WHEREAS, the City has incorporated all comments received and responses thereto.
NOW THEREFORE, BE IT ORDAINED that the City Council of the City of Signal Hill does hereby find as follows:
Section 1. Recitals. The facts set forth in the recitals of this Ordinance are true and correct and incorporated by reference. The recitals constitute findings in this matter and, together with the staff report and other information contained in the record, are an adequate and appropriate evidentiary basis for actions taken in this Ordinance.
Section 2. General Plan Consistency. Pursuant to California Government Code Section 65855, and based on the entire record before the City Council, including all written and oral evidence presented, the City Council hereby finds that ZOA 22-04 is consistent with the General Plan because it is consistent with the following Goals and Policies of the Signal Hill General Plan:
CIRCULATION GOAL 1 – Ensure that new development results in the preservation and enhancement of the city’s circulation system.
Ordinance No. 2022-07-1540
June 21, 2022
Circulation Policy 1.a – Ensure that necessary circulation system enhancements and expansions occur concurrently with new development and are consistent with the Los Angeles County Congestion Management Program.
Finding regarding Policy 1.a – The subject amendment to the Plan Lines Map is necessary to implement the proposed future Area Eight, Orange Bluff Specific Plan of the Special Purpose Housing Specific Plan (SP-7) (the “Orange Bluff Specific Plan”) (ZOA 22-03) for development of affordable multi-family housing units and is being made to reflect the necessary circulation enhancements that will occur with the new development on the Orange Bluff Housing Site. More specifically, the Orange Bluff Specific Plan requires the creation of private streets with access onto public streets. Creation of the private streets will occur concurrently with development to the satisfaction of the City Traffic Engineer.
CIRCULATION GOAL 4 – Maintain and enhance the city’s public transportation network, increasing its role as a critical element for mobility in the area.
Circulation Policy 4.a – Encourage a wide range of responsive and accessible public transportation alternatives to the automobile.
Finding regarding Policy 4.a – The subject amendment to the Plan Lines Map is necessary to implement the proposed future Area Eight, Orange Bluff Specific Plan for development of affordable multi- family housing units and is being made to reflect future pedestrian paths within Orange Bluff and its proximity to public transit. The Orange Bluff conceptual site plan includes purposeful internal pedestrian access through planned open space and incorporates external pedestrian access with future connections to Gundry Avenue, the Brayton Avenue rightof- way, and additional connections to the north and south citywide. Additionally, the Orange Bluff site is within a ½ mile of a major bus transit route, the Long Beach Transit Line 104 on E.
Willow Street.
CIRCULATION GOAL 8 – Minimize the environmental impact of transportation systems in Signal Hill.
Circulation Policy 8.a – Encourage infill of vacant lots close to transportation, municipal facilities, and shopping opportunities to maximize the use and efficiency of the existing circulation system and with high-density and/or high Floor Area Ratio development encouraging the use of alternative modes of transportation, which will help reduce vehicular Ordinance No. 2022-07-1540

trips.
Finding regarding Policy 8.a – The subject amendment to the Plan Lines Map is necessary to implement the proposed future Area Eight, Orange Bluff Specific Plan for development of affordable multi- family housing units and is being made to reflect a future infill high-density development close to public transportation. In addition to the location of a major bus transit route, the Long Beach Transit Line 104, within ½ mile of the Orange Bluff residential site on E. Willow Street, the proposed density for Orange Bluff is 45 dwelling units per acre, which is the very high-density category within the General Plan Land Use Element.
Section 3. Specific Plan Consistency. Pursuant to California Government Code Section 65455, the City Council finds removal of the Traffic Area Study designation from the proposed future Orange Bluff Housing Site is consistent with the proposed future Orange Bluff Specific Plan.
Section 4. Zoning Ordinance Amendment Recommendation. The City Council take the following actions:
A. Approve ZOA 22-04 to amend the Plan Lines Map as shown in Exhibit B attached hereto and incorporated herein by this reference (hereinafter, the “Revised Plan Lines Map”). The Revised Plan Lines Map reflects the following revisions:
1. Removal of the Orange Bluff Housing Site’s designation as a Traffic Study Area; and
2. Multiple technical revisions reflecting past and proposed future development, current and future traffic capacity needs, and alternative transportation needs as follows:

i. Designate Panorama Promenade as a pedestrian connection j. Add knuckle connection for Molino Avenue at Panorama Drive k. Add knuckle connection for Orizaba Avenue at E. 19th Street Ordinance No. 2022-07-1540
June 21, 2022
l. Add Junipero Avenue, from E. 28th Street to Spring Street, Local Collector, 60’ ROW
m. Add Molino Avenue from E. 20th Street to E. 21st Street, 46’ ROW n. Add Walnut Avenue north of Hill Street, 70’ ROW

20.72.030 Map adopted.
The official plan lines of streets, highways and alleys within the city shall be established as particularly set forth on the latest edition of the map dated April 5, 1988, and titled "Official Plan Lines Map of the City of Signal Hill" included within the circulation element of the general plan of the city, and, by this reference, incorporated in and made a part of this title.
Section 5. Severability. If any section, subsection, sentence, clause or phrase of this Ordinance, or the application thereof to any person or circumstances, is to be held to be unconstitutional or to be otherwise invalid by any court of competent jurisdiction, such invalidity shall not affect other provisions or clauses of this Ordinance or application thereof which can be implemented without the invalid provisions, clause, or application, and to this end such provisions and clauses of the Ordinance are declared to be severable.

MEMORANDUM
ORANGE BLUFF HOUSING DEVELOPMENT
EXEMPTION FROM TRAFFIC STUDY AREA
Date: November 10, 2021
To: Colleen Doan, Community Development Director
Steve Badum, City Engineer
Jesus Saldana, Associate Engineer
Subject: Future Traffic Impact Study Requirements for Orange Bluff As part of the 6th Cycle Housing Element, Orange Bluff proposes to construct a total of 290 dwelling units with access points on E. 28th Street, E. 27th Street.
The purpose of this memorandum is to document the exemption of the current project from the Traffic Study Area requirements. Based upon the City’s Plan Lines, and the traffic analysis conducted as part of the preparation of the Recirculated Draft Environmental Impact Report (SCH No. 2021050296), the project as currently proposed, does not impact circulation between the streets of Orange Avenue and Gundry Avenue, and 27th Street and 28th Street.
