AGENDA ITEM
TO:
HONORABLE MAYOR
AND MEMBERS OF THE CITY COUNCIL
FROM:
ALISON DOBAY
COMMUNITY SERVICES MANAGER
SUBJECT:
ANIMAL CONTROL SERVICES AGREEMENT WITH THE CITY OF LONG BEACH Summary:
City Council will consider an agreement with the City of Long Beach Animal Control Services Bureau for contract animal control services. The agreement includes a two-year term from July 1, 2022 to June 30, 2024, and provides for two two-year term amendments.
Recommendation:
Authorize the City Manager to execute the Contract Services Agreement between the cities of Signal Hill and Long Beach, in an amount not-to-exceed $122,422 for Fiscal Year (FY) 2022-2023, in a form approved by the City Attorney.
Fiscal Impact:
The not-to-exceed amount for the first year of the agreement is $122,422. A CPI adjustment will be applied in the second year of the contract. Funding for animal control services is included in the proposed FY 2022-2023 Operating Budget. A projected $15,000 in revenue from dog licenses will be credited toward the final bill for services.
Strategic Plan Objectives:
Goal No. 2: Ensure public safety is a high priority.
Goal No. 5: Ensure an enhanced quality of life for residents.
Background and Analysis:
Animal control services have been provided to Signal Hill by the City of Long Beach for the last 30 years.

Key provisions of the proposed agreement include:
1. Enforcement of all Signal Hill ordinances and state laws within Signal Hill city limits;
2. Patrolling the streets of Signal Hill whenever possible with designated animal control officers;
3. Investigation of cruelty to animals complaints;
4. Pick up and impound services;
5. Issuance of licenses;
6. Monitoring of licenses;
7. 24-hour phone service; and
8. Access to the P.D. Pitchford Animal Shelter and administrative offices.
Over the years, in light of increasing costs staff has annually informally surveyed the market for alternate providers. Due to the limited pool of service providers, it has been difficult to identify viable alternatives. This year, preliminary inquiries were made to Los Angeles County Animal Control Services and Southeast Area Animal Control Authority (SEAACA). Neither provider is currently accepting new clients. Staff intends to issue a Request for Proposals during the upcoming fiscal year to formally survey the market.
Because animal care services are essential to the health, safety, and welfare of people and animals and in order to continue seamless services to the residents of Signal Hill, staff is recommending approval of the proposed agreement.
