A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA,

AMENDING SALARY RANGES FOR HOURLY, PART-TIME EMPLOYEES PREVIOUSLY ADOPTED BY RESOLUTION NUMBER 2021-11-6653, TO CORRESPOND WITH CHANGES TO THE SIGNAL HILL EMPLOYEES’ ASSOCIATION MEMORANDUM OF UNDERSTANDING Fiscal Impact:

Strategic Plan Objectives:

Goal No. 1: Ensure long-term fiscal stability.

Goal No. 6: Promote a transparent and open government.

Background and Analysis:

In order to determine the amount of compensation earnable pursuant to Government Code Sections 20630, 20636, and 20636.1, CalPERS requires that pay rates shall be limited to the amount listed on a pay schedule that has been duly approved and adopted by the employer’s governing body in accordance with the requirements of applicable public meeting laws. Said pay schedule must meet all of the following requirements:
• Identifies the position title for every employee position; • Shows the pay rate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
• Indicates the time base of the range such as hourly, monthly, or annually; • Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer’s internet website;
• Indicates an effective date and date of any revisions; • Is retained by the employer and available for public inspection for not less than five years; and • Does not reference another document in lieu of disclosing the pay rate.

The proposed resolution adopting the City-wide pay schedule is to comply with CalPERS regulations.

The proposed resolutions adopting the Management Resolution and the Part-time Salary Schedule are to align with the pay rates of positions approved for COLA increases in the Signal Hill Employees’ Association MOU.
