CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: July 21, 2026
DEPARTMENT: Brian Knox, Assistant Chief of Police
SUBJECT: SHAFTER POLICE DEPARTMENT SHOOTING RANGE LEAD

RECLAMATION AND MAINTENANCE SERVICES APPROVAL

RECOMMENDATION
Council find the project exempt from the California Environmental Quality Act; approve a sole-source agreement with Metals Treatment Technologies, LLC for lead reclamation and maintenance services at the Shafter Police Department firing range in an amount not to exceed $80,350; and authorize the City Manager to execute all necessary documents.

BACKGROUND
The Shafter Police Department operates a firearms training range that is utilized to maintain officer proficiency and comply with mandated law enforcement training requirements. Since the range was established, no comprehensive lead reclamation or remediation activities have been conducted.

Lead accumulation is an unavoidable byproduct of firearms training activities. In recent years, law enforcement agencies throughout California and the nation have experienced elevated lead concentrations at shooting ranges, resulting in operational restrictions, temporary closures, employee health concerns, workers' compensation claims, regulatory violations, and significant remediation costs. Recognizing these potential risks, the Shafter Police Department has elected to proactively address lead accumulation at its facility before such conditions arise.

The proposed project consists of evaluating, recovering, and properly managing accumulated lead and lead-contaminated materials within the existing firing range. The project is intended to reduce potential environmental and occupational health risks, minimize future liability, and maintain the range in a safe and environmentally responsible condition. Completion of this work will help ensure the continued availability of the facility for critical law enforcement training activities.

As an initial step, the City retained On Target Safety Academy, LLC to conduct environmental testing and evaluation services at a cost of $6,000, which was funded through the approved FY 2025-26 Police Department budget. The assessment includes personal noise dosimetry sampling, airborne lead dust sampling, lead wipe sampling, and a comprehensive safety and health inspection of the facility. The results of this

SERVICES APPROVAL

evaluation will assist in documenting current conditions and supporting long-term maintenance planning.

Staff also recommends utilizing Metals Treatment Technologies, LLC (MT2) as a solesource contractor to perform lead reclamation and maintenance services at the range.

MT2 is a nationally recognized leader in shooting range environmental services and is the exclusive provider of the proprietary ECOBOND® lead stabilization technology. Due to the specialized nature of its services, extensive experience with law enforcement firing ranges, and demonstrated expertise in environmental compliance and lead reclamation, Staff has determined that MT2 is uniquely qualified to perform the work and that a competitive procurement process would not provide an equivalent level of service.

The proposed scope of work includes the recovery of lead from five existing berms, berm reconditioning, and environmental stabilization activities. Recovered lead will be recycled, and the proceeds from the recycled material will be shared between the City and MT2 in accordance with the company's standard program. Based on preliminary estimates, the value of the recovered lead could generate up to approximately $9,000 in revenue.

MT2 has submitted a proposal in the amount of $80,350 to complete the project. The work is anticipated to require approximately two weeks, during which the firing range will be temporarily closed. Agencies that utilize the range through existing agreements have been notified of the anticipated closure.

FISCAL IMPACT
Approval of the proposed agreement will authorize an expenditure not to exceed $80,350 for lead reclamation, berm reconditioning, and related maintenance services at the Police Department firing range. Funding is available in the approved Fiscal Year 2026/27 Police Department budget; therefore, no additional General Fund appropriation is required.

The City is expected to receive approximately $6,000 to $9,000 from the recycling of recovered lead, which would reduce the estimated net project cost to approximately $71,350 to $74,350. The actual recycling proceeds will depend on the quantity of recoverable lead, market value, transportation, handling, and other applicable costs and are not guaranteed.

The previously authorized $6,000 environmental assessment was funded separately through the Fiscal Year 2025/26 Police Department budget and is not included in the proposed $80,350 agreement. The optional $7,500 Environmental Stewardship Plan included in the contractor’s proposal is also not included in this authorization.

CEQA ANALYSIS

Page 80 of 120 ends

SHAFTER POLICE DEPARTMENT SHOOTING RANGE LEAD RECLAMATION AND MAINTENANCE

SERVICES APPROVAL
- 3 -
The proposed project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class 1 – Existing Facilities), which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.

The project qualifies for this exemption because it consists of maintenance, rehabilitation, and environmental management activities at an existing law enforcement firearms training range, including lead recovery and stabilization, berm reconditioning, and related improvements necessary to maintain safe and continued operation of the facility. The project does not include expansion of the range, construction of new facilities, changes to the existing use or capacity, or other activities that would result in significant environmental effects. The project represents routine maintenance and rehabilitation of an existing public facility and will not result in a significant change to the environment.

