The City Council will conduct a public hearing and consider amending the CDBG-CV allocation. The City received a one-time allocation of $64,962 from the Los Angeles County Development Authority (LACDA) in federal Coronavirus Aid, Relief, and Economic Security Act Funds to use towards Community Development Block Grant public service projects and programs. FISCAL YEAR 2021-22
Fiscal Impact:

The Family Food Distribution Program is budgeted in the Community Services Department (Account No. 100-82-5723). CDBG-CV funds can now be used towards Family Food Distribution Program supplies, creating a savings of $37,160.

The transfer of funds will occur after reimbursements for the program have been submitted to the City.

CDBG-CV Projects
FY 2020-21 Actual Budget
Senior Food Distribution Program (201-11-4311) $ 5,215
FY 2021-22 Projected Budget
Senior Food Distribution Program (201-11-4311) $ 22,587 Family Food Distribution Program Budget (100-82-5723) $ 37,160 Grand Total of CDBG-CV Funds Allocation $ 64,962
Strategic Plan Objective:

Goal No. 5: To ensure an enhanced quality of life for residents.

Background:

The primary objective of the Federal Coronavirus Aid, Relief, and Economic Security Act (CARES) Funds is to provide direct economic aid to the American people negatively impacted by the COVID19 pandemic.

On July 14, 2020 City Council approved a resolution to receive the CARES funding allocation of $64,962 for the Senior Food Distribution Program. LACDA has notified the City that 80% of the CDBG-CV funds must be used by June 30, 2022 with all remaining funds used by December 31, 2024. After reviewing potential strategies to use the CARES funding with the City’s CDBG consultant, staff recommend amending the original CDBG-CV allocation to include the Family Food Distribution Program.

Analysis:

In FY 2020-21, $5,215 was used towards the Senior Food Distribution program, with $59,747 of the allocation remaining. The Senior Food Distribution program currently serves 39 senior households.

The Family Food Distribution program serves 23 family households. The costs for the Family Food Distribution program can be charged to the CDBG-CV project thus saving General Fund budget for other needs.
