Summary:
The City Council will consider entering into a Public Works Contract with Mission Paving and Sealing, Inc. (MPSI) for construction of the 2022 Slurry Seal Program (Project No. 90.22003). This Project includes:

Fiscal Impact:
The annual budget for the 2022 Pavement Management Program (PMP) is $630,056. The total cost of this Contract is $259,725, resulting in a remaining budget of $370,331. The bid results obtained at the time of bid opening were lower than the Engineer’s Estimate, as such, staff is proposing to add scope of work to the project for additional adjacent pavement improvements. Therefore, contingency funds are requested to fund the added scope.
The approximate value of the added scope of work is $70,000. Staff is also requesting an additional $30,000 for construction management and inspection services during construction. The total project budget including contingency will be $359,725. Funds are available as designated in the Fiscal Year 2021-22 Capital Improvement Program Budget for Pavement Management, utilizing funding from Measure R (County), Measure M, and Proposition C.
Strategic Plan Objective:
Goal No. 4: Maintain and improve the public infrastructure.
Background:
In April 2019, Bucknam Infrastructure Group, Inc. prepared a Citywide PMP, which recommended maintenance and repair strategies to maintain and improve the overall pavement condition index (PCI) of the City. The PMP was reviewed and approved by the City Engineer and submitted to Los Angeles County Metropolitan Transportation Authority in accordance with Proposition C Local Return Guidelines. Staff and Bucknam Infrastructure Group, Inc. are currently in the process of preparing the 2022 PMP and intend to bring to City Council for approval once completed.
The 2022 Slurry Seal Program (Project No. 90.22003) is the first implementation of the Signal Hill PMP. The PCI ranges from 0-100, with a score of 100 representing a new street. The slurry seal strategy is most cost effective within a specific PCI range. This project will improve the pavement for streets that are generally within a PCI range between 60 and 85. Future projects will incorporate grind and overlay and full reconstruction methods to improve streets with lower PCIs.
The scope of work for this Project includes the application of approximately 815,000 square feet of Class II slurry seal coating on local residential and collector neighborhood streets as shown on Attachments A and Attachment B, approximately 2,500 square feet of asphalt pavement repair in select locations, and the restoration of traffic striping and markings on improved streets Analysis:

Bid Opening
The table below lists the bids in order from lowest to highest amount.
Contractor Selection
MPSI, the lowest bidder, submitted all the required documents prior to the bid closing date and time, including their hard copy bid bond. After reviewing the bid documents, staff found a minor clerical error on the Bid Form Proposal which was deemed non-substantive. However, all other items and documents have been properly submitted; as such, staff determined MPSI to be the lowest responsible bidder.
Staff has conducted reference checks on the company’s listed projects in the Statement of Qualifications and verified that MPSI, along with their subcontractors, are properly licensed to perform the work under this contract. Staff is recommending award of contract to MPSI in the amount of their bid.
Upon contract award, staff will issue a Notice to Proceed and begin coordinating with the contractor.
Construction of the project is estimated to start in May 2022. The project duration is anticipated to be 40 working days.
