Strategic Plan Objectives:

Goal No. 2: Ensure public safety is a high priority.

Goal No. 4: Maintain and improve the public infrastructure.

Background and Analysis:

The Police Department’s radio infrastructure is over 40 years old and needs to be upgraded. The components that make up the infrastructure can no longer be repaired. Currently, any repairs being done are temporary fixes to keep the police radios operable. Parts for proper repairs to the current radio infrastructure are no longer in production. As a result, Police Department personnel are now experiencing “dead spots” where officers cannot receive or transmit due to a lack of radio signal.

Motorola’s P25 System and Dispatch upgrade proposal includes new equipment for the Police Department as well as the Signal Hill Tower. Both will be outfitted with new antennas, PTP Microwave links, and site routers. With this new and upgraded equipment, the Police Department will be able to easily communicate with each other, as well as law enforcement agencies throughout Southern California. The equipment is a necessary upgrade to continue the City’s goals of improved public infrastructure and ensuring that public safety continues to be a top priority.

Motorola is the industry standard in law enforcement communication. Many agencies are equipped and serviced by Motorola and in some counties, Motorola is the only company that can provide law enforcement 2-way communication hardware as well as maintain the infrastructure to support it.

Staff was able to negotiate favorable pricing for the term of the agreement. The contract includes all necessary components of 2-way law enforcement radio communication and ten 2-way radios for the Public Works Department.

The first-year cost of $2,098,985 includes an equipment discount as well as a systems discount. FY 2022-23 costs include funding of the equipment, project services to upgrade all our current technology, and the first-year warranty. FY 2023-24 through FY 2027-28 will have a yearly maintenance fee ranging from $333,489 to $352,961. The total amount of the contract for the Police Department communications project is not to exceed $3,814,088 for the six-year period.

Motorola’s maintenance services consist of three elements: remote technical support, network hardware repair, and security update services. The Centralized Managed Support Operations (CMSO) organization, which includes the service desk and technical support teams is staffed 24 hours a day/7days a week/365 days a year (24/7/365) and allows for a single point of contact for all service-related items. Through CMSO, issues are prioritized using designated priority levels which then trigger the appropriate response times. Network hardware repair is also available 24/7/365 but requires scheduling through CMSO. Motorola also releases security updates on a weekly, monthly, or quarterly basis.

Another built-in component to the yearly maintenance is the System Upgrade Agreement. This agreement provides periodic upgrades to system software and cloud platforms with associated implementation services and hard changes. The system upgrades will keep the Motorola hardware and software in a supportable state for maintenance, repair, overall health, and security.

Motorola. emphasizes the need for reliable 2-way communication for public safety. Their use of technology, customer service support, upgrades, and innovation will bring a stronger more robust infrastructure to the City with the newest technology for both the Police and Public Works Departments.

Motorola holds and will maintain the required insurance coverage and has indicated procured insurance coverage for cyber-security liability that is sufficient and will be included in the finalized agreement approved by the City Attorney.
