SUBJECT: SUPPLEMENTAL APPROPRIATION IN THE AMOUNT OF $7,000
FOR LANDSCAPE DESIGN SERVICES FOR THE CITY OF
SHASTA LAKE SKATEPARK
FILE NO.:
RECOMMENDATION
Staff recommends that the City Council consider approving a supplemental budget appropriation in the amount of $7,000 for landscape design services for the City of Shasta Lake Skatepark (Drop-in Skatepark).
BACKGROUND
The Shasta Lake City Council previously approved an application and was awarded funding from the American Rescue Plan Act (ARPA) in the amount of $2.39 million to construct five park projects within the city. One of these projects was the “Drop-In Skate ~ Shasta Lake” Skate Park Project, Bid No. 2024-02, which was approved for $1,550,000 of expenditure from Fund 270-110-5363. The project was designed by Spohn Ranch and NMR Architects throughout 2023 and began construction in December 2024. On July 1, 2025, the City Council approved Resolution CC-2025-44 issuing a Notice of Completion for the skatepark project.
Additional improvements associated with the area near the skatepark are currently in design. The first is the Pavilions Project, which includes plans to construct a public pavilion and restrooms south of the skatepark. The second is the Hardenbrook Improvements Project, which will construct new curb, gutter, sidewalk, and parallel parking stalls along Hardenbrook Avenue from Main Street to Red Bluff Street at an estimated cost of $350,000.
51 Due to budget constraints during the skatepark project, a landscaping design prepared by a registered landscape architect was removed to save money. As a result, the skatepark was only sprayed with hydroseed for erosion control purposes and still requires landscaping improvements to beautify the area and better integrate the skatepark with the surrounding improvements.
FISCAL IMPACTS
A supplemental appropriation not to exceed $7,000 is requested. The expenditure will be allocated from Fund 214-340, Parks Plant and Facilities Capacity. Prior to awarding the project to a contractor, staff will identify the appropriate funding source to construct the landscaping improvements in conjunction with the Hardenbrook Improvement Project.

WHEREAS, the City of Shasta Lake has completed the Shasta Lake Skatepark and Spirit Parkway projects, and the pavilion and restroom project at the Shasta Lake Civic Center is scheduled for completion next year; and

SUBJECT: CONSIDERATION OF RESOLUTION TERMINATING THE
DISPOSITION, DEVELOPMENT, AND LOAN AGREEMENT
(DDLA) FOR THE SHASTA LAKE VETERANS VILLAGE AND
FORGIVING THE CITY’S $100,000 PREDEVELOPMENT LOAN
FILE NO.:
RECOMMENDATION
Staff recommends the City Council approve a Resolution terminating the DDLA, determining the project abandoned, forgiving the $100,000 redevelopment loan, and directing that the Meade Street property be returned to the City with clear title.
BACKGROUND
The City Council is being asked to approve a resolution formally terminating the Disposition, Development, and Loan Agreement (DDLA) with Shasta Lake Veterans Village LLC/Veterans Housing Development Corporation (VHDC), a subsidiary of Nation’s Finest, for the proposed Veterans Village development located at 4275 Meade Street; to determine the project abandoned; to forgive the outstanding $100,000 predevelopment loan; and to accept return of the property with clear title on or before December 31, 2025.
Nation’s Finest’ Board of Directors approved the termination terms on November 17, 2025, including the return of property and forgiveness of the loan, contingent upon completion of specific close-out actions.
Background:
61 In 2017, the City entered into a DDLA with Shasta Lake Veterans Village LLC (VHDC) to develop a 30-unit affordable housing project serving military veterans. The City provided a $100,000 predevelopment loan to support predevelopment activities.
Since 2017, Nation’s Finest and VHDC worked to advance the project but ultimately were unable to secure the necessary capital stack to proceed with construction. In August 2025, both parties agreed in principle to mutually terminate the DDLA and return the Meade Street property to the City after all outstanding obligations were addressed.
On November 17, 2025, the Nation’s Finest Board approved the following close-out actions:
• Signed Resolution to terminate DDLA
• Refund of credit with Payless Building Supply
• Payoff of loan to Common Spirit ($82,287.28)
• Payment in full to BCM Construction ($75,279.87)
• Forgiveness of the $100,000 City of Shasta Lake loan
• Transfer of an electric transformer to the City
FISCAL IMPACTS:
Forgiveness of the $100,000 loan results in a write-off of the outstanding Housing Authority loan balance. No General Fund impact is expected.
