departments,
but also accommodate future City departments.

By evaluating the project as a whole—including
potential phased implementation—we will identify
which improvements are required upfront and
which can be strategically deferred. This analysis
will consider long-term growth potential, integration
of additional departments, and adjacencies that
support interdepartmental collaboration. Design
solutions will respond directly to the building’s
large open floor plate and clear heights, allowing
efficient reconfiguration using non-load-bearing
systems while maintaining structural integrity. Site
planning will incorporate secure parking, controlled
access points, and improved public interface
areas, with site and landscape design elements
coordinated with Wood Architecture, Inc. CPTED
principles will be applied to enhance safety and
visibility. Coordination of building systems and
infrastructure will be carried out in collaboration with BMA Mechanical +, Thoma Electric, Inc., Another in
the Fire Sprinkler Design, Inc., and Forrest Telecom
Engineering to ensure that each concept aligns with
system requirements, operational needs, and longterm functionality.

Deliverables:
• Two (2) conceptual design alternatives
• Schematic floor plans and adjacency diagrams
• CPTED summary outlining safety, visibility, and
access control strategies incorporated into the
site and facility design
• Solar and energy feasibility concepts
Task 4 – Technical Evaluations & Systems
Concepts
September– November 2026 (Concurrent with Task
1 and 2)
Our interdisciplinary team will initiate the Technical
Evaluations and System Concepts phase by
conducting a coordinated review of existing MEP,
IT, security, and power infrastructure to establish
baseline conditions and identify conceptual
upgrade pathways. Early coordination meetings with
City leadership, Police Department representatives,
and Forrest Telecom Engineering will ensure that
operational workflows, system expectations, and
long‑term resiliency goals are fully aligned. These
discussions will help validate technical priorities,
including dispatch operations, communications
equipment needs, and IT system integration.

Building on this foundation, we will evaluate
energy‑related systems and opportunities,
including a Solar PV Feasibility Assessment, BESS
Feasibility Assessment, and comprehensive
generator evaluation. These analyses will
consider infrastructure capacity, space allocation,
equipment environments, redundancy needs, and
the operational requirements unique to Police
and IT functions. As findings emerge, the team will
engage the City in focused review meetings to
confirm feasibility, clarify constraints, and refine

Page 551 of 655 ends

48 system concepts. The phase will conclude with the
development of an integrated power resilience
strategy that outlines how solar generation, battery
storage, and generator power can work together
to support operational continuity and long‑term
cost efficiency. This strategy will highlight required
electrical upgrades and dependencies that should
be addressed in future phases. A consolidated
deliverable package will be provided to the City,
summarizing system assessments, upgrade
concepts, and resilience recommendations
to support Phase 2 planning and informed
decision‑making.

Deliverables:
• Generator evaluation and redundancy analysis
• Conceptual MEP/IT/security system upgrade
recommendations
• Integrated power and energy
recommendations
Task 5 – Visualization Materials
Schedule: November 2026
To support stakeholder alignment and decisionmaking, we will develop clear, high-quality visual materials illustrating key spaces and design
concepts. These visuals will help communicate
layout, scale, and overall design direction to City
leadership and user groups.

Deliverables:
• Minimum three (3) 3D renderings
• Conceptual finishes palette
Task 6 – Cost Modeling & Phasing Strategy
Schedule: September – Early December 2026
Our Build team will provide real-time cost input
throughout the design process, developing orderof-magnitude cost estimates for each conceptual alternative. These estimates will identify key cost
drivers, evaluate trade-offs, and support informed
decision-making. We will also develop a phased
implementation strategy that prioritizes Police
Department relocation while maintaining flexibility
for IT integration and future multi-department
use as well as other departments in the future.

This sequencing approach will be aligned with
operational continuity and funding considerations.

Deliverables:
• Concept-level cost estimates
• Phasing plan for police department/IT
relocation
Task 7 – Final Phase 1 Report &
Recommendations
Schedule: December 2026
All findings, analyses, and design concepts will be
compiled into a comprehensive Phase 1 report that
provides the City with a clear understanding of
feasibility, scope, and cost. This document will serve
as the foundation for City decision-making and
potential progression into Phase 2.

