AGENDA ITEM
TO:
HONORABLE MAYOR
AND MEMBERS OF THE CITY COUNCIL
FROM:
SYLVIA SOONG
HUMAN RESOURCES MANAGER
SUBJECT:
RESOLUTIONS ADOPTING THE MANAGEMENT RESOLUTION AND CITY-WIDE
SALARY SCHEDULE TO ESTABLISH THE ANNUAL SALARY FOR CITY MANAGER Summary:
During tonight’s meeting the City Council will consider approving the appointment of an Interim City Manager to fill the critical role of the City's Executive Administrator until a permanent new City Manager is onboard. As a precursor, the Council will consider approving and adopting the Management Resolution establishing the City Manager's annual salary and a resolution establishing the city-wide pay schedule as required by the Signal Hill Municipal Code and the California Public Employees' Retirement System (CalPERS).
Recommendations:
1. Adopt a resolution, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING RESOLUTION NO. 2022-06-6691, REVISING MANAGEMENT SALARY RANGES
TO ESTABLISH THE SALARY FOR CITY MANAGER
2. Adopt a resolution, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING RESOLUTION NO. 2022-06-6690, APPROVING AND ADOPTING A CITY-WIDE PAY
SCHEDULE AS REQUIRED BY THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT
SYSTEM (CALPERS)

from the vacant position. Funds are available within the current Administration Department's operations budget.
Strategic Plan Objectives:
Objective No. 5.7.1: Evaluate the attractiveness of employee compensation, work environment, and employee appreciation programs.
Goal No. 6: Promote a transparent and open government.
Background:
Compensation adjustments for department heads and managers must be documented in the Management Resolution governed by the Signal Hill Municipal Code. Furthermore, CalPERS requires that in order to determine the amount of compensation earnable pursuant to Government Code Sections 20630, 20636, and 20636.1, pay rates shall be limited to the amount listed on a pay schedule that has been duly approved and adopted by the employer's governing body in accordance with the requirements of applicable public meeting laws.
Before the City Council considers the appointment of an interim city manager, the Management Resolution and city-wide pay schedule must be approved and adopted in advance.
Analysis:
The proposed updates to the City Manager's salary in the Management Resolution and the city-wide salary schedule reflect a reduction from the current annual salary of $258,603.56 to $244,600.00.
The City Council has historically approved employees' wages at the median of the City's survey cities. The former City Manager received a salary in recognition of her accomplishments and tenured service in the Signal Hill community.
The proposed salary of the City Manager complies with the Signal Hill Municipal Code and CalPERS regulations and adjusts the salary to realign with the median. The effective date of both the Management Resolution and city-wide pay schedule is July 26, 2022, with the proposed employment commencement date of the Interim City Manager to be August 1, 2022, if approved by the City Council (Agenda Item 12b).
