The annual budget for the FY 2022-23 Pavement Management Program is $1,230,056. Actual costs to date total $314,976.54, resulting in a remaining annual budget of $915,079.46. Adding the total cost of this contract of $122,470 plus the $12,247 contingency will result in a remaining Pavement Management Program budget of $780,362.46 (Table 1). The remaining budget for the FY 2022-23 Pavement Management Program will be utilized for upcoming pavement projects in FY 2022-23.

The total project budget including contingency will be $134,717.00. Funds are available as designated in the FY 2022-23 Capital Improvement Program Budget for Pavement Management, utilizing funding from Measure R (County), Measure M, Proposition C, and RMRA. Expenditures on this Project will be split evenly between Measure R and Proposition C to prioritize upcoming expenditure deadlines associated with these funding sources.

Strategic Plan Objective:

Goal No. 4: Maintain and improve the public infrastructure.

Background:

In February 2022, Bucknam Infrastructure Group, Inc. updated the Citywide Pavement Management Plan (PMP), which recommended maintenance and repair strategies to maintain and improve the overall Pavement Condition Index (PCI) of the City’s streets. The PMP was reviewed and approved by the City Engineer and submitted to Los Angeles County Metropolitan Transportation Authority in accordance with Proposition C local return guidelines. Staff presented the 2022 PMP to City Council on August 23, 2022.

The FY 2022-23 Slurry Seal Program (Project No. 90.23003) is the second implementation of Signal Hill’s updated PMP. PCI is a measure of a street’s pavement quality that ranges from 0 to 100, with a score of 100 representing a street that is in the best possible condition. Slurry seal is a cost-effective maintenance approach intended to improve the PCI and extend the life of a street that is already in relatively good condition (PCI between 60 and 85). By comparison, a street with a PCI less than 60 will typically require more extensive and costly repairs to improve its PCI. Future projects will incorporate grind and overlay and full reconstruction methods to improve streets with lower PCIs.

The scope of work for this Project includes the application of approximately 140,000 square feet of Type II slurry seal coating on local residential and collector neighborhood streets as shown on Attachments A and B, approximately 500 square feet of asphalt pavement repair in select locations, CITY OF SIGNAL HILL Page 2 of 4 Printed on 10/20/2022

Analysis:

Bid Circulation Process
On September 16, 2022, a Notice Inviting Bids was posted at the City’s public notice locations, sent to subscribers through the City’s website, and posted on PlanetBids via the City’s portal. The notice was also published in the Signal Tribune newspaper on September 16 and September 23, 2022. In addition, a non-mandatory pre-bid meeting was held on September 22, 2022 to inform prospective bidders of the opportunity and the scope of work.

Bid Results
The table below lists the bids received by the bid due date of October 6, 2022:

Contractor Selection
AASI, the lowest bidder, submitted all the required documents prior to the bid closing date and time, including their hard copy bid bond. All items and documents have been properly submitted; as such, staff determined AASI to be the lowest responsive and responsible bidder.

Staff has conducted reference checks on the company’s listed projects in the Statement of Qualifications and verified that AASI, along with their subcontractors, are properly licensed to perform the work under this contract. Staff is recommending award of contract to AASI in the amount of their bid.

Upon contract award, staff will issue a Notice to Proceed and begin coordinating with the contractor.

Construction of the project is estimated to start in November 2022. The project is anticipated to be completed in February 2023.
