RECOMMENDATION:
Staff requests that the City Council award the Ranchera Rd. Water Main Replacement Project to Sunrise Excavation of Redding, CA in the amount of $1,814,227.20 and approve a total of $2,177,072.00 to allow for a 20% contract contingency.
BACKGROUND:
The Ranchera Rd. Water Main Replacement Project is being constructed due to the water lines being undersized per our current City of Shasta Lake Construction Standards. Portions of the existing water line are also undersized from a fire flow perspective and identified for replacement in the 2016-2026 Water Master Plan. In addition to the water line replacement, the Ranchera Rd neighborhood (Ranchera Rd, Kokanee Dr, Moccasin Ln, Latigo Way, Cabachon Pl, and Shasta St) will receive an AC pavement overlay.
Five (5) bids were received on April 13, 2023. Four (4) Bids were responsive and one (1) bid was deemed to be non-responsive. The bids ranged from a low responsive bid of $1,814,227.20 to a high responsive bid of $2,366,004.00. The lowest responsive bid was about 20% lower than the Engineer’s Estimate of $2,245,795.00 and the highest responsive bid was about 5% higher than the Engineer’s Estimate. A Bid Summary is attached.
FISCAL IMPACTS:
This project is funded through currently budgeted water utility funds (510-340-6237) and trafficway funds (250-340).

A RESOLUTION OF THE CITY OF SHASTA LAKE CITY COUNCIL TO DECLARE SUNRISE
EXCAVATING THE LOWEST RESPONSIVE, RESPONSIBLE BIDDER, AWARD A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,814,227.20 TO SUNRISE EXCAVATING FOR THE CONSTRUCTION OF THE RANCHERA RD. WATER MAIN REPLACEMENT PROJECT, AND APPROVE TOTAL EXPENDITURE FOR CONSTRUCTION NOT TO EXCEED $2,177,072.64 ________________________________________________________________________________ WHEREAS, The City advertised for competitive bids to construct the above project starting on March 6, 2023; and
WHEREAS, The City opened five competitive bids on April 13, 2023; and WHEREAS, the lowest responsive, responsible bidder was Sunrise Excavating of Redding, CA with a bid of $1,814,227.20; and
WHEREAS, in addition to the construction contract funds, contingency funds need to be allocated, creating a construction budget of $2,177,072.64.
NOW, THEREFORE, BE IT RESOLVED THAT the City of Shasta Lake City Council hereby:
Declares Sunrise Excavating of Redding, CA the low responsive, responsible bidder, awards a construction contract in the amount of $1,814,227.20 to Sunrise Excavating of Redding, CA for the construction of the Ranchera Rd. Water Main Replacement Project, and approves a total expenditure for construction not to exceed $2,177,072.64.
