STAFF REPORT
2175 Cherry Avenue • Signal
Hill, California 90755-3799
3/22/2022

AGENDA ITEM
TO:

HONORABLE MAYOR

AND MEMBERS OF THE CITY COUNCIL
FROM:

ELISE MCCALEB

ECONOMIC DEVELOPMENT MANAGER
SUBJECT:

RIGHT-OF-ENTRY PERMIT FOR HERITAGE POINT PARK
Summary:

The City Council will consider authorizing the City Manager to execute a Right-of-Entry Permit between the City of Signal Hill and the City of Long Beach related to a property generally located on the west side of Cherry Avenue south of E. Burnett Street. The property is owned by the City of Long Beach and is being used as part of the Heritage Point Park project.

Recommendation:

Authorize the City Manager to execute a Right-of-Entry Permit between the City of Signal Hill and the City of Long Beach, for a term of one year, in a form approved by the City Attorney.

Fiscal Impact:

There is no fiscal impact associated with the recommended action.

Strategic Plan Objective:

Objective No. 5.4: Construct Heritage Point Park.

Background and Analysis:

The City is in the development phase of Heritage Point Park located on the southeast corner of Cherry Avenue and E. Burnett Street. Amenities at Heritage Point Park will include:
· A walking trail linking the Civic Center neighborhood to the Crescent Heights Historic District and Town Centers East and West;
· Seating areas; and

· Panoramic views of Palos Verdes, downtown Long Beach, and the Queen Mary.

A portion of the project site, approximately 60,225 square feet, is owned by the City of Long Beach (Figure 1). The parcel provides an opportunity to expand Heritage Point Park to create a passive park area, similar to Sunset View Park that takes advantage of the views from the property.

The City of Long Beach has agreed to grant the City of Signal Hill access to the property to incorporate into the Heritage Point Park project. The parcel is known to contain one active well and one idle well and much of the property is a slope.

The Right-of-Entry Permit grants the City access and use of the Long Beach property for a period of one year. During the term, the cities will negotiate a long-term lease or purchase of the property. In exchange for the Right-of-Entry Permit, Signal Hill agrees to maintain stormwater mitigation measures as required under the City’s Vacant Parcel Ordinance (Signal Hill Municipal Code Chapter 12, Section 16) until the Permit is terminated.