Deliverables:
• Complete Phase 1 report
Looking Ahead: Seamless Transition into
Design-Build Delivery
While this proposal focuses on Phase 1 services,
our team is structured to seamlessly transition
into Phase 2, including final design, permitting,
and construction, should the City elect to move
forward. Because our Design team and Build
team operate as a unified Design-Build Entity, this
transition occurs without disruption, maintaining
continuity in project knowledge, decision-making,
and accountability. Our Build team participated in
the project site walk and preliminary evaluation,
allowing early identification of key construction
considerations such as pavement reconstruction,
roofing replacement, interior system demolition, and
opportunities for efficient system reuse.

Throughout Phase 1, our Build team works in
parallel with the Design team and subconsultants
to provide real-time input on constructability,
system coordination, cost alignment, and phasing
considerations. This collaboration strengthens
decision-making, reduces risk, and ensures that
conceptual design solutions remain grounded in
practical implementation. This integrated approach
provides the City with a clear, actionable path
forward, supporting confident decision-making
in Phase 1 and positioning the project for efficient
delivery in future phases.

TAB 4 - PROJECT UNDERSTANDING & TECHNICAL APPROACH

Page 609 of 655 ends

THE CITY’S PHASE 1 OBJECTIVES
Klassen & Smith fully understands that the City of Shafter’s primary Phase 1 objective is to obtain a comprehensive, datadriven foundation for repurposing the 78,000 SF former Modified Community Correctional Facility (MCCF) into a modern, multi-purpose municipal campus. As outlined in the RFQP and confirmed in Addenda 1 and 2, this Phase 1 effort is strictly limited to planning, assessment, and conceptual design services. It will deliver the information the City Council needs to decide whether to authorize Phase 2. If the City elects to move forward with Phase 2, our design-build team will be fully prepared to deliver the services outlined in the RFQP, including final design, supporting documentation, and comprehensive general construction services. At this time, our work will prioritize the immediate relocation of the Shafter Police Department, permanent programming for the Information Technology (IT) Department, and flexible space for future multi-department uses, all while respecting the temporary IT occupancy planned for summer 2026, which is explicitly excluded from Phase 1 scope and long-term design intent.

POLICE AND IT OPERATIONAL NEEDS
We recognize the Police Department requires approximately 30,000 square feet of secure, operationally efficient space, including a public lobby, Emergency Operations Center, evidence processing with drive-up access, interview rooms, locker rooms, a gym, and secured parking spaces. The IT Department needs a 3,000 square foot office suite, 5,000 square foot tech storage warehouse, 1,000 square foot climate-controlled data center, equipment staging areas, and parking allocation, plus provisions for a 60-90 foot communications tower. These allocations reflect the City’s current understanding of program needs, with the long-term requirements of the Police and IT Departments established as the highest priority.

The remaining space is generally intended to support future growth, administrative functions, and shared meeting/training rooms. We understand that further definition of the uses for this remaining space will be developed collaboratively with the selected design-build team during Phase I services. Our team’s programming and conceptual design approach will therefore focus first on delivering secure, efficient, and operationally appropriate space for Police and IT functions, while preserving maximum flexibility for remaining space within the facility to meet the City’s evolving multi-department municipal objectives. Our team’s experience with secure public-safety facilities and mission-critical technology infrastructure ensures these operational realities drive every programming and design decision.

CHALLENGES AND OPPORTUNITES
The MCCF presents classic adaptive-reuse challenges: legacy correctional security features, aging MEP and structural systems, potential code upgrades, and the need to convert high-security zones into welcoming civic spaces. The opportunities are equally compelling, including substantial existing square footage that allows for phased occupancy, a robust building shell that enables cost-effective modernization, extensive site acreage for parking and EV charging, and the capacity to integrate resilient energy systems. Klassen & Smith’s approach converts these challenges into value-engineered solutions that deliver long-term operational savings and flexibility.

