TO: Mayor and City Council Members
FROM: Brennan Adams, Assistant Civil Engineer
DATE: July 7, 2025
SUBJECT: CONSTRUCTION CONTRACT AWARD
COMMERCIAL CENTER SAFE ROUTES TO SCHOOL PROJECT
(BID NO. 2026-02)
FILE NO.: PRECOMMENDATION
Staff requests that the City Council award the Commercial Center Safe Routes to School Project (Project) to Allen Gill Construction, Inc. of Palo Cedro, CA in the amount of $3,881,807.25 and approve a total of $4,106,807.25 to allow for approximately 6% contract contingency.
BACKGROUND
The City of Shasta Lake, and partners, K2 Development (K2), Redding Rancheria, and Community Revitalization & Development Corporation (CRDC) prepared and submitted a proposal to the AHSC Program in June 2021, and were notified in February 2022 that the necessary funding for an affordable housing project had been awarded. This project is a component of the AHSC (Cascade Village) program award.
The project site surrounds the approximately 11-acre commercial center property owned by the Redding Rancheria and its subsidiary, Win-River Hotel Corporation (WRHCO), and is located on Cascade Blvd., approximately 500’ west of the Interstate 5 interchange with Shasta Dam Blvd. (State Route 151).
The project is a complete streets, active transportation, and urban greening infrastructure project. The project will create better active transportation mobility, including closing several pedestrian gaps along Grand Ave, Shasta Way, Shasta Dam Blvd, and Cascade Blvd, and will serve the needs of all transportation users, including pedestrians, bicyclists, 13 people with disabilities, transit riders, and motorists. Additionally, the project will construct a portion of the planned Wonderland Blvd.
The goals of the project are:
• Make it safer and easier for school children to walk, bicycle, carpool, and/or utilize transit as a means of traveling to school or school-related activities • Provide safe facilities for all transportation users – pedestrians, bicyclists, people with disabilities, transit users, and motorists
• Decrease traffic congestion around Grand Oaks School by reducing school-related travel emissions, and improving the health, well-being, and safety of students and residents
• Make walking and bicycling safer, more comfortable, and more convenient • Create a natural recreation space to increase opportunities for physical activity and utilize the natural infrastructure of the site in conjunction with green sustainable stormwater infrastructure to maximize stormwater capture and minimize pollution In general, the project improvements include:
• Construction of curb, gutter, sidewalk, utilities (water, sewer & electric), drainage infrastructure, and lighting improvements to:
o 700± linear feet; Grand Avenue from Shasta Way to Wonderland Blvd o 850± linear feet; Shasta Way from Grand Avenue to Shasta Dam Blvd o 600± linear feet; Cascade Blvd. from Shasta Dam Blvd. to Wonderland Blvd o 200± linear feet; Shasta Dam Blvd (SR-151) from Shasta way east towards Cascade Blvd
• Construction of 600± linear feet of new Wonderland Blvd. from Cascade Blvd. to Grand Avenue, including:
o Wonderland Blvd. street section consistent with an 84-ft right of way per City of Shasta Lake Construction Standards (COSLCS), including landscaping behind the curb & gutter.
o Complete street design components
o Utility (water, wastewater, stormwater, electric, joint utility trench & irrigation)
o Safe crossing infrastructure from the Commercial Center site to the open space (across Wonderland Blvd.)
• A 2-acre open space adjacent to Moody Creek with the following improvements:
o 1600± linear feet of improved trails
o Seating, picnic benches, drinking fountains, and trash receptacles o Enhanced water-wise landscaping and shade tree planting consistent with existing and native flora
o Green sustainable stormwater infrastructure, including bioretention and bioswales
The City advertised a formal RFQ&P for services to design the Commercial Center Project in 2023. Sharrah Dunlop Sawyer, Inc of Redding, CA, was selected and awarded the contract for engineering design services and services during construction. 14 Four (4) bids were received on June 30, 2026, one of which was deemed non-responsive.
The bids ranged from a low responsive bid of $3,881,807.25 to a high responsive bid of $6,617,372.00. The lowest responsive bid was about 9% lower than the Engineer’s Estimate of $4,250,180.00, and the highest responsive bid was about 56% higher than the Engineer’s Estimate. A Bid Summary is attached.
FISCAL IMPACTS

SUBJECT: 2025 URBAN WATER MANAGEMENT PLAN UPDATE ADOPTION FILE NO.:
RECOMMENDATION
Staff recommends City Council adopt the proposed Resolution and direct staff to submit the 2025 UWMP Update to the Department of Water Resources (DWR) and California State Library.
BACKGROUND
The Urban Water Management Planning Act (UWMPA) (California Water Code Sections 10610 – 10656) requires urban water suppliers within the state to prepare and adopt an Urban Water Management Plan (UWMP) for submission to the DWR. The UWMP, filed every five years, must satisfy the requirements of the Urban Water Management Planning Act (UWMPA) of 1983, including amendments that have been made to the Act. The UWMPA requires urban water suppliers servicing 3,000 or more connections, or supplying more than 3,000 AF of water annually, to prepare a UWMP. As a result the 2020 UWMP was adopted by City Council (CC-2021-38) on June 15, 2021.
The purpose of the UWMP and its update is to maintain efficient use of urban water supplies, continue to promote conservation programs and policies, ensure that sufficient water supplies are available for future beneficial use, and provide a mechanism for response during water drought conditions. This document, which was prepared in compliance with the California Water Code, and as set forth in the 2025 Urban Water Management Plan Guidebook for Urban Water Suppliers (January 2026) established by the DWR, constitutes the City’s 2025 UWMP.

RECOMMENDATION
Staff recommends City Council adopt the proposed Resolution, the City of Shasta Lake’s 2025 Water Shortage Contingency Plan (WSCP).
BACKGROUND
In response to the severe drought of 2012-2016, legislation in 2018 created a WSCP (Water Shortage Contingency Plan) mandate, replacing the water shortage contingency analysis under former law.
The adopted 2020 WSCP (CC-2021-39) strengthened local drought resilience through improved planning and annual assessments. In addition, the planning and assessment methods allowed local officials, city staff and their customers to understand the risks of water supply shortages from longer and more severe droughts and improve the information sent to both customers and the State during drought conditions. Better planning and information make communities more resilient and reduce costs and impacts on customers in the wake of more frequent and severe drought conditions under climate change.
The purpose of the 2025 WSCP update details the stages of action to be undertaken during a reduction in available water supply, either due to reductions in the City's available water supply during drought years, or due to catastrophic interruption due to flooding, major fire, emergencies, earthquake, regional power outages, water contamination, or other situations that could impact the City’s water supply. 27 FISCAL IMPACTS
