RECOMMENDATION
Staff requests that the City Council consider awarding the Shasta Lake Skatepark project to Spohn Ranch, Inc. of Los Angeles, CA in the amount of $1,409,271.31 and approve a total of $1,550,000.00 to allow for a contract contingency.
BACKGROUND
The Shasta Lake Skatepark project consists of the construction of new Skatepark at the northwest portion of the Civic Center campus, adjacent to the turbine monument. The skatepark was designed by Spohn Ranch (Spohn) of Los Angeles, CA. Spohn was a subcontracted by NMR Architects (NMR) of Redding. The design process began in the summer of 2023. The City, NMR and Spohn conducted two, well attended, public outreach workshops on July 13, 2023, and on September 14, 2023. Spohn also held several virtual meetings with a focus group made up of local skateboard enthusiasts. The bowl feature, of Skatepark, was designed by Lance Mountain, who is, according to Wikipedia, “an American professional skateboarder and artist who was one of the prominent skateboarders throughout the 1980s, primarily due to his involvement with the Bones Brigade.”
Due to potential budget constraints the City requested that contractors submit bids for three additive alternates. Additive alternate 1 and 2 are for ground cover on the interior landscape islands within the skatepark. Additive alternate 1 is for the placement of decomposed granite surfacing and additive alternate 2 is for the placement of synthetic grass surfacing. Additive alternate 3 is for stamped and colored concrete features throughout the skatepark. Based on the bid results and budget, the staff recommends the selection of Additive Alternate 1 (Decomposed Granite) to be installed.
This project was previously advertised in June, 2024 and bids were opened on July 25, 2024. Two bids were received and both were deemed non-responsive. Staff worked with its design team to modify the park features for readvertisement.
One (1) bid was received on October 21, 2024. The bid were deemed to be responsive.
The lowest responsive bid was about 0.7% lower than the Engineer’s Base Bid Estimate of $1,400.000.00. A Bid Summary is attached.
FISCAL IMPACTS:
This project is funded through currently budgeted American Rescue Plan Act funds (270- 110).