MULTI-DEPARTMENT PLANNING GOALS
Beyond Police and IT, the City seeks to preserve capacity for administrative workspaces, shared training/meeting rooms, flexible growth space, and multipurpose storage. Our planning will incorporate universal design principles, CPTED strategies, and future-proof infrastructure so additional municipal departments can be accommodated without future major disruption.

OUR APPROACH
Programming And Needs Assessment: We will facilitate targeted workshops with Police and IT leadership to assess the needs of personnel. All data will be validated against field observations and cross-checked against the RFQP space targets to produce a documented space program that balances immediate needs with 10 and 20 year growth projections.

Existing Conditions Review: Our multi-disciplinary team will perform non-intrusive field verification of as-builts, followed by targeted assessments (architectural, structural roof/wall, MEP, fire protection, low-voltage, and utility serviceability). Findings will be documented in a concise Systems Assessment Report that identifies deficiencies, risks, and upgrade priorities.

Conceptual Design Development: We will develop a minimum of two distinct conceptual alternatives, each with schematic floor plans, adjacency diagrams, site circulation concepts, and 3D renderings. CPTED and universal design will be integrated from the outset. Each option will illustrate how the facility can accommodate Police, IT, and future municipal uses while preserving expansion pathways.

EXCELLENCE AND DEPENDABILITY IN OUR WORK

Page 610 of 655 ends

Stakeholder Engagement: We will schedule structured kickoff, programming, and review meetings with City staff, department directors, and key stakeholders. All input will be documented and incorporated, ensuring City ownership of the final recommendations.

Cost Modeling: Order-of-magnitude construction cost estimates will be prepared for each conceptual alternative using current local labor and material data. We will identify cost drivers and value-engineering opportunities to keep solutions within the City’s anticipated budget envelope.

Phasing Strategy: A preliminary phasing plan will outline sequenced relocation of Police and IT functions, including temporary swing space considerations during construction.

PHASE 1 WORK PLAN & SCHEDULE
While the proposed schedule identifies a single conceptual design phase, the development of accurate and actionable design solutions requires a structured progression of pre-design, schematic design, and design development efforts.

These phases allow for incorporation of assessment findings, multidisciplinary coordination, and stakeholder review, which are critical to producing reliable cost estimates and avoiding rework. Our proposed schedule aligns with this industrystandard design process to mitigate risk and support informed decision-making. Our structured Phase 1 work plan includes detailed subtasks, City coordination points, and milestone deliverables. These are defined below and shown in the attached proposed schedule.
• Project Initiation & Programming: Notice to Proceed and Kick-Off Meeting: 08/10/2026 • Existing Facilities Conditions Assessment: 08/10/2026 - 09/07/2026 (21 days) • Schematic Design: 09/08/2026 - 11/09/2026 (45 days)

Additionally, Klassen & Smith is fully capable of completing the comprehensive Phase 2 design-build services outlined in the RFQP should the City decide to proceed with the next phase. We look forward to partnering with the City of Shafter on this transformative civic initiative.

MANAGEMENT REPORT

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: May 19, 2026
DEPARTMENT: Lance Lippincott, City Manager
SUBJECT: AWARD MANAGEMENT CONTRACT FOR OPERATION OF THE CITY'S AQUATIC CENTER LOCATED AT 269 POSO AVENUE,

SHAFTER AND DELEGATE SIGNATORY AUTHORITY TO THE

CITY MANAGER

RECOMMENDATION
Council find that the action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines; approve the contract with SAC SFM, LLC (aka Sports Facilities Management); and authorize the City Manager or designee to execute the agreement with any necessary additional changes up to, but not to exceed $850,000 per year for a three (3) year term, with two (2) additional one-year mutual options to extend.

BACKGROUND
Previously, the Shafter City Council approved rehabilitation of the City of Shafter Aquatics Center utilizing funding from multiple sources, including grants and general fund. To ensure that the facility is open for utilization by the public and managed in a responsible manner, staff was authorized to release a request for proposal to solicit a professional management consultant that can provide complete turn-key management services. Three proposals were received in response, Sports Facilities Management, LLC dba The Sports Facilities Companies; Swan Aquatics; and Pools & Lifeguard Management, LLC. The three proposals had varied business models, and based on an assessment of all critical factors, Sports Facilities Management, LLC dba The Sports Facilities Companies was selected as the most qualified.

