Strategic Plan Objective:

Goal No. 4: Maintain and improve the public infrastructure.

Background and Analysis:

On January 8, 2019, the City Council approved an agreement to purchase real property at 1905/1907 21st Street, located along the southern border of Signal Hill Park. The purchase was completed to advance the goals of the Parks and Recreation Master Plan which identified the need to further upgrade and enlarge Signal Hill Park to provide additional recreational open space and meet its important role as a community park. Following the approval of the purchase, staff was instructed to develop a budget for the demolition of the existing structures on the property.

On April 17, 2019, the Parks and Recreation Commission recommended the demolition of the nearby non-operational Spud Field restroom facility due to long-standing nuisance issues with litter accumulation, vandalism, and general disrepair. Due to its proximity to the 1905/1907 21st Street site and the similar nature of work required, the restroom demolition was included in the scope of the twohome demolition project.

On October 12, 2021, Council authorized the execution of a Public Works Agreement with the lowest qualified bidder, Green Giant, to complete demolition of the project.

On November 9, 2021, staff issued a Notice to proceed (NTP) instructing Green Giant to commence work. Green Giant has completed the work in conformance with the plans and specifications, detailed in the contract. The work was substantially completed on June 13, 2022 upon completion of punch list items, landscaping establishment, labor compliance requirements, and administrative closeout items. A non-compensable time extension was applied to the contract duration to allow for these items, as reflected on the CAR. Staff recommends issuance of final payment to Green Giant and adoption of the resolution declaring the acceptance by the City of the work performed by Green CITY OF SIGNAL HILL Page 2 of 3 Printed on 7/21/2022
