In April 2021, the Council conducted its normally scheduled interviews and appointed three Parks and Recreation Commissioners.

In February 2022, the Council directed staff to open an additional recruitment, which ran from March 1 through March 31, 2022, due to the passing of former Commissioner Terry Rogers. On April 26, 2022, the Council conducted interviews of eight candidates and appointed Andrew Zacharias as a Parks and Recreation Commissioner.

More recently, Parks and Recreation Commissioner Nancy Lauer submitted her resignation effective August 17, 2022 due to her relocation out of the City. Ms. Lauer’s term expires May 31, 2023. As a result, there is a need to fill the remaining term of this Commission appointment.

On September 13, 2022, the Council directed staff reach out to the following Parks and Recreation Commission candidates from the March 2022 recruitment:
· Edwin Cockrell Jr.
· Angelo Dickens II
· Michael Fricke
· Mary Gonzales
· Katherine Kim
· Sherrie Routier
· Lisa Wong
An email requesting interest was sent out to all seven candidates requesting a reply by October 4, 2022 at 4:30 p.m. The email also included the intended appointment process and notified the candidates that interviews are not anticipated at the October 11, 2022 Council meeting. If a response is not received by the due date, the candidate will be automatically withdrawn from the appointment process.

Analysis:

Consistent with the provisions documented in 2021 Manual of Procedural Guidelines Article 7.4:
· Nominations
o The Mayor will open nominations, at which point any member of the City Council may nominate a member or members to the commission or board in question. o Once all nominations have been made, the Mayor will close nominations. · Voting
o The Mayor will then present each nominee for a straw vote of the Council. The nominees will be voted on individually and in the order in which each nominee’s confirmation email of interest was received.
o The straw voting will continue until the vacancy has been filled by majority straw vote of the City Council.
o The Mayor will then present the name which received the majority straw vote and request a formal roll call vote of the City Council to approve the Mayor’s proposed CITY OF SIGNAL HILL Page 2 of 3 Printed on 10/5/2022