▪ The MT2 Separation System is comprised of one of our CA Air Resources Board registered proprietary screening plants with Tier 4 Final diesel engines. It is comprised of a multi-tiered screen plant to provide gross separation of soil/sand material from bullets and bullet fragments based on size, and MT2’s proprietary finishing system to finish the separation based on density o Remove 90% (weight percent) lead bullets and bullet fragments greater than ¼” as measured in samples collect before and after screening
o MT2’s lead reclamation process utilizes a lead separation system that recovers lead greater in size than the 0.004-inch California Scrap Metal Exemption so that a California Registered Hazardous Waste Transporter using a Uniform Hazardous Waste Manifest is not required for transporting metal from MT2 projects.
• Lead Recycling: Recycle recovered lead
providing Customer a split of the net value of

CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: July 21, 2026
DEPARTMENT: Michael James, Assistant City Manager, Alex Gonzalez, Public Works Director
SUBJECT: URBAN GREENING TREE PLANTING PROJECT PHASE II
AWARD

RECOMMENDATION
Council finds that the action is exempt from the California Environmental Quality Act; create a Capital Improvement Program project for the Urban Greening Tree Planting Project; amend the Fiscal Year 2026-27 Budget to appropriate an amount not to exceed $100,000 for project implementation; authorize Staff to conduct an informal bidding process for the installation of up to 65 trees at designated school and park locations; authorize the City Manager, or designee, to award the contract to the lowest responsive and responsible bidder, provided the contract amount is within the approved project budget; and authorize the City Manager, or designee, to execute the contract and all related documents necessary to implement the project.

BACKGROUND
On February 17, 2026, the City Council approved Phase II of the Urban Greening Project and authorized the execution of a funding agreement with the San Joaquin Valley Air Pollution Control District (Agreement No. G-295602-A1) to implement treeplanting improvements at local schools and park facilities throughout the community. The approved project includes tree planting at school and park sites identified in the funding agreement and is funded through the Urban Greening Program administered by the San Joaquin Valley Air Pollution Control District.

To implement a portion of the approved project, staff proposes to conduct an informal bidding process for the installation of up to 65 trees at designated school and park locations. Conducting an informal bidding process will allow the City to obtain competitive pricing and facilitate the timely implementation of the grant-funded project in accordance with the City's purchasing procedures. Staff further recommends establishing a project budget not to exceed $100,000 and authorizing the City Manager, or designee, to award the contract to the lowest responsive and responsible bidder, provided the contract amount is within the approved project budget.

FISCAL IMPACT
Staff is requesting the creation of a Capital Improvement Program (CIP) project with a budget not to exceed $100,000 to fund the installation of up to 65 trees, including any

required payment and performance bonds and other associated project costs.

Council approval is also requested to amend the Fiscal Year 2026-27 Budget to appropriate an amount not to exceed $100,000 for the project. Project expenditures will initially be advanced from the General Fund and are expected to be reimbursed in full by the San Joaquin Valley Air Pollution Control District pursuant to the City's Urban Greening funding agreement. Accordingly, the project is not anticipated to have a longterm fiscal impact on the General Fund.

CEQA ANALYSIS
The City has determined that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15304 (Class 4 – Minor Alterations to Land). The project consists of minor public landscaping improvements involving the planting of new trees within existing developed school and park sites and will not result in the removal of healthy, mature, scenic trees, expansion of existing uses, or significant environmental impacts.

Marking, LLC submitted the lowest responsive and responsible bid in the amount of $180,750.00. Specialized Pavement Marking, LLC has completed the annual striping for the City in the past. Staff recommends a total construction budget of up to $200,000 to cover construction costs and provide an appropriate contingency fund.

FISCAL IMPACT
The Fiscal Year 2026-2027 Capital Improvement Program budget was adopted with $225,000 in funding allocated to the street striping with Prooject No. ST000023. No further budget action is required.

CEQA ANALYSIS
The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class 1-Existing Facilities). The project consists of the repair, maintenance, and minor alteration of existing public streets involving negligible or no expansion of existing use. Specifically, the project involves restriping existing roadway markings within the current street right-of-ways following annual pavement maintenance activities. The project will not expand roadway capacity, modify traffic circulation patterns, or result in any increase in the intensity of use of the existing transportation facilities. CITY OF SHAFTER

CITY COUNCIL REPORT
MEETING DATE: July 21, 2026
DEPARTMENT: Michael James, Assistant City Manager, Alex Gonzalez, Public Works Director
SUBJECT: SAFE STREETS AND ROADS FOR ALL ACTION PLAN UPDATE

RECOMMENDATION
Receive and file a presentation from the City's consultant, TJKM, regarding the status of the Comprehensive Safety Action Plan (CSAP) being prepared under the U.S.

