CRRSAA FUNDS FOR FLEXIBLE LACMTA STP-L TRANSPORTATION FUNDS AND REPURPOSE PREVIOUSLY LAPSED STP-L FUNDS TO BE UTILIZED FOR THE E. 20TH STREET AND REDONDO AVENUE INTERSECTION IMPROVEMENT PROJECT Summary:

Staff is seeking authorization to exchange Federal Surface Transportation Program-Local (STP-L) funds and Federal Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA) funds for flexible Los Angeles County Metropolitan Transportation Authority (LACMTA) funds and reallocate previously lapsed STP-L funds to be utilized for the E. 20th Street and Redondo Avenue Intersection Improvement Project.

Exchange Agreement (Attachment A), the City would receive an additional $54,877 of Highway Infrastructure Program (HIP) Funds that is provided through CRRSAA and $34,680 of the City’s annual STP-L allocation. The total budget for Capital Improvement Project (CIP) - E. 20th Street and Redondo Avenue Intersection Improvement Project shall be modified in accordance with the table below.

The budget and funding allocation shown are consistent with the Traffic Engineer’s construction estimate; however, it is subject to change upon obtaining actual bid prices for the project.

Strategic Plan Objective:

Goal No. 4: Maintain and improve the public infrastructure.

Background:

Annually, the City receives approximately $34,000 in federal transportation funds known as STP-L funds. Staff also applied for and were granted CRRSAA/HIP funds by LACMTA on a per capita basis.

As an administrator of all STP-L, HIP and CRRSAA funds, LACMTA recognizes that small cities have difficulty utilizing federal transportation funds due to the challenging administrative and approval processes associated with their use. Based on this recognition, LACMTA offered the City an opportunity to exchange its federal transportation funds for less restrictive LACMTA local transportation funds for a two percent processing and administrative fee.

In 2016, the City entered into an Exchange Agreement (Attachment B) and received $200,489 in STP -L funds, covering the period between 2016-2020. The Exchange Agreement stipulated that funds received in 2016 may lapse if not utilized by September 2020.

Recognizing that the 2016 funds would lapse based on unanticipated impacts including COVID-19, staff prepared the 2022 Exchange Agreement with LACMTA to extend the 2016 Exchange Agreement and appropriate the funds for the E. 20th Street and Redondo Avenue Intersection Improvement Project. In addition, the City would be provided its annual STP-L allocation of $34,680 and a one-time CRRSAA fund of $54,877.

The Intersection Improvement Project is located in the City of Long Beach, bordering the south-east corner of Signal Hill, and is intended to enhance pedestrian and vehicle circulation at the referenced intersection near Browning High School.

Analysis:

The 2022 Exchange Agreement requires the City to expend the LACMTA funds on eligible projects within three years from the date the Agreement is fully executed. The provisions of the Agreement require compliance with state and local regulations, rather than federal regulations, supporting more efficient project delivery. It also adds flexibility in the procurement and bidding process likely reducing the time between project design and project completion.

The City has completed design work, and proposed elements include installation of new traffic signal poles, signal cabinets, upgrade of ADA ramps, signage, striping, and replacement of existing curb, gutter, and sidewalk. The design is currently being reviewed by City of Long Beach engineering staff for final comments and modifications.

Staff has initiated discussions with the City of Long Beach regarding ownership of the proposed infrastructure and is recommending Council approval of a Memorandum of Understanding (MOU).

Once finalized, the MOU will be brought to City Council for review and approval.
