TO: Mayor and City Council Members
FROM: Whitney Zeller, Community and Economic Development Manager DATE: December 19, 2023
SUBJECT: RESOLUTION APPROVING AN APPLICATION FOR FUNDING NOT TO EXCEED $2,500,000 AND THE EXECUTION OF A GRANT
AGREEMENT FROM THE COMMUNITY DEVELOPMENT BLOCK
GRANT MITIGATION RESILIENCE INFRASTRUCTURE
PROGRAM FOR THE DESIGN, ENGINEERING, AND
CONSTRUCTION OF PHASE ONE OF THE LAKE BOULEVARD
WATER TRANSMISSION LINE
FILE NO.:
RECOMMENDATION:
Staff recommends the City Council approve a resolution authorizing an application for funding not to exceed $2,500,000 and the execution of a grant agreement and any amendments thereto from the 2023-2024 funding year of the State Community Development Block Grant (CDBG) Mitigation Resilience Infrastructure (MIT-RIP) Program for the design, engineering, and construction of Phase One of the Lake Boulevard Water Transmission Line.
BACKGROUND
In response to the California wildfires of 2018, resulting in the Carr, Mendocino Complex, Camp, and Woolsey Fires, on January 6, 2021, the U.S. Department of Housing and Urban Development (HUD) released Federal Register Notice 86 FR 561 that allocated an additional $64,907,000 of Community Development Block Grant (CDBG) mitigation funds to the State of California. The California Department of Housing and Community Development (HCD) has dedicated approximately $40 million of those funds to create the Resilient Infrastructure Program (MIT-RIP). The purpose of the program is to assist 25 local jurisdictions and tribal entities with mitigation-related infrastructure needs to support risk reduction from the three primary hazards (wildfire, flooding, and earthquakes). The program prioritizes projects that benefit vulnerable and Low to Moderate-Income (LMI) populations as well as those located inside the Most Impacted and Distressed areas (MID).
HCD released a Notice of Funding Availability (NOFA) on November 14, 2023 for the 20172018 CDBG MIT-RIP program. The NOFA details the allocation of funding as follows:
The City of Shasta Lake, along with the City of Agoura Hills, City of Anderson, City of Calabasas, City of Chico, City of Gridley, City of Lakeport, City of Los Angeles, City of Oroville, City of Westlake Village, and qualified Tribal Entities are eligible to apply for the 20% Set Aside. Applications are first come, first served until all funds are expended, and no later than March 29, 2024. There is no limit to the number of Project Applications an Eligible Applicant can submit; however, there is a $2,500,000 cap on per-project funding.
Applicants must leverage at least 10% of confirmed non-MIT funding.
Project Details
The City would like to apply for $2,500,000 in MIT-RIP funding for the design, engineering, and construction of Phase 1 of the Lake Boulevard Water Transmission Line Project. The project would upsize the existing water transmission line on Lake Boulevard, connecting to the future Centimudi water storage tank, and increasing fire flow capabilities to support firefighting activities in the occurrence of a wildfire. The maximum award of $2,500,000 would allow us to complete phase one of construction.
The City will seek additional funding opportunities in the future to complete the remaining phases of the project.
26 FISCAL IMPACT
No fiscal impact. If funding is awarded, a supplemental appropriation to the budget will be brought to the City Council for review and approval.

AGENDA ITEM
City Council Meeting
TO: Mayor and City Council Members
FROM: Jessaca Lugo, City Manager
DATE: December 19, 2023
SUBJECT: CONSIDERATION OF THE AT HOME SHASTA ACTION PLAN FILE NO.: “New”
RECOMMENDATION:
Staff and established AT HOME Ad Hoc committee members recommend the City Council accept the report and endorse the At Home Shasta Action Plan.
BACKGROUND:
At its meeting of June 20, 2023, the City Council (City) appointed Council Members Tena Eisenbeisz and Janice Powell to participate in a County of Shasta-wide ad-hoc Steering Committee to develop a regional plan to address homelessness. The ad-hoc committee unofficially dubbed itself the AT HOME Shasta Committee (Committee) in reference to the California State Association of Counties AT HOME Plan. The Committee met several times, with the first meetings dedicated to information sharing, education, and setting expectations. The outcome of these sessions is the attached Action Plan (Plan). It is essential to recognize that this Plan is not inclusive of all activities and efforts that are, or will be, taking place in attempting to assist those who are without homes. Instead, it is an attempt to start a process to bring consistency, unity, cooperation, and collaboration to the forefront.
As part of the Committee’s work, five sub-committees were formed addressing issues around homelessness in conjunction with Law Enforcement, Outreach, Continuum of Care, Case Management and Shelter. While many good topics arose out of these sub-committees, there were consistent themes such as the need for a day resource center, better coordination, more outreach, and, of course, shelter of all types. Based on this, the plan focuses on five objectives: Fiscal Responsibility; Homeless Management Information System; Navigation/Day Resource Center; Choice, Accountability, Incentives and Crime; and, Focus. The first two objectives are more directive as to their outcomes. In contrast, the last two objectives are intended to drive collaboration and the development of a roadmap to assist in the allocation of current and future funding sources.
This Action Plan will be presented to the City Councils of Redding and Anderson as well as the Shasta County Board of Supervisors, all of whom have participated on the Committee. Should all Shasta County local governments endorse this plan, it will provide a clear message that our community is working together to assist those experiencing homelessness and that we are dedicated to helping those in need in the most efficient, productive, and cost-effective way.
FISCAL IMPACTS:
33 There is no fiscal impact associated with endorsing the plan.

FILE NO.:
RECOMMENDATION:
Staff recommends City Council approve resolution CC-2023-XX, authorizing the closeout of CDBG Grant No. 18-CDBG012918 Housing Rehab Program BACKGROUND:
On January 15, 2019, the City of Shasta Lake City Council authorized the application submittal (Resolution CC 19-02) for the State of California Housing and Community Development (HCD) CDBG 2018 NOFA to fund a Housing Rehab Program. The State awarded funding for the program in the amount of $300,000 on August 29, 2019, and executed a Standard Agreement with the City on October 2, 2020.
The Housing Rehab Program provided funding in the form of 30-year, 0% deferred payment loans to qualified homeowners and rental units to rehabilitate their homes to meet Uniform Building Codes.
The City executed a Memorandum of Understanding with the Shasta County Housing Housing/Community Action Agency (Resolution CC20-87) to administer the Housing Rehabilitation Program. Both the City and County advertised the program to Shasta Lake households. Participants submitted an application which was reviewed by the County for eligibility. Eligible applications were reviewed by the City’s Loan Committee and approved applications were processed and executed by 41 the County. Six households were assisted under the program, totaling $232,423.88 in Activity Delivery expenses, and $20,545.30 in General Admin expenses. The remaining $47,030.82 will be disencumbered during the closeout process.
