City Council
TO: Mayor and City Council Members

DATE: April 15, 2025
SUBJECT: SECOND READING OF AN ORDINANCE ADOPTING THE

UPDATED FIRE HAZARD SEVERITY ZONES (FHSZ) AS

DETERMINED BY CAL FIRE LOCAL RESPONSIBILITY AREA
(LRA)
FILE NO.:

RECOMMENDATION
Staff recommends that the City Council review and consider approving the second reading of an ordinance adopting the LRA Fire Hazard Severity Zones within the City of Shasta Lake, pursuant to Government Code Section 51179.

BACKGROUND
CAL FIRE has completed an update to the Fire Hazard Severity Zone maps in accordance with Public Resources Code §§ 4201–4204 and Government Code §§ 51175–51189.

These maps identify areas of moderate, high, and very high fire hazard severity based on factors such as fire history, vegetation, topography, and weather patterns.

The adoption of these updated maps is required by Government Code § 51179, which mandates local jurisdictions to adopt the FHSZ maps by reference following a public hearing process. These maps inform land use planning decisions and building standards, particularly for new construction in areas prone to wildfires.

The City of Shasta Lake, in coordination with the Shasta Lake Fire Protection District, held a public informational meeting on March 11, 2025, to reach out to the public and gather comments.
23 The adoption of the updated FHSZ maps ensures the City remains compliant with state regulations and continues to prioritize community safety. These maps serve several purposes:
• Support the implementation of wildfire-resistant building standards (such as those in Chapter 7A of the California Building Code).
• Inform insurance providers, homeowners, and developers of wildfire risks. • Guide emergency preparedness and hazard mitigation planning efforts.

The ordinance includes an amendment to the Shasta Lake Municipal Code to reflect the updated map and its location for public reference. The map will be maintained on file with the City Clerk and at the Shasta Lake Fire Protection District.

Information on the FHSZ rollout and maps can be found here:
www.cityofshastalake.org/FHSZ

FISCAL IMPACTS
Revenue generated through prioritized grant applications may offset future expenditures; however, associated building standards or mitigation requirements could increase development costs. These requirements are necessary to ensure public safety and maintain compliance with applicable state regulations.

AGENDA ITEM
City Council
TO: Mayor and City Council Members
FROM: Jessaca Lugo, City Manager
DATE: May 6, 2025
SUBJECT: MCCONNELL FOUNDATION WATER PURCHASE – 2025

WATER YEAR
FILE NO.:

RECOMMENDATION
The City Manager recommends that the City Council approve a resolution authorizing the execution of a contract between the City of Shasta Lake and the McConnell Foundation for the purchase of up to 360 acre-feet of water at a discounted rate of $60.96 per acrefoot for the 2025 water year.

BACKGROUND:

On February 25, 2025, the Bureau of Reclamation announced significant steps to improve California’s water supply. Notably, the City received 100% of its full CVP contracted amount this year (4,400 acre-feet), rather than just 100% of its historical usage (approximately 2,036 acre-feet), as has sometimes been the case. Following the recent 100 percent water allocation announcement, the City has three potential water sources available for the 2025 water year:
• U.S. Bureau of Reclamation – Current rate: $67.73 per acre-foot. • Anderson Cottonwood Irrigation District (ACID) – Take or pay contract, rate of $141.00 per acre-foot; available for use April through October. • McConnell Foundation (optional) – During full allocation years, McConnell offers water at 10 percent discount below the current USBR rate. 29 The estimated demand for the 2025 water year is approximately 2,100 acre feet.

Water purchase costs vary each year depending on hydrologic conditions. In 2022, reduced allocations led to the highest water costs ever incurred by the City. By contrast, costs for the current year are expected to be significantly lower. The City evaluates its water needs annually, and during periods of severe drought, water supplied by the McConnell Foundation has served as a vital supplemental resource.

Historically, in years of full allocation, the City has purchased water from the McConnell Foundation at a rate 10 percent below the U.S. Bureau of Reclamation (USBR) rate. Due to the take-or-pay terms of the City’s agreement with the Anderson-Cottonwood Irrigation District (ACID), McConnell water can only be used during the non-irrigation season, from November through February. This year, the City can purchase up to 360 acre-feet of McConnell water at the discounted rate.

The City Council may consider the following options:
• Authorize the purchase of up to 360 acre-feet of water from the McConnell Foundation at a 10 percent discount below the City's USBR rate (currently $60.96 per acre-foot); or
• Decline to purchase water from the McConnell Foundation.

FISCAL IMPACTS:

The funds are budgeted for water purchase, no supplemental appropriation is required.

SUBJECT: 2025-2025 SB1 PROJECT ADOPTION LIST

RECOMMENDATION
Staff requests that the City Council adopt the SB1 2025-2026 project list.

