30 A note from our
City Manager
As the year draws to a close, it’s a perfect time to reflect on our achievements and set our sights on the bright future of Shasta Lake.

This year, we celebrated a major milestone with the
groundbreaking of a $36.5 million mixed-use development along Shasta Dam Boulevard. This project will provide 49 income-eligible housing units alongside new commercial
spaces, helping to revitalize our downtown area and inspire further investments in our city. With rental housing in high demand, interest in these units is already strong. The developer plans to release application details roughly three months before the project’s anticipated completion in September 2025.

The City Council remains deeply committed to enhancing our public spaces, with park improvements as a top priority. In 2021, the Council allocated more than $2.4 million from the American Rescue Plan Act (ARPA) to support park development and
upgrades. Over the past three years, collaboration among City staff, the Parks Commission, and the community has brought these plans to life. In 2024, we completed significant
renovations at Bizz Johnson Baseball Fields, including new restrooms, concessions, and expanded facilities at Lassen Ballfield. Upgrades also included new lighting for both Little League fields. Looking ahead, a new skateboard park at the Civic Center campus is set to open in June 2025. Other planned projects include restroom upgrades, a picnic pavilion at Polf Park, and a disc golf course slated for completion in 2025.

These projects reflect our dedication to creating vibrant public spaces for all residents to enjoy.

Additionally, we are excited to announce $2.5 million in grant funding from the Community Development Block Grant
(CDBG) Program for the Playground Replacement Project. This much-needed project will replace outdated playground
equipment and amenities in seven parks across the city, including Akard Park, Claire Engle Park, Wynne Price Park, Blue Canyon Park, Shasta Park, Margaret Polf Park, and Bizz
Johnson Park. A public input process is currently underway to gather community feedback on desired features for these playgrounds. Visit our website to participate in the survey and learn more about ongoing projects in Shasta Lake.

Next quarter, I will share updates on the City’s fuel reduction efforts and provide tips and programs to help protect against wildfires. I encourage all residents to stay informed about City programs, events, and updates by signing up for “Notify Me” on the City website, which allows you to receive email and/or text notifications.

As always, we value your feedback and are here to assist with any information you may need about the City. Wishing you all an amazing holiday season and a Happy New Year!
Thank you,
Jessaca Lugo

Note: City Hall will be closed January 20th and February 17th Lt. Kody Bodner, a CVHS alum,
has been appointed as Shasta
Lake Station Commander.

Happy New Year City of Shasta Lake community!
Firstly, I would like to thank the outgoing and well-regarded previous Station Commander, Lieutenant Caleb Macgregor, for giving me such a great foundation to work from.

I am Lieutenant Kody Bodner and the new Station Commander for the City of Shasta Lake Station. I am extremely honored and thrilled to return to the City of Shasta Lake. In many ways, it feels as I have returned home. It is mine, and the Sheriff’s Office, mission to work in partnership with the City of Shasta Lake community improve the quality of life through fair and ethical law enforcement services. I will continue to hold true on that mission. I believe in strong community outreach and
cooperation with our city residents and workers. You will regularly see me and the other Sheriff’s Office employees at City of Shasta Lake community events and meetings as we are also members of this community.

I am a City of Shasta Lake native who was born and raised in this wonderful city. Over those years, I played little league baseball at the Bizz Johnson/PUD fields and was often found playing within various city parks. My first job was at the now closed Burger King on Cascade Boulevard. I attended every school within the City of Shasta Lake and graduated Central Valley High School in 2006. I was on the 2005 undefeated football team where I was selected as an All-Section player. I briefly coached for CVHS as a freshman football coach from 2006-2009. My family still lives in my childhood home here within the city.

I have worked for the Shasta County Sheriff’s Office for 18 years. Over the years, I held various assignments throughout the Sheriff’s Office such as patrol in the City of Shasta Lake and the unincorporated areas of Shasta County. I have worked and supervised in the Investigations division where we handled the investigation of the most serious crimes within the county. In addition, I worked in the Services division where I assisted with administrative duties and was a Search and Rescue/Dive team member.

This is an exciting time to be living and working in the City of Shasta Lake. There are many projects underway with the City of Shasta Lake such as the Cascade commercial project and the city park remodels being planned to advance the lives of our citizens. Huge salute to the city officials who have been working tirelessly to improve this city and push it toward the future. I am excited to be along for the same goal of pushing the city forward, working for, and with you all. If you see me out in the city, please feel free to say hello. Hopefully I will see you out there enjoying what this beautiful city has to offer.

Sincerely,
Lieutenant Kody Bodner
