BACKGROUND
Since 2009, the City of Shasta Lake has operated and maintained the wastewater collection system under the guidance of the approved Sewer System Management Plan (SSMP), which was mandated by the California State Water Resources Control Board, to assist in the proper operation, maintenance, and funding of the system to ensure the prevention of sanitary sewer overflows.
The system contains approximately 58 miles of sanitary sewer gravity mains and force mains. With an overriding goal of inspecting, cleaning and televising the entire system every 10-year period starting in 2014, the SSMP contains performance indicators for both items.
17 The City Public Works Department handles general maintenance for the streets, water, wastewater, storm water, and parks divisions, the Department was and had been unable to meet the minimum goal for cleaning and televising the collection system per the SSMP.
This project is Phase 1 of 2 and includes the inspecting, cleaning and televising of approximately 26.7 miles of sanitary sewer main, as well as inspection of approximately 373 sanitary sewer manholes. The project represents approximately 46% of the entire system.
Four (4) bids were received on June 27, 2024. All bids were deemed to be responsive.
The bids ranged from a low responsive bid of $459,383.59 to a high responsive bid of $1,267,028.50 The lowest responsive bid was about 6% lower than the Engineer’s Estimate of $487,195.04 and the highest responsive bid was about 260% higher than the Engineer’s Estimate. A Bid Summary is attached.
