SUBJECT: AMEND THE FEE SCHEDULE FOR THE LARRY J. FARR
COMMUNITY CENTER
FILE NO.:
RECOMMENDATION
Adopt a resolution amending the City's Fee Schedule for the Larry J. Farr Community Center and the Meeting Room to reflect updated refundable cleaning deposits.
BACKGROUND
In 2018, the City of Shasta Lake made a significant investment in constructing the Larry J. Farr Community Center, located at 4499 Main Street. Named in honor of Larry J. Farr, the facility has become one of the City's premier venues for community events, weddings, meetings, celebrations, nonprofit activities, and other public gatherings.
Since opening, use of the Community Center has steadily increased as it has become a popular destination for residents, businesses, nonprofit organizations, and visitors.
The City's Fee Schedule was last updated in November 2023. As demand for the facility has grown, staff has evaluated the refundable cleaning deposit schedule to ensure it adequately reflects the level of use and helps offset potential cleaning costs while continuing to provide an affordable community gathering space.
The proposed amendments to the refundable cleaning deposit schedule were reviewed by the City of Shasta Lake Public Facilities Committee on July 27, 2026. Following discussion, the Committee recommended that the City Council approve the proposed updates:

TO: Mayor and City Council Members
FROM: Jason Peterson, Finance Director
DATE: August 4, 2026
SUBJECT: QUARTERLY CASH & INVESTMENT REPORT FOR PERIOD ENDING JUNE 30, 2026
FILE NO:
RECOMMENDATION
Staff submits for approval the attached Cash & Investment Report for the period ending June 30, 2026.
BACKGROUND
Per California Government Code section 53600.5 and the City’s investment policy, the primary objectives of the City’s investment program, listed in order of priority, are safety, liquidity and return. The City’s investment policy, which complies with Code, is designed to meet the requirements of Code and ensure that the City’s funds are prudently managed.
The City’s investment policy requires that the Finance Director submit an investment report to the City Council (governing body) each quarter that consists of the following information:
issuers (bank or institution)
type of investment or description
dollar amount
interest rate
market valuation
percent of each investment within the overall portfolio date of maturity
29 The source of the valuation of each investment is required to be reported to the City Council. Additionally, a statement indicating the agency’s ability, or lack thereof, to meet the next six (6) months cash flow requirements is required.
Each of the criteria listed above has been addressed in the attached analysis of the cash and investments that the City held on June 30, 2026. The source of market valuations has been quoted from documents received from the custodian bank or the institution holding the investments. If staff did not receive this information from the bank or institution, market value has been listed as equal to the carrying amount. Additionally, we have indicated whether funds are “restricted” for a particular purpose. Restricted funds are usually the amount of funds required to service the last debt service payment on a loan or funds for special projects (water improvement project and housing rehabilitation).
On an overall basis, the City of Shasta Lake should be able to meet its cash flow requirements for the next six months.

DATE: August 4, 2026
SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF AN
APPLICATION FOR, ACCEPTANCE OF, AND ADMINISTRATION
OF COMMUNITY RESILIENCE CENTERS PROGRAM ROUND 2
PLANNING GRANT FUNDS, AND AUTHORIZING THE CITY
MANAGER OR DESIGNEE TO EXECUTE ALL NECESSARY
GRANT DOCUMENTS, INCLUDING THE GRANT AGREEMENT,
IF THE CITY IS SELECTED FOR FUNDING
FILE NO.: New
RECOMMENDATION
Staff recommends that the City Council adopt a resolution, authorizing the City of Shasta Lake to apply for and, if awarded, accept and administer up to $500,000 in Community Resiliency Centers Program Round 2 Planning Grant funds; and authorizing the City Manager, or designee, to execute and submit all documents and activities necessary to apply for, accept, and implement the grant.
BACKGROUND
The California Strategic Growth Council administers the Community Resilience Centers (CRC) Program. The program supports neighborhood-level facilities that can provide shelter and resources during climate emergencies while offering year-round services and programming that strengthen community resilience.
Round 2 includes Planning Grants ranging from $100,000 to $500,000 for communities in the early stages of developing a resilience center. Eligible planning activities may include community engagement, collaborative governance, site and facility planning, predevelopment analysis, and other work needed to prepare a project for future construction or renovation funding.
35 The City proposes to serve as Lead Applicant in partnership with the Redding Rancheria and the YMCA. The planning effort would advance the concept of a community resilience center, evaluating the Redding Rancheria-owned property near Shasta Dam Boulevard and Cascade Boulevard, and identifying any other suitable sites. The future facility is envisioned to serve City residents, Tribal community members, and the surrounding area.
The proposed Planning Grant would allow the partners to further define the project through community-informed planning. Work is anticipated to address governance and partnership roles, site and facility needs, eligible predevelopment studies, project readiness, preliminary design, operations and programming, and a strategy for pursuing future capital funding.
The resilience center concept responds to local risks and community needs identified through current and recent City planning efforts. Extreme heat, wildfire and wildfire smoke, power outages, and related emergencies can limit safe access to recreation, services, and gathering spaces. A future center could provide emergency shelter and resources during disruptive events while supporting recreation, wellness, community services, and resilience programming throughout the year.
The attached resolution provides the authorization required for the City, as Lead Applicant, to submit the application and accept an award. It also authorizes the City Manager, or designee, to negotiate, execute, and administer the grant agreement and related documents, including amendments, work plan and budget revisions, reimbursement requests, certifications, and reports.
Adoption of the resolution does not approve construction of a facility or establish a final ownership, lease, governance, or operating arrangement. Those matters would be developed through the planning process and returned to the City Council for consideration when future Council action is required.
FISCAL IMPACTS
Approval of the resolution has no immediate impact on the General Fund. The City will request up to $500,000 in CRC Program Round 2 Planning Grant funds. If awarded, staff will return to the City Council with any budget appropriation or related fiscal action required to accept and administer the grant.
