A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA,
AMENDING THE ADOPTED BUDGET AND AUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR 2022-23
Fiscal Impact:
The City's funding and expenditures for FY 2022-23 and the estimated Proposition A revenue and program totals are shown on the Proposition A Worksheet FY 2022-23 (Attachment A). The following budget adjustments for Proposition A funds are documented in the Budget Resolution (Attachment B):
Strategic Plan Objective:
Goal No. 5: Ensure an enhanced quality of life for residents.
Background:
Proposition A is a voter-approved $0.05 sales tax that generates revenue to offset the costs of transit services in Los Angeles County. The funds are allocated on a per-capita basis. Signal Hill is estimated to receive approximately $283,417 in FY 2022-23. These funds are restricted to transportation-related uses only.
The City receives Proposition A funds for transportation-related uses, including providing subsidies to seniors and disabled residents for the use of various forms of transportation. A written request for funding approval must be submitted to the Los Angeles County Metropolitan Transportation Authority for all new and ongoing projects.
Analysis:
The City’s transportation services are provided via contract. Staff is seeking authorization to execute amendments to contract services agreements to extend the terms of the original agreements and increase the not-to-exceed contract amounts with the proposed contractors.
Staff Administration
A maximum of 20% of the total Proposition A Program budget may be utilized for staff administration.
Staff recommends an allocation of $32,761, based upon staff salaries and benefit costs, to administer the transportation programs.
