Background:

At its meeting of April 27, 2021, the City Council approved a request for fee waiver submitted by Ms.

Juanita S. Matthews, Executive Director of the Springs of Hope Grief Care Center and aunt of Mr.

Ron Settles, on behalf of the family of Ron Settles to hold a private memorial event to commemorate the 40th anniversary of his death. The private event was held at the Signal Hill Park Community Center on Saturday, June 5, 2021.

At its meeting of November 9, 2021, the Council approved the designation of June 2 as Ron Settles Day of Remembrance.

Analysis:

Staff has received a request from Ms. Juanita S. Matthews for a fee waiver for a private remembrance event marking June 2 as Ron Settles Day of Remembrance. The event is proposed to be held at the Signal Hill Library Community Room and Zinnia Courtyard for four hours on Thursday, June 2, 2022 from 5:00 p.m. to 9:00 p.m. (Attachment A). Ms. Matthews is requesting a fee waiver, and an exception to the rental application requirements which state that the Zinnia Courtyard may only be rented when the Library is closed. Ms. Matthews has stated the purpose of the event is to remember Mr. Settles and celebrate life, change, and hope.

The City has a Waiver of Fees Policy (Attachment B). The policy provides for the City Council to waive fees based on the following criteria.

A. The Applicant Must be a Signal Hill Resident. Proof of residency must be furnished to City staff.

A. The Individual or Organization Must Have Nonprofit Status with the Internal Revenue Service. Proof of nonprofit status by the I.R.S. must be furnished to City staff.

A. The Organization’s Primary Focus Must be on Serving the Residents of Signal Hill.

Proof of such service by way of programs, services or activities offered to the community must be provided.

A. The Organization’s Voting Board Must be Comprised of at Least 51% Signal Hill Residents.

Although the applicant does not meet all four criteria, they do have nonprofit status and offer services to the Signal Hill community. In addition, given the historical significance of the individual being honored and the importance of promoting healing and restoration, along with the Council’s designation of June 2 as Ron Settles Remembrance Day, the City Manager recommends making an exception to allow for a full fee waiver and allow for the facility to be utilized on Thursday, June 2, 2022.