Sports Facilities Management, LLC's proposal anticipates a yearly operating cost of about $730,432 with potential offsetting revenue of around $141,250. The estimated annual net operating cost to the City is about $589,182, although this figure should be considered speculative until a year of operations can be completed. Staff are requesting authorization not to exceed $850,000 to address any issues or under-budgeting that may become apparent during the first year of operation. Programming anticipated for the Shafter Aquatics Center will include, but are not be limited to the following:
• Public swim;
• Lap swim;
• Swim lessons; and,
• Other aquatics-based programming as budget allows.

AWARD MANAGEMENT CONTRACT FOR OPERATION OF THE CITY'S AQUATIC CENTER LOCATED AT 269 POSO AVENUE, SHAFTER AND DELEGATE SIGNATORY AUTHORITY TO THE

CITY MANAGER
- 2 -
Sports Facilities Management, LLC will be responsible for operations, programming, maintenance and staffing of the Shafter Aquatic Center to include a General Manager, (part-time) lifeguards, and any other necessary positions. Sports Facilities Management, LLC will be required to provide regular reports to staff for audit/compliance purposes, and it is stipulated that there will be mutual agreement on a yearly operating budget after an opportunity to meet. Council will be updated on any material changes in the cost of the contract during the first year of operation and thereafter to ensure compliance with the City Charter.

Professional Management Agreement
The relationship and operational details of the relationship are spelled out in the attached Professional Services Agreement with Sports Facilities Management. The Agreement includes the following major terms:
• Development of detailed operation plans to be approved by the City Manager; • Provision of a General Manager to operate the Facility; • Responsibility for hiring, managing and paying all employees needed to operate the facility;
• Responsibility for operating all aspects of the facility including maintenance, pool water quality, events, marketing and advertising;
• Insurance and Indemnity requirements for their operations; • Compliance with all applicable laws related to the operation of the facility, including compliance with safety requirement applicable to pool facilities; • Responsibility for sales of gift shop/snack bar items.

An annual operating budget for the facility will be recommended by the Consultant for approval by the City Manager and City Council. This annual budget will establish the parameters for how the Consultant will be operating in the coming fiscal year and the expenses the City will be authorized to pay. Some of these expenditures will also be subject to review and approval by the City Manager and Finance Director prior to their expenditure. Given that some of these details are still being reviewed by the Consultant, the proposed agreement is provided as substantially complete, but still in draft form. For that reason, it is requested the City Manager be authorized to finalize these operational details and be authorized to execute the agreement.

FISCAL IMPACT
The proposed FY 2026/27 Operating Budget already includes appropriations for the anticipated operation of the City’s Aquatic Center. The proposed agreement with SAC SFM, LLC establishes the operational framework for management, staffing, programming, maintenance, and day-to-day operation of the facility. Estimated annual operating costs are approximately $730,432, partially offset by estimated annual operating revenues of approximately $141,250, resulting in an estimated net annual

operating subsidy of approximately $589,182.

Due to the Aquatic Center being a newly rehabilitated facility with limited historical operating data, actual operating costs and revenues may vary during the initial year of operation. Staff is requesting authorization for agreement expenditures not to exceed $850,000 annually in order to provide operational flexibility for unforeseen startup costs, staffing adjustments, programming demands, maintenance needs, and other operational requirements that may arise during implementation of services. Any material budget impacts or adjustments beyond currently appropriated funding levels will be brought back to City Council for consideration as part of the normal budget and financial reporting process.

CEQA ANALYSIS
The action is not defined as a “project” per Section 15378(b)(4) of the CEQA Guidelines because the action is the approval of a professional services agreement to operate the existing aquatics center and therefore, it is the creation of a governmental funding mechanism or other fiscal activity that does not involve any commitment to a specific project that can result in a potentially significant impact and not subject to CEQA.
