DATE: May 20, 2025
SUBJECT: RECOMMENDATION FROM THE PARKS AND RECREATION

ADVISORY COMMISSION AND POSSIBLE ACTION TO NAME
THE NEW SHASTA LAKE SKATEPARK AT 1325

HARDENBROOK AVE
FILE NO.:

RECOMMENDATION
Staff recommends that the City Council consider the Parks and Recreation Advisory Commission’s recommendation to name the new skatepark at the Civic Center Campus, “Drop-In Skate ~ Shasta Lake”, and adopt a resolution approving the name in accordance with the City’s Facility Naming Policy.

BACKGROUND
The City of Shasta Lake is nearing completion of a new skatepark at the Civic Center Campus, representing a significant addition to the City’s recreational offerings. In alignment with the City’s Facility Naming Policy, the naming process was designed to encourage public input and ensure that the final name reflects the City’s values and community identity.

The naming process was initiated on February 19, 2025 and promoted through social media, the City’s website, and email notification systems. The City received 56 name submissions. City Staff reviewed all submittals for compliance with naming policy criteria, and presented them to the Parks and Recreation Advisory Commission for consideration at their April 24, 2025 meeting.
31 Following review of the submitted names and public meeting discussion, the Parks and Recreation Advisory Commission voted to recommend the name: “Drop-In Skate ~ Shasta Lake”.

The name was selected based on the following considerations:
- Alignment with Community Values and Vision:

The name “Drop-In Skate” incorporates a skateboarding term that references entering a bowl or halfpipe – features included in the new park. The term “drop-in” was seen by the Commission as symbolizing welcoming all ages, skill levels, and backgrounds, inviting the public to “drop in” and be part of the community experience. - Reflective of Public Input:

Throughout the planning process for the skatepark, community members emphasized that they wanted the skatepark to be an inviting and intergenerational gathering space.

Public feedback described a vision where skaters of all ages use the park while seniors, families, and other community members utilize other planned recreation features, such as the walking path, pavilion, or community spirit parkway, participating in a vibrant, shared space.
- Compliance with Facility Naming Policy:

The proposed name meets the City’s policy criteria, including:
• Evoking a strong and positive image
• Being respectful
• Avoiding duplication of existing facility names
• Aligning with the identity of Shasta Lake as an active, connected, and welcoming community
Per the Facility Naming Policy, the Commission’s recommendation is forewarded to the City Council for further review at a public meeting. City Council has the final authority to approve/deny naming applications. Staff recommends that City Council adopt a resolution, naming the new skatepark facility located at 1325 Hardenbrook Ave.

33 City of Shasta Lake Facility Naming Policy
Background
The purpose of this policy is to establish guidelines for the naming of City facilities, including, but not limited to: parks, recreational areas, recreation facilities, and City buildings to ensure consistency and reflection of the community’s values and heritage.

Objectives

1. To provide a clear and consistent framework for the naming process.

2. To ensure that names reflect the cultural, historical, and geographical significance of the City.

3. To encourage community involvement in the naming process.

4. To honor individuals, organizations, and events that have made significant contributions to the community.

5. To select names that are appropriate to the location and remain relevant as the community grows and changes.

Guidelines for Naming

1. Cultural and Historical Significance: Names should reflect the cultural, historical, or geographical significance of the area that will endure for future generations.

2. Community Values: Names should align with the values and identity of the City of Shasta Lake and its residents.

3. Positive Imagery: Evoke a strong positive image.

4. Respect: Names should be respectful of the diverse community and its community members.

5. Community Support: Have broad public support.

6. Avoidance of Duplication: Names should be unique within the City to avoid confusion.

7. The City reserves the right to change the name to maintain consistency with these policies.

Categories for Naming

1. Geographical Features: Names that reflect the natural features of the area, such as mountains, lakes, rivers, and other prominent landmarks.

2. Historical Significance: Names that honor the historical events, people, or periods significant to the City of Shasta Lake.
34 3. Extraordinary Individuals: Names that honor an outstanding individual are allowed posthumously (at least three years from the date of passing) and where that person’s significance and good reputation have been reviewed and acknowledged in the City’s history. Naming facilities after individuals is not recommended, but will be given consideration when:
a. The person was exceptionally dedicated or demonstrated excellence in service in ways that made a significant contribution to the land, community, or City;
b. The person volunteered and gave extraordinary help or care to individuals, families, groups, or support to the community for a minimum of 10 years; or c. The person risked his or her life to save or protect others.

4. Naming for Donations: A significant donation made to the City of Shasta Lake that adds considerable value to the City may be recognized through naming. As a guideline, the threshold for consideration will include one or more of the following:
a. Land for the majority of the facility was deeded to the City by the donor without fee credit.
b. Contribution of a minimum of 60% of the capital construction costs associated with developing the facility
c. Provision of a minimum 20-year endowment for the continued maintenance, operation, and/or programming of the facility asset.

Naming facilities with a company name is prohibited. Corporate logos, insignias, brands, or direct advertising text shall not be used in the City of Shasta Lake naming.

Corporate sponsorship and naming rights may be negotiated outside of this policy.

5. Renaming: The renaming of City facilities is discouraged. Name changes will be subject to an examination that includes consideration of the original justification for the current name, the value of prior contributors, and the rationale for changing the name.

Naming Conventions

1. Names that are currently in use in the City of Shasta Lake will not be considered.

2. Names that are discriminatory or derogatory will not be considered.

3. City Council has the authority to make exceptions to the Naming Policy under special circumstances.

Chevy was a native teen that
had a love for skate boarding

My late friend Chevy had a love
for his community and helped
others when he could. He was a
very polite and respectful young
man and deserves to be honored.

