CITY OF SIGNAL HILL

STAFF REPORT
2175 Cherry Avenue • Signal
Hill, California 90755-3799
10/11/2022

AGENDA ITEM
TO:

HONORABLE MAYOR

AND MEMBERS OF THE CITY COUNCIL
FROM:

CARL CHARLES

INTERIM POLICE CHIEF
SUBJECT:

FINAL REPORT OF ORGANIZATIONAL ASSESSMENT OF THE POLICE

DEPARTMENT
Summary:

As part of the Fiscal Year 2021-22 budget adoption, City Council allocated $50,000 to retain a firm to complete an organizational assessment of the Signal Hill Police Department. Matrix Consulting Group (Matrix) was selected to complete the assessment.

The study was recently completed by Matrix. Representatives from Matrix will present an overview of their findings.

Recommendations:

1. Receive and file the Final Report - Organizational Assessment of the Police Department, dated September 27, 2022.

2. Provide staff with direction as deemed appropriate.

Fiscal Impact:

The majority of the administrative recommendations by Matrix can be implemented without changes to the approved Fiscal Year 2022-23 Police Department Budget and therefore will not result in a fiscal impact to the City. However, there are potential operational recommendations by Matrix that would require additional fiscal analysis in order to fully assess the impact of their implementation.

Strategic Plan Objectives:

Goal No. 2: Ensure Public safety is high priority.

Goal No. 5: Ensure an enhanced quality of life for the residents.

Goal No. 6: Promote a transparent and open government.

Background and Analysis:

In February of 2022, staff reviewed several proposals to conduct an organizational assessment of the Signal Hill Police Department. After consideration, Matrix was selected to complete the study.

The scope of work for the study was to include an assessment of current workloads and service delivery and determine what this means for its staffing needs now and as a foundation for the future.

The report was also to extend to more holistic aspects of a healthy police department including organizational culture, effective management systems for operations and personnel, policies, and training.

The report was completed in late September and is now presented to City Council (Attachment A).

The recommendations of the Matrix study are advisory in nature and no decisions have been made to date related to implementation.
