A separate contract utilizing the CDBG funds will be procured to install the playground’s cushioned play surface after installation of the new play equipment on the subject contract. Strategic Plan Objectives:
Goal No. 4: Maintain and improve the public infrastructure.
Goal No. 5: Ensure an enhanced quality of life for the residents.
Background and Analysis:
In February 2021, the City Council approved the 2021 Parks and Recreation Master Plan and authorized staff to create a Prioritization and Implementation Plan (PIP). to clearly define goals, objectives, and priorities for the Community Services Department, which was subsequently adopted in January 2022.
On December 14, 2021, the preliminary conceptual playground design for Discovery Well Park was presented to Council. Subsequently, Council approved the submission of an application for a grant for the Discovery Well Park Improvement Project which included a new playground, resurfacing of the basketball court, and installation of a pickleball court.
On January 25, 2022, Council approved and authorized CDBG funds to be allocated for the rubberized playground surfacing at Discovery Well Park in the amount of $86,002.
In March 2022, the City received a grant award from the State of California Department of Parks and Recreation’s Office of Grants and Local Services (Proposition 68) in the amount of $185,000. After further analysis of the 2021 Master Plan, the PIP, and the City’s General Plan Land Use Element, Discovery Well Park was identified as the best use of Prop 68 considering the age of the existing play equipment and basketball court surfacing.
Four community input meetings were held in March 2022 at Discovery Well Park where the public provided feedback on the project and presented conceptual designs. The feedback received at the meetings included consideration of elements geared toward children age two to five; the resurfacing CITY OF SIGNAL HILL Page 2 of 4 Printed on 10/20/2022

meetings included consideration of elements geared toward children age two to five; the resurfacing of the half-court basketball court; and other playground updates and amenities.
On May 26, 2022, the City held a Budget Workshop for FY 2022-23 which included a proposed budget of CIP Reserve funds of $230,998, CDBG grant funds of $86,002, and Prop 68 funds of $185,000 for the Discovery Well Park Improvement Project (No. 80.23006). A budget of CIP Reserve Funds of $40,000 was proposed for Project No. 80.23005 for resurfacing of the basketball court and conversion of the handball court into a pickleball court. CIP Reserve funds will partially be funded by Signal Hill Measure R. On June 28, 2022, Council adopted the FY 2022-23 Budget which included the Discovery Well Park Improvements (Project Nos. 80.23005 and 80.23006) as part of the CIP.
On July 20, 2022, staff requested direction from the Parks and Recreation Commission on the prioritization of the design elements that were received through the community input meetings. Based on the feedback from the community, staff presented a revised conceptual plan for the proposed play equipment upgrades. The Parks and Recreation Commission reviewed the feedback from the community and directed staff to remove the Butterfly Climbing Net and Beat Club Musical Component from the preliminary design concept. If the project expenditures come in lower than anticipated, the Commission approved that the two elements would be considered for installation as part of the design.

Procurement Process and Contractor Selection
Staff recommend an exception to the typical procurement process by utilizing cooperative purchasing to obtain competitive pricing. Staff obtained pricing consistent with the terms of GameTime’s contract with City of Charlotte, North Carolina effective July 14, 2021 for providing and installing playground and outdoor fitness equipment. The contract was publicly and competitively bid in a process substantially similar to Signal Hill’s procurement process, and is available through OMNIA Partners, a cooperative purchasing organization which curates contracts from member agencies that have been CITY OF SIGNAL HILL Page 3 of 4 Printed on 10/20/2022

cooperative purchasing organization which curates contracts from member agencies that have been procured through an open and competitive bidding process. The contract is also available through the California Multiple Award Schedule (CMAS). The City’s Purchasing and Contracting Guidelines and Section 3.20.120 of the Signal Hill Municipal Code allow for exceptions to the procurement of Public Projects when competitive bidding has already been completed:
“…When the City Manager or City Council determines that: (1) a competitive bid procedure has been conducted by another public agency, including, but not limited to, another local agency, the state through the California Multiple Award Schedule (CMAS), the federal government through the general services administration (GSA), or a joint powers agency, authority or alliance that procures competitive contracts; and (2) the price to the city is equal to or better than the price to that public agency.”
Staff reviewed GameTime’s quoted price and confirmed that it is consistent with GameTime’s competitively bid contract pricing with the City of Charlotte, North Carolina. Staff recommends Council’s authorization of a public works contract with GameTime in a form approved by the City Attorney, in the amount of $403,028.14.
GameTime specializes in the procurement and installation of play equipment and has a track record of successful projects for other clients. GameTime holds a current and active contractor’s license in California and is registered as a public works contractor with the Department of Industrial Relations.
Upon execution of the contract, construction of the project is estimated to start in February 2023 after delivery of all long-lead items, with an anticipated completion in May 2023.
