SUBJECT: Construction Contract Award
Wastewater Treatment Plant Control Building Re-Roof Project Bid No. 2022-13

FILE NO.: New
RECOMMENDATION:

Staff requests that the City Council consider awarding the WWTP Control Building Re-Roof project to American Foam Experts of Galt, CA in the amount of $52,318.00 and approve a total of $60,000 to allow for a contract contingency.

BACKGROUND:

The WWTP Control Building Re-Roof project is being constructed due to the aging roof of the WWTP control building. The existing roof is the original and is 45 years old. The roof will be replaced with a fully adhered thermoplastic polyfin (TPO) roof. The contract document requires a 20-year warranty of the roof. Other minor modifications to the roof include new down spouts, roof jacks and soffit repair.

Four (4) bids were received on September 1, 2022. All four bids were deemed to be responsive.

The bids ranged from a low responsive bid of $52,318.00 to a high responsive bid of $58,823.00.

The lowest responsive bid was about 5% lower than the Engineer’s Estimate of $55,000.00 and the highest responsive bid was about 7% higher than the Engineer’s Estimate. A Bid Summary is attached.

FISCAL IMPACTS:

This project is funded through currently budgeted wastewater funds (530-340).

Re: Antisemitism in Redding, CA
Mayor and Members of Shasta Lake City Council:

Shasta Interfaith is an association of over twenty faith communities, associates, and volunteers that began meeting in 1993. The purpose of the association is to support, advocate and build understanding for diversity. Since its inception, Shasta Interfaith has held vigils for the Muslim attacks in New Zealand, the Carr Fire, Sikh discrimination, and others. In February 2022, Shasta Interfaith did an exhibit honoring those impacted by COVID.

Annually, Shasta Interfaith presents the Thanksgiving Interfaith Service where diverse religious and spiritual traditions offer thanks from their specific traditions.

Additionally, Shasta Interfaith has held a press conference for the vandalism of the Sikh Centre, Anderson, affirming its stance of welcoming diversity in the north state. A number of nonviolence workshops, prayer vigils, and community educational forms have been presented as well as serving on panels educating local groups about the value of diversity. Shasta Interfaith has also served as a co-sponsor for the World AIDS Day annual event, floating of the peace lanterns, and other such community-building events.

With the recent distribution of antisemitism literature in east Redding, Shasta Interfaith feels it is critical to affirm our support of not only our Jewish brothers and sisters but all expressions of diversity. Diversity is our strength. We can learn and grow by learning to respect our differences.

Temple Beth Israel has been actively involved with Shasta Interfaith for many years in support of diversity. Shasta Interfaith deeply values and supports Temple Beth Israel, all Jewish people, and all people no matter their origin, faith tradition or have a view of electing not to practice a particular faith tradition. We uphold that all people have value and encourage all community members to actively support diversity. We also encourage the local media and government officials to express support of diversity and contact the group focused on by discrimination to demonstrate support of diversity.

With Respect,
Lynn E. Fritz, Chair

City Manager

AGENDA ITEM
City Council Meeting

TO: Mayor and City Council Members
FROM: James Takehara, Electric Utility Director
DATE: August 31, 2022

SUBJECT: Energy Efficiency Lighting Upgrade at Shasta Field in Bizz Johnson Ball Park
FILE NO: G-100-150-035

RECOMMENDATION:

Staff recommends the City Council adopt a resolution authorizing the City Manager to enter into purchase and service agreements to install LED sports lighting equipment at Shasta Field at Bizz Johnson Ball Park.

BACKGROUND:

The City completed an energy efficiency retrofit of sports field lighting equipment at Wynne Price Field in August 2022, with funding authorized by City Council Resolution CC-2022-47. After completing the retrofit, the City Electric Department measured a 30% reduction in electricity use compared to the old system. Staff recommends expanding the energy efficiency sports lighting project to Shasta Field in Bizz Johnson Ball Park.

City received pricing for materials from Musco Sports Lighting, LLC (“Musco”) who provided pricing under Sourcewell contract number 071619-MSL. Sourcewell is a public agency that offers purchasing support services to its Members, which includes the City of Shasta Lake (ID# 112132).

Sourcewell issued a competitive price public bid under RFP #071619 for sports lighting and related supplies and services and awarded a contract for said services to Musco through this competitive solicitation. The City’s membership with Sourcewell allows access to its cooperative contracts. Staff recommends using the City’s membership with Sourcewell to access the competitively bid pricing for the sports lighting material.

The lighting retrofit proposed at Shasta Field is smaller in scope than that at Wynne Price Field.

The light poles at Shasta Field are suitable for continued use, so only the lighting fixtures need replacement. Staff has included continency funds in the requested budget in the event other components are deemed in need of replacement once the project starts (e.g., wiring, conduit, etc.). Staff expects the lighting retrofit project would be completed before next Spring’s baseball season, given lead time on material and with consideration of other electric department projects. 10 FISCAL IMPACTS:

The requested budget for the lighting replacement is $125,000 including contingency. The costs includes $89,855.00 for material costs quoted from Musco. Staff requests the City Council appropriate funds from the Public Benefit Fund and Greenhouse Gas auction proceeds due to the energy efficiency benefits this project brings to the City.

11 RESOLUTION NO. CC-2022-xx

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SHASTA LAKE APPROVING THE

ENERGY EFFICIENCY LIGHTING UPGRADE

AT SHASTA FIELD IN BIZZ JOHNSON BALL PARK
WHEREAS, the City Council adopted Resolution CC-2022-47 which approved the energy efficiency lighting upgrade at Wynne Price Baseball Field using Public Benefit and Greenhouse Gas Auction Proceeds; and
WHEREAS, the City completed the upgrades at Wynne Price Baseball Field in August 2022; and WHEREAS, staff observed that the upgraded sports lighting equipment has created a 30% measured reduction in electricity consumption compared to the original sports lighting equipment at Wynne Price Baseball Field; and
WHEREAS, staff has identified Shasta Field at Bizz Johnson Ball Park as a candidate to pursue a similar energy efficiency upgrade project using LED technology, specifically at Shasta Field; and
WHEREAS, LED technology is an energy efficient alternative to traditional sports lighting technology that is available for sports field lighting application that tends to have lower maintenance burdens and lower operating costs when compared on a like-for-like basis; and WHEREAS, the City received a quote from Musco Sports Lighting, LLC for the purchase and delivery of LED field lighting equipment priced under cooperative contracting through Sourcewell, a public agency of which the City is a Member; and
WHEREAS, the City desires to upgrade the sports lighting equipment at Shasta Field in the Bizz Johnson Ball Park with LED equipment.

NOW, THEREFORE, BE IT RESOLVED that the City of Shasta Lake City Council:

1. Determines it is in the City’s best interest to use the City’s membership with Sourcewell to access material pricing for LED sports lighting equipment from Musco Sport Lighting, LLC, which were obtained under competitive public bidding in RFP #071619,

2. Authorizes the City Manager to enter into the necessary purchase and service agreements to upgrade the sports lighting at Shasta Field under a total budget authorization of $125,000.00, and

3. The funds are appropriated from the Electric Fund’s “Public Benefit Fund” and “Greenhouse Gas auction proceeds” due to the project’s energy efficiency benefits.
