2022-23 Capital Improvement Program Budget. The construction contract with Mission Paving was $259,725. At the time of contract award, City Council also authorized a $70,000 contingency. The total construction contract cost came in at $299,505. To cover the additional costs in excess of the original contract value, a change order to utilize the contract contingency was included on the September 27, 2022 Contract Amendment Register (CAR). The actual costs shown in Table 1 below also include consultant inspection services provided by the City’s on-call professional consultant KOA Corporation.

Strategic Plan Objective:

Goal No. 4: Maintain and improve the public infrastructure.

Background and Analysis:

In February 2022, Bucknam Infrastructure Group, Inc. updated the Citywide Pavement Management Plan (PMP), which recommended maintenance and repair strategies to maintain and improve the overall Pavement Condition Index (PCI) of the City’s streets. The PMP was reviewed and approved by the City Engineer and submitted to Los Angeles County Metropolitan Transportation Authority in accordance with Proposition C local return guidelines. Staff presented the 2022 PMP to City Council on August 23, 2022. The Project is the first implementation of Signal Hill’s updated PMP.

PCI is a measure of a street’s pavement quality that ranges from 0 to 100, with a score of 100 representing a street that is in the best possible condition. Slurry seal is a cost-effective maintenance approach intended to improve the PCI and extend the life of a street that is already in relatively good condition with a PCI between 60 and 85. By comparison, a street with a PCI less than 60 will typically require more extensive and costly repairs in order to improve its PCI.

On April 12, 2022, Council authorized the execution of a public works contract with the lowest responsive and responsible bidder, Mission Paving, to complete type 2 slurry seal coating, asphalt pavement repairs, and restoration of traffic striping on the streets shown on Attachments A and B.

Due to favorable prices received at the time of bid and budget availability, Council authorization included a contingency of up to $70,000 which was recommended by staff to increase the scope of work to include adjacent streets that were also candidates for slurry seal. Utilizing the project contingency, the scope of work was expanded to include slurry seal of Junipero Avenue from Pacific Coast Highway to East 21st Street and East 19th Street from Cherry Avenue to Junipero Avenue.

On July 18, 2022, staff issued a Notice to Proceed to Mission Paving to commence work. Three CITY OF SIGNAL HILL Page 2 of 3 Printed on 10/6/2022
