CITY OF SIGNAL HILL

STAFF REPORT
2175 Cherry Avenue • Signal
Hill, California 90755-3799
2/22/2022

AGENDA ITEM
TO:

HONORABLE MAYOR

AND MEMBERS OF THE CITY COUNCIL
FROM:

HANNAH SHIN-HEYDORN

CITY MANAGER
SUBJECT:

RESOLUTION APPROVING A GENERAL SERVICES AGREEMENT WITH LOS

ANGELES COUNTY
Summary:

The General Services Agreement (GSA) between the City of Signal Hill and the County of Los Angeles will expire on June 30, 2022. To ensure continued access to County services on an asneeded basis, the County requests a renewed agreement covering the next five-year period, commencing July 1, 2022 through June 30, 2027.

Recommendations:

1. Adopt a resolution, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA,

APPROVING A GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS

ANGELES FOR MISCELLANEOUS SERVICES TO BE PROVIDED TO THE CITY BY THE

COUNTY ON AN AS-NEEDED BASIS

2. Authorize the Mayor to execute the General Services Agreement between the City of Signal Hill and the County of Los Angeles for a five-year period, commencing July 1, 2022 through June 30, 2027.

Fiscal Impact:

At this time, there is no fiscal impact. Rates for services provided under the GSA are determined by the County Auditor-Controller annually effective July 1 of each year to reflect the cost of such service in accordance with the policies and procedures for the determination of such rates as adopted by the County Board of Supervisors. Costs would only be incurred if the City requests the services. There is no regular fee charged with the implementation of the GSA.

Strategic Plan Objective:

None.

Background and Analysis:

The GSA is general in nature and authorizes the County to provide services requested by public entities. It also specifies the method by which a city or other entity requests and pays for a service and provides for the annual adjustment of rates.

Services provided under the GSA primarily consist of miscellaneous services which cities and other public entities request from the County on an “as needed” basis. The City maintains a GSA with the County of Los Angeles in the event it becomes necessary to utilize a County service for which we do not directly contract. Examples of these services are direct assessment collection, engineering and other public works, personnel testing, and prosecution of local infractions.

This GSA (Exhibit A to the Resolution) is the same as agreements previously approved by the City Council and City Attorney.
