SUBJECT: REQUEST FOR SUPPORT FOR SIMPSON UNIVERSITY’S

AVIATION PROGRAM
FILE NO.:

RECOMMENDATION
Staff recommends that the City Council consider adding the City to the list of regional supporters for Simpson University’s (“Simpson”) request for Congressional Directed Spending to support various aviation programs to be offered from the University.

BACKGROUND
Simpson University, a private Christian institution in Redding, California, offers undergraduate and graduate programs with a strong emphasis on faith-based education.

Founded in 1921, the university provides degrees in business, education, psychology, and ministry, among other fields. As of fall 2023, Simpson has an undergraduate enrollment of 755 students and maintains a student-to-faculty ratio of 13:1, ensuring a personalized learning environment.

Simpson continues to expand its athletics program, with the Red Hawks competing in the NAIA. Additionally, the university has recently enhanced its nursing program to address the growing demand for healthcare professionals. The updated program features advanced training, state-of-the-art simulation labs, and partnerships with local hospitals to provide hands-on clinical experience.

Recognized as Shasta County’s hometown university, Simpson offers a variety of bachelor's degree programs in fields such as Business, Nursing, Psychology, Biology, and Political Science. Specializations are available in areas like Criminal Justice, Social Work, and Engineering.
33 The attached letter highlights Simpson’s pursuit of funding to establish a cutting-edge aviation program tailored to the needs of Northern California. This program would not only benefit the region but also contribute to addressing the national pilot shortage, which has been exacerbated by retirements, barriers to entry, and increased demand for air travel.

Staff recommends that the City Council authorize the Mayor to submit a letter of support for funding the proposed aviation program at Simpson University.

Jessica,
I'm sure you'll recall that last year Simpson University requested letters of support for multiple initiatives including our aviation program funding request, submitted through the Congressional Directed Spending process. Our funding request was not approved, so we are trying again this year. I know you're aware of how impactful it would be in the north state to expand pilot training and add an aviation management degree to our area.

As you know, pilot shortages are a serious issue right now, and airlines are scrambling to ramp up qualified pilots. Unfortunately, we've also recently seen a series of accidents and negative media reports on aviation management professionals highlighting the need for increased attention to safety within the industry.

Simpson is rising to the challenge and pursuing approval and funding for a new aviation program to train both new pilots and those interested in management and leadership within the aviation industry. As such we are putting a funding request before Congress for systems and equipment for these proposed programs.

I'm writing to request your support. I've attached three sample letters, one to each California Senator and one to Congressman LaMalfa. Would consider adding your name to our list of supporters by returning a signed copy of each letter on letterhead. As I'm sure you know, these letters show unified regional commitment to this endeavor and help validate the need for funding.

Thank you so much for your consideration and for all you do for the North State.

Blessings,
Ken White

[Date]
Dear Congressman LaMalfa,
I am proud to write to you in support of Simpson University and its application for federal funding through the Community Project Funding (CPF) process. These critical funds, if awarded, would enable Simpson to launch a new, cutting-edge aviation program that meets the needs of the community in Northern California. On behalf of [organization], I support Simpson’s project and ask that you thoroughly consider the impact of their project.

The need for such a program is evident given the growing demand for skilled professionals in the aviation field. With the ongoing shortage in the field and projections for more significant gaps in coming years, it is imperative that local educators and industry take proactive steps to address this need. Simpson University’s proposed program not only aligns with this need but also leverages the unique advantages of Northern California, particularly its ideal climate for flight training.

This critical equipment will boost the new program to meet the demands of the commercial airline sector and create opportunities for individuals seeking careers in fields such as firefighting, rescue operations, and agriculture. By offering both a professional flight track and an aviation management track, Simpson University will ensure that graduates are well-equipped to pursue diverse career paths within the aviation industry.

Investing in Simpson University’s aviation program is not only an investment in the future of the region but also in the future of the industry as a whole. I wholeheartedly endorse the university’s funding request and encourage you to consider it favorably. Thank you for your attention to this matter, and please do not hesitate to contact me if you require any additional information regarding our support for the project.

Sincerely,
/s/

DATE: March 4, 2025
SUBJECT: ESTABLISHMENT OF AN AD HOC COMMITTEE FOR

WASTEWATER RATE STUDY
FILE NO.:

RECOMMENDATION
Staff recommends that the City Council establish an ad hoc committee to provide guidance on the upcoming Wastewater Rate Study. The committee will be tasked with reviewing financial data, assessing rate structures, and ensuring that the study aligns with the City's long-term infrastructure and sustainability goals.

BACKGROUND
The City’s wastewater utility system requires periodic rate adjustments to maintain financial sustainability, support capital improvement projects, and comply with regulatory requirements. The last comprehensive rate study was conducted in April 2020 and as allowed by law, the 2020 study evaluated a 5-year period, thus a new study is necessary to evaluate current and future funding needs for the next 5-year period.

The establishment of an ad hoc committee will facilitate a focused and efficient review of the proposed rate study. The committee will provide input on key policy considerations, engage with stakeholders, and make recommendations to the City Council.

Committee Composition:

The ad hoc committee will consist of:
• Two (2) City Council members
39 • City Manager
• Public Works Director
• Finance Director
• Finance and General Services Manager
• Utility Billing/Customer Services Manager
Committee Responsibilities:
• Review the scope and methodology of the Wastewater Rate Study • Provide feedback on financial models and rate structures • Ensure rate proposals align with City objectives and ratepayer equity • Facilitate community engagement and transparency in the rate-setting process
• Report findings and recommendations to the City Council Duration:

The ad hoc committee will operate until the completion of the Wastewater Rate Study, anticipated within 6-8 months, at which point it will be dissolved.

Establishing an ad hoc committee will provide a structured and efficient approach to guiding the Wastewater Rate Study. The committee will enhance transparency, stakeholder engagement, and informed decision-making while ensuring that future wastewater rates are equitable and financially sustainable.

Staff recommends that the City Council approve the establishment of an ad hoc committee for the Wastewater Rate Study.

FISCAL IMPACTS:

There is no direct fiscal impact associated with forming the ad hoc committee. Any costs related to the rate study will be covered within the approved budget for wastewater system planning and financial analysis.

RECOMMENDATION
Staff recommends that the City Council consider providing a one-time sponsorship for the 2025 Multi-Cultural Celebration, Building Community event, scheduled for May 17, 2025, at Central Valley High School.

BACKGROUND
Since the early 2000s, the City of Shasta Lake has proudly been the host location of this exciting event. Over the years, this event has grown into a beloved tradition that honors the cultural vibrancy of our community.

In the past, the City has supported the event with contributions, ranging from $1,000 in FY 2009, when the event expanded to a larger venue at Central Valley High School, to a final contribution of $500 in FY 2019, just before the event was paused due to the pandemic and the passing of Rod Lindsay.

We are pleased that event organizers have come together to revive this celebration, and we are excited to host it in the City once again.

Event details are as follows:
• Event: Multicultural Celebration
43 • Date: Saturday, May 17, 2025
• Time: 11:00 AM – 3:00 PM