BACKGROUND
On April 28, 2017 Governor Brown signed Senate Bill (SB) 1, which is known as the Road Repair and Accountability Act of 2017. This bill was intended to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road system, SB 1: increased per gallon fuel excise taxes; increased diesel fuel sales taxes and vehicle registration fees; and provided for inflationary adjustments to tax rates in future years. Beginning November 1, 2017, the State Controller (Controller) began depositing various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding was apportioned by formula to eligible cities and counties for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.

For the 2025-2026 FY, the City is scheduled to receive approximately $271,341.00 in SB1 RMRA funding. In order to comply with RMRA funding requirements, staff has prepared the attached 2025-2026 project list.

The project list includes the following projects:

Moody Creek Bridge Replacement Project – This project was identified in the 2022-2023, 2023-2024, & 2024-2025 FY RMRA list. Project generally consists of completing the civil 39 and structural engineering, environmental, right-of-way, and PSE work related to the rehabilitation and/or replacement of the Moody Creek Bridge on Cascade Boulevard. SB1 RMRA funds will not be used for pre-construction activities, rather proceeds will fund the non-participating detour during construction. This project entered the design phase in 2018. Construction of this project will likely be completed in 2026. This project will have a useful life of at least 50 years.

Hardenbrook Avenue Improvements Project – This project generally consists of curb, gutter, sidewalk and curb ramps along Hardenbrook Avenue from Main Street to Red Bluff Street. This project will complete a walkable loop around the City Hall Campus and provide access to improvements including bathrooms, a pavilion and the skatepark. SB1 RMRA funds will not be used for pre-construction activities, rather the proceeds will fund the costs associated with construction. The project entered the design phase in 2023.

Project is expected to start construction in September of 2025 and be completed by December 2025. The project will have a useful life of at least 50 years.

FISCAL IMPACTS:

In addition to RMRA funds, this project is funded by currently budgeted transportation funds.

DATE: May 6, 2025
SUBJECT: CONSTRUCTION CONTRACT AWARD CENTIMUDI
WATER STORAGE TANK PROJECT (BID NO. 2024-04)
FILE NO.: PRECOMMENDATION:

Staff requests that the City Council award the Centimudi Water Storage Tank Project to Allen Gill Construction, Inc. of Palo Cedro, CA in the amount of $6,668,600.00 and approve a total of $7,335,460.00 to allow for approximately 10% contract contingency.

BACKGROUND:

In the 2016-2026 Water Master Plan (WMP), the City of Shasta Lake addressed existing water storage capacity deficiencies for raw and treated water. The Master Plan found that there is currently a Citywide storage capacity deficit of approximately 0.68 MG, and that this deficit will grow in the future. The WMP recommended that both raw and treated capacities be increased. The storage capacity deficit finding was emphasized during the Carr Fire in 2018, when fire personnel used fire hydrants within the City’s service area to supply large amounts of water to areas west of the City limits, while at the same time evacuating City residents turned on sprinkler systems as a precautionary measure. As a result, several tanks were drawn almost completely down, putting the City at significant risk of not having enough water to provide distribution system flows. Had the fire continued north and entered the City, it is likely that there would not have been enough water available to adequately fight the fire within the City’s boundaries.

Based on the WMP recommendations and the subsequent Carr Fire, PACE was hired to analyze potential sites selected by City staff for a new finished water storage tank. The preferred tank site identified in the technical memorandum was the flat, cleared area at the southeast corner of Lake Blvd and Kennett Rd. This site was preferred due to minimal 43 earthwork required for construction and was also the best site for maintaining existing water pressures in the City’s transmission and distribution systems. In 2023, the City was notified that it had been granted a Community Development Block – Disaster Relief (CDBG-DR) grant administered the California Department of Housing and Urban Development (HUD) in the amount of $6,326,184.69. This grant fund was a result of funds available from the Carr Fire for disaster infrastructure.

Regarding long-term improvements, after completion of the new finished water storage tank the two existing finished water storage tanks at the Water Treatment Plant will be removed and replaced with a higher capacity raw water storage tank.

The City, having chosen this site and obtaining tentative approval for a special-use permit from the United States Forest Service (USFS), the property owner, hired Montrose Environmental Solutions to perform environmental studies and prepare CEQA & NEPA cross-cutter documents to assist USFS with NEPA documents. The City ultimately secured a special-use permit from the USFS, which will expire in 2053, with provisions for renewal.

The City advertised a formal RFQ&P for services to design the Water Tank in 2023. PACE Engineering of Redding, CA was selected and awarded the contract for engineering design services and services during construction.

Six (6) bids were received on April 10, 2025, one of which was not responsive. The bids ranged from a low responsive bid of $6,668,600.00 to a high responsive bid of $7,880,700.00. The lowest responsive bid was about 19% higher than the Engineer’s Estimate of $5,616,715.00 and the highest responsive bid was about 40% higher than the Engineer’s Estimate. A Bid Summary is attached.

FISCAL IMPACTS:

This project is funded through CDBG DR grant funds, and Water Utility capital projects fund.