He was a good kid and was not a
troublemaker ever.

I am not sure if there are

and killed in my mind and
heart would be the best
way to go.

young teen who grew up in the
picturesque Shasta Lake City.

He was full of life and promise,
spending countless hours at the
local park, enjoying the
outdoors and playing various
sports. His laughter and energy
brightened the lives of those
around him. Tragically, a few
years ago, his life was cut short

behind a profound sense of
loss. Chevy had so much

ahead of him, all extinguished
far too soon, leaving an indelible
mark on the community that

AGENDA ITEM
City Council
TO: Mayor and City Council Members
FROM: Jessaca Lugo, City Manager
DATE: May 20, 2025
SUBJECT: WITHDRAWAL FROM SHASTA COUNTY WASTE

MANAGEMENT AGENCY JOINT POWERS REGIONAL AGENCY
FILE NO.:

RECOMMENDATION
The City Manager recommends that the City Council approve a resolution authorizing the withdrawal from Shasta County Waste Management Agency Joint Powers Regional Agency pursuant to Section 25 of the agreement.

BACKGROUND:

The City of Shasta Lake currently participates in the Shasta County Waste Management Agency (SCWMA) through a Joint Powers Agreement (JPA) with the County of Shasta and the City of Anderson. SCWMA operates as a Regional Agency under the California Integrated Waste Management Act (AB 939), which allows jurisdictions to collaborate in meeting State-mandated waste diversion goals.

SCWMA was originally formed to streamline solid waste planning and reporting across Shasta County jurisdictions. Historically, the County has submitted waste diversion data and program compliance documentation on behalf of both the City of Shasta Lake and the City of Anderson.

Per Section 25 of the Joint Powers Agreement, any member agency may withdraw from the SCWMA by providing one hundred eighty (180) days’ written notice to the agency.

The County has submitted solid waste reports on behalf of Anderson and Shasta Lake since 2000. However, recent regulatory changes, particularly the implementation of California’s organic waste reduction mandates under SB 1383, AB 341, and AB 1826, have rendered the 2000 JPA agreement obsolete. These mandates require individualized 45 compliance frameworks, making it infeasible to continue operating under a regional compliance model.

City staff met with representatives from the County of Shasta, who advised that the city would need to withdraw from the JPA to effectively comply with CalRecycle’s organic waste requirements. The City of Anderson has already approved its withdrawal from the agreement earlier this year.

The City is now seeking to formally withdraw from SCWMA so that it can manage its solid waste reporting, compliance, and program implementation independently. Doing so would provide the City with the necessary autonomy to manage compliance with SB 1383, AB 341, AB 1826, and other State waste diversion mandates within what is minimally required by the State.

FISCAL IMPACTS:

While the City may incur initial administrative costs in transitioning to an independent jurisdiction, the City will have to incur these costs regardless due to Cal Recycle organic waste requirements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SHASTA LAKE

AUTHORIZING WITHDRAWAL FROM THE SHASTA COUNTY WASTE

MANAGEMENT AGENCY JOINT POWERS REGIONAL AGENCY
WHEREAS, the City of Shasta Lake entered into a Joint Powers Agreement (JPA) with the County of Shasta, and the City of Anderson, forming the Shasta County Waste Management Agency (SCWMA) for the purpose of regional compliance with California Integrated Waste Management Act (AB 939) diversion mandates; and WHEREAS, the SCWMA operates as a Regional Agency under Public Resources Code Sections 40970 through 40975, collectively submitting solid waste data and diversion compliance reports to CalRecycle on behalf of its member agencies; and WHEREAS, recent regulatory changes, particularly the implementation of California’s organic waste reduction mandates under SB 1383, AB 341, and AB 1826, have rendered the 2000 JPA agreement obsolete. These mandates require individualized compliance frameworks, making it infeasible to continue operating under a regional compliance model; and
WHEREAS, the Joint Powers Agreement provides a procedure for withdrawal by a member agency, including a minimum of 180 days’ written notice to all member agencies and CalRecycle; and
WHEREAS, the City of Shasta Lake intends to work collaboratively with all SCWMA member agencies and CalRecycle to ensure a smooth transition and uninterrupted compliance with State solid waste mandates.

SUBJECT: UPDATE TO ANIMAL CONTROL FEES PURSUANT TO
MUNICIPAL CODE SECTION 6.12.090
FILE NO.:

RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving an updated fee schedule for certain Animal Control services, in accordance with Section 6.12.090 of the Shasta Lake Municipal Code. The fee updates reflect current service costs, regional consistency, and administrative efficiency.

BACKGROUND:

Municipal Code Section 6.12.090 authorizes the City Council to impose and revise fees associated with the regulation of animals, including licensing, impoundment, redemption, boarding, microchipping, and other services provided through the City's Animal Control Program.

The City last updated these fees in 2004. Since then, service delivery costs have increased, and there is a need to align fees more closely with actual program expenditures and regional comparables.

The proposed fee schedule includes adjustments to:
• Dog licensing (altered/un-altered)
• Dangerous Dog Registration
• Impound and boarding
• Reduce animal adoption fee
• Adopt new Microchipping services
65 These changes were developed based on a review of actual costs, comparison with neighboring jurisdictions, and input from Animal Control staff. The updated fees are intended to recover a greater share of service costs while maintaining fairness and compliance with state law.

FISCAL IMPACTS:

The revised fees are expected to improve cost recovery for Animal Control operations and reduce General Fund subsidy without posing undue hardship on residents.
