Strategic Plan Objectives:

Objective No. 5.7.1: Evaluate the attractiveness of employee compensation, work environment and employee appreciation programs.

Objective No. 6: Promote a transparent and open government.

Background and Analysis:

Compensation adjustments for department heads and managers must be documented in the Management Resolution governed by the Signal Hill Municipal Code. Furthermore, CalPERS requires that in order to determine the amount of compensation earnable pursuant to Government Code Sections 20630, 20636, and 20636.1, pay rates shall be limited to the amount listed on a pay schedule that has been duly approved and adopted by the employer’s governing body in accordance with the requirements of applicable public meeting laws.

The proposed updates to the Management Resolution, and the resolution adopting the city-wide Salary Schedule effective July 3, 2021, incorporate the implementation of the approved annual salary in the second amendment to the City Manager Employment Agreement and comply with the Signal Hill Municipal Code and CalPERS regulations.
