Strategic Plan Objectives:

Goal No. 2: Ensure public safety is a high priority.

Goal No. 4: Maintain the public infrastructure.

Background and Analysis:

The City maintains a Vehicle Replacement Program that tracks the lifecycle and condition of the entire fleet of City vehicles and equipment. Each year, the Public Works Department evaluates the condition of each vehicle and determines which are in good operating condition. These vehicles are kept in service. Vehicles that have reached the end of their service life and are experiencing mechanical problems requiring costly repairs are scheduled for replacement. The Public Works Department also evaluates the cost effectiveness of repairs and whether the repairs will restore the vehicle to reliable and safe operation.

Replacement of Public Works Vehicles
Typical replacement criteria for a backhoe unit is 20 years of service. Case Tractor No. 60584 is a 1984 Case Tractor that is approaching 38 years of service and no longer meets Air Quality Management District requirements for on road vehicles. This unit has exceeded its service life. The proposed purchase price of the replacement vehicle, a 2022 Bobcat and Trailer, is $90,000.

Typical replacement criteria for a water utility truck is 10 years of service or 100,000 miles. Water Utility Unit No. 40308 is a 2008 Ford F150 that is approaching 14 years of service and has approximately 63,045 miles. This unit has exceeded its service life and has recurring repair needs.

The proposed purchase price of the replacement vehicle, a 2022 Ford F150 truck, is $52,000.

City Council approved the purchase of the Bobcat and Trailer and Ford F150 in FY 2021-22, however the vehicles were not purchased by the end of the fiscal year due to delays in both production and delivery.

Purchasing
Signal Hill Municipal Code Section 3.20.120 allows piggyback purchases through cooperative agreements. Signal Hill is a member of the National Joint Powers Alliance and membership entitles the City to access competitively bid national contracts resulting in lower priced vehicles due to economies of scale.
