____________________________________________________________ TO: Mayor and City Council Members
FROM: Jessaca Lugo, City Manager
DATE: February 17, 2026
SUBJECT: AUTHORIZATION TO REDESIGNATE ACCOUNT 214-340-6277
FROM PARK MASTER PLAN UPDATE TO DISC GOLF PROJECT
FILE NO.:
RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the redesignation of Account 214-340-6277, originally allocated for the Park Master Plan Update, to be used for the Disc Golf Project, including the purchase of disc golf baskets, concrete, and related materials.
BACKGROUND
The City previously allocated Park Plant and Facilities Capacity (PF&CC) funding under Account 214-340-6277 for a Park Master Plan Update. The City has since been awarded a Community Development Block Grant (CDBG) that fully funds the Park Master Plan Update, eliminating the need to utilize the PF&CC funding for that purpose.
At the same time, the City is moving forward with a Disc Golf Project that will provide a low-cost recreational amenity for residents and visitors. While initial site preparation activities are underway, additional funding is required to complete the project. The California Conservation Corps (CCC) will to perform site preparation work—including clearing, grading, trails, and layout—using budgeted American Rescue Plan Act (ARPA) funds.
The Disc Golf Project requires additional funding for the purchase of disc golf baskets, concrete, and related materials. Redesignating Account 214-340-6277 allows the City to efficiently reallocate unused PF&CC funds to support completion of the project, leverage 13 ARPA-funded labor, avoid duplication of funding sources, and advance a recreational improvement that benefits the community without increasing overall City expenditures.

14 RESOLUTION CC 2026-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SHASTA LAKE AUTHORIZING THE REDESIGNATION OF ACCOUNT 214-340-6277
FROM PARK MASTER PLAN UPDATE TO DISC GOLF PROJECT
WHEREAS, the City Council of the City of Shasta Lake previously authorized funding under Account 214-340-6277 in the amount of $50,000 for the Park Master Plan Update using PF&CC funds in the 2025-2026 budget; and
WHEREAS, the City of Shasta Lake has since been awarded a Community Development Block Grant (CDBG) that fully funds the Park Master Plan Update, eliminating the need to utilize PF&CC funds for that purpose; and
WHEREAS, the City is constructing a Disc Golf Project that will provide a low-cost new recreational amenity benefiting residents and visitors; and WHEREAS, site preparation work for the Disc Golf Project is being completed by the California Conservation Corps (CCC) utilizing American Rescue Plan Act (ARPA) funding, previously authorized by City Council; and
WHEREAS, additional funding is required to complete the Disc Golf Project, including the purchase of disc golf baskets, concrete, and related materials; and WHEREAS, redesignating budgeted account 214-340-6277 from the Park Master Plan Update to the Disc Golf Project is a fiscally responsible use of existing funds and does not result in an increase to the City’s overall budget; and WHEREAS, the proposed action is an administrative budgetary reallocation and is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shasta Lake as follows:
1. Account 214-340-6277, budget amount $50,000, is hereby redesignated from Park Master Plan Update to the Disc Golf Project; and
2. Funds in this account may be used for costs associated with the Disc Golf Project, including but not limited to the purchase of disc golf baskets, concrete, and related materials; and