Department of Transportation's Safe Streets and Roads for All (SS4A) Grant Program.

BACKGROUND
The City of Shafter was awarded funding through the United States Department of Transportation's Safe Streets and Roads for All (SS4A) Grant Program to prepare a Comprehensive Safety Action Plan (CSAP). The purpose of the CSAP is to develop a comprehensive, data-driven strategy to improve transportation safety throughout the community by identifying roadway safety issues, engaging the public, establishing measurable safety goals, and prioritizing projects and programs that reduce traffic fatalities and serious injuries.

On November 4, 2025, the City Council authorized the Public Works Director to award and execute a professional services agreement with TJKM Transportation Consultants to prepare the Comprehensive Safety Action Plan. Following execution of the agreement, TJKM initiated the project and has spent the past several months reviewing transportation plans and studies, analyzing collision data, coordinating with City staff and stakeholders, and conducting community outreach to support development of the Comprehensive Safety Action Plan.

To date, project activities have included reviewing existing conditions, evaluating roadway safety trends, identifying preliminary emphasis areas, conducting stakeholder outreach, participating in the City's First Friday community event, and launching a project website, online survey, and interactive public mapping tool to encourage continued community participation throughout the planning process. These efforts will ultimately support the development of safety goals, strategies, and prioritized recommendations for reducing traffic fatalities and serious injuries within the City.

The purpose of this item is to update the City Council on the status of the Comprehensive Safety Action Plan, present preliminary findings, summarize community outreach efforts, and provide an overview of the remaining work necessary to complete

FISCAL IMPACT
The Comprehensive Safety Action Plan is funded through the United States Department of Transportation's Safe Streets and Roads for All Grant Program, with the required local matching funds previously authorized by the City Council. Receiving this presentation will not result in any additional fiscal impact to the City.

CEQA ANALYSIS
This item does not require discretionary action as it is for informational purposes only.

Therefore, it does not trigger CEQA review.

Profile Highlights: 7 Key Collision Patterns
1 Improve Safety at
Intersections
144 injury collisions • 26 KSI
• Broadside (53), rear-end (20) &
sideswipe (18) dominate
• Automobile right-of-way is the top
violation (41)
• Passenger vehicles: 100 of 144
collisions
• 55 occur at night
2 Reduce Broadside Collisions
58 injury collisions • 15 KSI
• 91% (53 of 58) occur at
intersections
• Right-of-way violations: 29;
signals/signs: 11
• Passenger vehicles: 41 of 58
collisions
• 17 occur at night
3 Reduce Nighttime Collisions
76 injury collisions • 19 KSI
• Hit object (18), broadside (17),
sideswipe (13)
• DUI (17), unsafe speed (16),
improper turning (15)
• 72% (55 of 76) occur at
intersections
• Passenger vehicles: 57 of 76
collisions
4 Unsafe Speed
37 injury collisions • 19 KSI
• Rear-end (18) & hit object (12)
most common
• 22 of 37 at intersections
• 16 occur at night
5 Improper Turning
33 injury collisions • 7 KSI
• Hit object (9), sideswipe (8),
broadside (6)
• 24 of 33 at intersections
• 15 occur at night
7 Near Schools
28 injury collisions • 1 KSI
• Broadside (8) & vehicle/pedestrian
(8) tied
• 8 pedestrian-involved collisions
• All 28 occur at intersections
8 DUI-Related
21 injury collisions • 9 KSI
• Head-on (5), broadside (5), hit
object (5)
• 43% (9 of 21) are KSI — highest
severity share
• 17 of 21 occur at night

KEY TAKEAWAYS
From Data to Action
1 217 total collisions citywide (2021–2025): 185 on City Streets, 32 on State Routes 2 Intersections are the dominant safety challenge — 78% of City Street collisions occur there 3 Lerdo Highway (Poplar Ave to Zerker Rd) is the top-priority corridor, scoring far above all others 4 Nighttime, DUI, and unsafe speed conditions consistently produce the most severe outcomes 5 Eight collision profiles provide a clear framework for targeted countermeasures and funding
